Mr. Huberman,

I’m reporting a matter concerning the Chicago Public Schools (CPS), Ronald McDonald House
Charities (RMHC), and the Save-A-Life Foundation (SALF). I noted the past relationship between
CPS and RMHC in an article I wrote that is posted at
http://www.americanthinker.com/2010/06/the savealife foundation story.html

For school years 2004/05 and 2005/06, records indicate that CPS and RMHC engaged in a
matching grant program in which SALF was contracted to provide first aid training to CPS
students.

During school years 2004/05, SALF was contracted to train 7,500 CPS students. During 2005/06,
SALF was contracted to train an additional 10,000 CPS students. At a cost of $10 per student,
SALF was to be awarded $75,000 for school year 2004/05, and $100,000 for school year
2005/06. That’s a total of $175,000 to train 17,500 students over those two school years.

For the two-year program, your predecessor Arne Duncan personally signed off on three CPS
payments to SALF totaling $49,000. RMHC paid SALF the balance - presumably a total of
$126,000. ($175,000 minus $49,000 equals $126,000.)

In response to a federal subpoena and to public records requests, the Chicago Board of
Education’s legal department has produced records showing that from January 1, 2004 to
December 31, 2006, SALF, at best, provided training to less than 100 people - a number
considerably short of 17,500.

My question is this, sir: Do you think this matter should be investigated by CPS’s Office of the
Inspector General?
