WHAT IS HSE?
• H-HEALTH (related to toxicology, exposure, disease, forensic,
CSI)
• S-SAFETY (related to incident, accident, explosion, physical
hazards etc.)
• E-ENVIRONMENT (related to pollution, waste, air quality,
green, sustainability)

Historical Perspective of OSH
Development
The rapid developments taking place in the
Malaysian Industrialization program have
changed employment patterns to an increasing
emphasis on manufacturing and service sectors
of the economy.

There are pros and cons of this advancement of


industrialization in a country.

Why HSE is Important?
• To prevent and eliminate the risk of
injuries, health hazards and damage to
properties.
• To minimize the unsafe acts or unsafe
conditions
• To identify steps towards the conservation
and preservation of the environment.

Malaysia’s Milestone in HSE
Movement
The role of occupational safety and health has been in existence
since 140 years ago, in the late 19th century. The history, role and
development of this department can be explained in 6 eras.

Department of Occupational
Safety and Health (DOSH)
Placed under the Ministry of Human Resources.

The government agency responsible for


administering, managing, and enforcing legislation
related to occupational safety and health (OSH) in
this country.

Vision:
To cultivate OSH culture in every workplace and to
make every job and task safe and healthy for the
worker.
National Institute of
Occupational Safety
and Health (NIOSH)
The centre for training, consultancy, information
dissemination and research in occupational safety
and health in Malaysia.

NIOSH was established in 1992 with an


endowment fund from SOCSO and from the
Government.
Social Security Organisation
(SOCSO)
Pertubuhan Keselamatan
Sosial (PERKESO)
• Established in 1971 under the MoHR, to provide social security
protections to all employees/workers in Malaysia.
• The functions of SOCSO (PERKESO) are as follows:
• Registration of employers and employees
• Collection of contribution from employers and employees
• Payment of benefits to workers and/or their dependents when
tragedy strikes
• Provision of physical and vocational rehabilitation benefits
• promotion of awareness of occupational safety and health
National Council for
Occupational Safety and
Health (NCOSH)
● Established in 1995, under the MoHR, NCOSH is a
supreme body responsible for determining the direction
and policy of the State in relation to occupational safety
and health in Malaysia.
