Barredo, nanaig sa “badminton giants”

Kinumpleto ni Sarah Joy Barredo ang ‘giant killing’ ng gapiin ang mas beteranong national team member
na si Mariya Anghela Sevilla, 20-22, 21-14, 21-18, para makopo ang kampeonato sa women’s singles open
ng 9th Prima Badminton Championship kahapon sa Powersmash Badminton Center sa Makati City.
Nakabawi ang 16-anyos at reigning FDG Cup women’s open singles champion mula sa masamang simula
para higitan ang 21-anyos na karibal at kumpletuhin ang pagrereyna sa torneo.

“I didn’t expect I could get another achievement because there are so many talented players in this
tournament,” sambit ni Barredo, nahubog ang husay sa sports sa pakikipaglaro sa mga katrabaho ng
kanyang ina sa Philippine Sports Commission sa Rizal Memorial Badminton Hall.
“It makes me more inspired to strive harder in the upcoming tournaments. Good way to start my 2016. I’m

Sa men’s singles, naagaw ni national player Michael Kevin Cudiamat ang titulo kay Marky Alcala, 21-17, 21-
17.
Sa iba pang resulta, nakamit ng 12-anyos na si Jewel Albo ang boy’s under-15 singles crown, 21-7, 21-16,
kontra Charles Alcarpio; namayani si Anthea Marie Gonzales kay Jochelle Alvarez, 21-15, 21-19, sa girls’
under-15 finals; at naiuwi ni Janelle Anne Andres ang 19-under title nang paluhurin si Aldreen Rae
Concepcion, 16-21, 24-22, 23-21.
Nagwagi si Emilio Mangubat Jr. via walkover kontra John Matthew Bernardo sa boys’ singles Under-19,
habang naungusan ni Mikaela Joy De Guzman si Aldreen Rae Concepcion, 21-9, 21-13, sa girls’ 17-under
singles title.
Namayani si Jason Vanzuela kay Lance Zafra, 21-19, 12-21, 21-14, sa boys’ 17-under trophy; pinabagsak
ni Rey Pedron si Jian Cedric Magtibay, 21-14, 21-16, sa boys’ 15-under diadem; hiniya ni Zeth Quiambao
si Wijel Albo, 21-18, 16-21, 21-16, sa boys’ 13-under title. Nakubra naman ni Rheylyn Angela Pedron ang
girls under-11 kontra Ivy Zapanta, 21-14, 21-11, habang kampeon si Angel Valle sa girls under-13 kontra
Lady Tuario, 21-15, 21-19.

Tinalo ni Catherine Joyce Barrientos ng Notre Dame Kidapawan ang teammate na si Regina Glaze Neri, 21-
14, 21-10, upang maangkin ang girls’ under-15 title sa Mindanao Leg ng MVP National Juniors Badminton
Championship na ginanap sa Koronadal City, South Cotabato.

Kasunod nito ay nakipagtambalan si Barrientos kay Neri sa Under-15 doubles para gapiin sina Karylle Kaye
Molina ng Talomo Anchors of Davao City at Maxeene Renee Olango ng Cagayan de Oro Shuttle Buster, 21-
9, 21-10, para sa ikalawa niyang titulo.
Pinataob naman ni Ethan Dupet ng Tacurong City ng Battledore Team si Kent Joshua Cruz ng MRBBC
D’Smashers, 21-18, 21-16, para makopo ang boys’ U-13 championship, ang kanyang ikalawa sa 4- na araw
na torneo na inorganisa ng Forthright Events na kinatawan ni tournament director Yoly Araullo.
Naunang nagwagi si Redmond Paul Rivera ng Panabo Smashers Club, 21-9, 21-12, sa finals ng U-11 division.
Sa girls’ U-13 singles, iginupo ni Maxene Renee Olango ng CDO Shuttle Busters si Lady Zazhca Tuario ng
Metro Kidapawan, 17-21, 21-15, 21-11, para sa titulo, habang dinaig ni Althea Dawn Ocampo ng Gingoog
City si Andre Alexis Macalaglag ng CBDD Smashers of Mati, 21-19, 21-14, para magkampeon sa girls’ U-11.

Ateneo kampeon sa UAAP
volleyball matapos ang 4 taon
Makalipas ang apat na taon, nagkampeon muli ang Ateneo Lady Eagles sa UAAP Season 81 women's volleyball
matapos matalo ang UST Golden Tigresses sa iskor na 25-17, 25-22, 25-22, nitong Sabado sa Mall of Asia Arena.

Unang set pa lang ay umarangkada na ang Ateneo. Nagpakalat ng maraming error ang UST, na sinamantala ng
Ateneo kasabay ng kanilang solid na pag-spike, 25-17.

Nanguna naman ang UST sa ikalawang set pero humabol ang Ateneo matapos magpakawala ng 7-3 run para ma-
tabla ang laro sa 16-all. Makalipas nito, tuluyan nang nakabawi ang Ateneo hangga't sa nakuha nila ang ikalawang
set, 25-22.

Matapos tambakan ng ilang puntos sa kalagitnaan ng ikatlong set, sinubukang bumawi ng UST at nakadikit pa ang
koponan sa 22-all kontra Ateneo.

Ngunit nagpakawala ng tatlong sunod-sunod na puntos ang Ateneo hangga't makuha ang championship point, 25-22,
at maibalik ang korona sa Katipunan.

Nakakuha ng 15 puntos si Bea De Leon - na ginawarang Finals MVP, sa kaniyang huling laro para sa Ateneo.
Sinundan naman ito ng 10 puntos ni Maddie Madayag, na aalis na rin ng Ateneo matapos ang championship.

Nagpakawala naman si Sisi Rondina ng 18 puntos sa kaniyang pinakahuling laro para sa UST. Nakakuha naman ng
10 puntos si UAAP Rookie of the Year Eya Laure.

signal si Montero para makalaro sa HD Spikers.
Nagpapagaling naman sa kanyang sakit na may kaugnayan sa kanyang baga si Torres.
Sa iba pang mga laro, nagsipagwagi din ang University of Perpetual Help System DALTA at PGJC-
Philippine Navy.
Tinalo ng Altas para sa ikatlong dikit nilang panalo ang Philippine Army Troopers in three sets, 25-21, 25-
22, 25-10, para manatiling namumuno sa Group C sa pangunguna ni Louie Ramirez na may 11 puntos.
Iginupo naman ng Sea Lions ang handed the Arellano University Chiefs 25-23, 25-21, 25-18, sa Group D

Binigay ng Gilas Pilipinas ang lahat ng makakaya nito bago pataubin ng Australia 84-68 sa kanilang FIBA World
Cup qualifying game na ginanap sa Melbourne nitong Huwebes.

Dikit ang laban sa umpisa ng laro sa Margaret Court Arena, kung saan lumamang pa ang tropa ni coach Chot Reyes
30-25.

Susi sa mainit na simula ng Gilas ang walang humpay na pag-atake nito sa depensa ng Australia, habang di naman
inatrasan ng mga Gilas defender ang mga masmalalaking kalaban nila.

Umarangkada ang Boomers sa third quarter, nang palaguin nila ang 54-48 na iskor sa 63-49 sa pamamagitan ng 9-1

Nanaig ang Ateneo Blue Eagles kontra karibal na De La Salle Green Archers para masungkit ang kampeonato sa
UAAP Season 80 men's basketball tournament nitong Linggo.

Isang mainit na fourth quarter run ang pinakawalan ng Ateneo para tuluyang iwan ang La Salle, 88-86, at maagaw sa
kanila ang korona.

Umpisa pa lang ng laban, agad ipinakita ng Blue Eagles ang determinasyon. Lumamang pa sila ng 10 sa pagtatapos
ng unang quarter, 24-14.

Pagdating ng ikalawang quarter, pinilt ng La Salle na bumalik sa laban sa pamamagitan ng shooting at inside plays
nina Ricci Rivero at season Most Valuable Player Ben Mbala.

Nagtapos ang unang half sa iskor na 45-38, lamang ang Ateneo.

Kasaysayan ang naitala ni Ian Lariba para sa hindi masyadong napag-uusapang sports na table tennis.

Nakamit ni Lariba ang karangalan bilang unang Pinoy table tennis player na makalalaro sa Olympics nang
makasungkit ng Olympic berth para sa Rio Games sa Agosto.
Ginapi ni Lariba, premyadong varsity player ng La Salle sa UAAP, si Lilis Indriani ng Indonesia, 11-6, 11-2,
11-8, 11-5, sa women’s singles ng 2016 ITTF-Asian Olympic Qualification Tournament nitong Sabado sa

Sa do-or-die match para sa ika-11 puwesto, siniguro ni Lariba na hindi siya mabibigo sa pangarap na

Tinanghal na UAAP MVP sa Season 78 si Lariba matapos pagbidahan ang La Salle sa kampeonato. Sumabak

lefthanded na si Garzon Gavine at drivespin ng righthanded na si Eden Mae Gabelan sa
kanilang Intramural Meet ng Table Tennis (3 out of 5 win Mix Double Category) na ginanap
sa Butuan City Schools of Arts and Trade kanina, sa dako ng alas dyes ng umaga, kasabay
ang makulimlim ngunit mainit na panahon.

Di maiguhit ang mukha ng mga manonood dahil sa sabik na nararamdaman kung ano ang
kahahantunang ng laro. Mas itinutok nila ang kanilang mga mata sa laro lalo na sa pangatlong

TRENTO, AGUSAN DEL SUR- Sinupalpal ni Gilbert Madidis ng nagliliyab na Lizards ang
naghihikaos na Phoenix gamit ang kanyang bumubulusok na ispyk sa kanilang pang-
eksibisyong laro ng balibol (15-10, 11-15, 15-6) na ginanap sa parihabang kurto ng balibol ng
Trento National High School, kanina, sa dako ng alas tres ng hapon, kasabay ang makulimlim
at umaambong panahon.

Ipinalasap ng bawat koponan ang hagupit ng kani- kanilang opensa sa kabila ng maginaw na
panahon. Ngunit mas namayagpag ang Lizards nang ipinamalas nila ang kombinasyon ng
nagbabagang tos ni Ken Beldeniza at sumisiklab na wallop ni Anthony Salili sa unang set ng
laro, 15-10.

“Perminte jud siguro ni sila gapraktis kay maayo man jud sila mangduwa,” sambit ni Honyve

EDITORYAL - Kahirapan at korapsiyon lupigin ngayong 2019

MARAMI ang naghihirap sa buhay. Katunayan, may mga pamilyang isang beses lang kung kumain
sa maghapon. Maraming hindi malaman kung saan nila kukunin ang susunod na kakainin. Marami
ang natutuliro kung paano bubuhayin ang mga anak. Maraming nasisiraan ng bait dahil sa gutom.

Sa kabila na sinasabi ng pamahalaan na gumanda ang ekonomiya ng bansa at nahigitan ang mga
kalapit bansa, marami ang hindi naniniwala. Paano’y hindi maramdaman ang sinasabing pag-unlad
ng ekonomiya. Patuloy pa rin ang paghihikahos at walang maihandang pagkain sa hapag. Ang
sinasabing pag-unlad ng ekonomiya ay nananatiling drowing lamang at nananatiling nasa pangarap
lamang.

Dahil sa kahirapan ng buhay kaya maraming nangyayaring krimen. Ang kahirapan ang isa sa mga
ugat kaya may nangyayaring pagnanakaw. Bagama’t hindi nararapat na gawing dahilan ang
kahirapan para magnakaw, mayroong dahil sa sobra na ang nadaramang kagutuman kaya
nakagagawa nang masama.

Halimbawa ay ang isang lalaking nahu-ling nag-shoplift ng isang biskuwit sa isang store sa Maynila.
Nagawa lang daw niyang nakawin ang biskuwit dahil sa gutom. Pero kinasuhan pa rin ang kawawang
lalaki.

Korapsiyon ang dahilan kaya marami ang naghihirap sa kasalukuyan. Magkadikit ang korapsiyon at
kahirapan. Dahil kinukurakot ang pera sa kaban, nauubos ang pondo na dapat ay gagamitin para sa
serbisyo sa mamamayan. Bilyong piso ang nawawala dahil sa korapsiyon sa gobyerno. Nangunguna
ang Bureau of Customs, Bureau of Internal Revenue at Department of Public Works and Highways
sa mga kurakot na tanggapan.

Marami nang nasibak si President Duterte dahil sa isyu ng korapsiyon. Sabi niya, basta may naamoy
siyang singaw ng korapsiyon sa isang tanggapan, sisibakin agad niya ang sangkot na opisyal.
Ganunman, kahit na marami nang naalis sa puwesto dahil sa korapsiyon, marami pa rin ang hindi
natatakot.

Dapat maging mabangis pa ang Presidente sa pagsibak sa mga kurakot. Talasan pa ang pang-amoy
para maubos ang mga kurakot.

Kapag nagtagumpay sa paglupig sa korapsiyon, kasunod na ring mawawala ang kahirapan na


nakasakmal sa mamamayan. Inaasahan ngayong 2019 na malulupig na ang dalawang problemang ito
sa lipunan.

Lumalabo na ang posibilidad na makalaya ang convicted rapist at murderer na si dating Calauan,
Laguna Mayor Antonio Sanchez.

Ito ang pagdidiin ng abogadong si AKO-Bicol Party-list Rep. Alfredo Garbin na nagsabing hindi pumasa
ang dating alkalde sa requirements ng good conduct and time allowance (GCTA) rule sa mga bilanggo.

“During his stay in prison, Sanchez repeatedly violated the prison rules and committed criminal
offenses,” aniya.
Kamakailan, naging laman ng mga balita si Sanchez nang ihayag ng Department of Justice na posible
itong mapabilang sa 11,000 presong nakatakdang palayin dahil na rin sa Republic Act (RA) 10592, na
kumikilala sa GCTA.

“It must be stressed that under the Uniform Manual on Time Allowance and Service of Sentence, GCTA
‘are not passive grants but require positive compliance to or participation in rehabilitation/ development
and work programs. PDLs (Persons deprived of liberty) need to work out their time allowances and
presupposes their faithful compliance to prison rules and regulation,” sabi nito.

Si Sanchez ay pinatawan ng korte ng pitong beses na habambuhay na pagkabilanggo kaugnay ng


pagkakapaslang sa magkasintahan na sina University of the Philippines Los Baños (UPLB) student
Eileen Sarmenta at Allan Gomez, noong 1995.

Pinagbatayan ni Garbin ang naging ulat ng Muntinlupa Police kung saan binanggit na nahulihan si
Sanchez ng shabu at pinatuyong dahon ng marijuana sa isang surprise raid sa selda nito sa National
Bilibid Prisons, noong 2006.

Noong 2010, nahulihan din ito ng P1.5 milyong halaga ng iligal na droga na nakatago sa ilalim ng
imahen ni Virgin Mary sa loob ng kanyang selda.

Nitong nakaraang taon, nasamsam din sa selda ni Sanchez ang isang flat-screen television, isang air
conditioner, at isang refrigerator.

“All these past criminal offenses and violations of the prison rules are indicative of the absence of intent
on the part of Sanchez to rehabilitate and comply with the prison rules,” pahayag pa ni Garbin.

‘Expanded good conduct law was Senate idea’

MANILA, Philippines — The longer good conduct time allowance for convicts, which convicted rapist-
murderer Antonio Sanchez wants to avail himself of so he can be freed early, was the idea of the
Senate, one of the congressmen-authors of the GCTA law said yesterday.

“Our proposal was limited to counting preventive detention or imprisonment as part of an offender’s
sentence if he is convicted. The bill on expanded GCTA came from senators,” Cagayan de Oro City
Rep. Rufus Rodriguez told The STAR.

He was referring to House Bill 417 and Senate Bill 3064, which were introduced in the 15th Congress
and consolidated to become Republic Act 10592 signed by then president Benigno Aquino III on May
29, 2013.

The STAR reviewed the history of the two measures and the law, and discovered that some senators
who are fuming over the prospect of Sanchez walking out of New Bilibid Prison soon are among the
law’s authors.

Rodriguez said that although the longer good behavior allowance was not part of their bill, he is in favor
of it as he pointed out that “our justice system should be reformative, not retributive.”

“But those convicted of heinous crimes such as murder and rape, like Sanchez, the recidivists,
escapees, and those who commit additional crimes while in prison, should not be qualified for GCTA.
In fact, the law says so,” he added, noting that the victims of such convicts, other people and society in
general would be exposed to danger if these offenders were freed early.

“All the authorities have to do is to strictly enforce the law, especially the disqualifications for good
conduct time allowance,” Rodriguez said.

Aside from him, the authors of Bill 417 include then Aurora congressman and now Sen. Juan Edgardo
Angara, Marlyn Aggabas of Pangasinan, Victor Francisco Ortega of La Union, Eduardo Gullas of Cebu,
and Giorgidi Aggabao of Isabela.

Their bill was entitled, “An Act giving offenders the fullest benefit of preventive imprisonment, amending
for the purpose Article 29 of Act No. 3815, as amended, otherwise known as the Revised Penal Code.”

It specifically provided that “recidivists, habitual delinquents and persons charged with heinous crimes
are excluded from the coverage” of the proposed law.

Senate Bill 3064 was contained in Committee Report No. 82, which the committee on justice and human
rights, and the committee on constitutional amendments, revision of codes and laws submitted on Nov.
17, 2011.

The Senate version consolidated eight similar measures on counting the period of detention as part of
a prison term and expansion of GCTA as provided in the Revised Penal Code.

The authors of the eight measures were then senators Manuel Villar Jr., Francis Escudero and Miriam
Defensor Santiago.

Villar, Escudero, Santiago, and colleagues Loren Legarda, Antonio Trillanes IV, Franklin Drilon, Ramon
Revilla Jr., Sergio Osmeña III, Francis Pangilinan, Aquilino Pimentel III, Ferdinand Marcos Jr., Panfilo
Lacson, Manuel Lapid, Alan Peter Cayetano, the late Joker Arroyo and Edgardo Angara, Jinggoy
Estrada, Teofisto Guingona III and Vicente Sotto III signed Report No. 82.

House Bill 417 was also fused into Senate Bill 3064.
The Senate version became the basis of RA 10592. In fact, they had the same title: “An Act amending
Articles 29, 94, 97, 98, and 99 of Act No. 3815, as amended, otherwise known as the Revised Penal
Code.”

Under Bill 3064 and the law, senators expanded good conduct allowance from five days to 20 days per
month during the first two years of imprisonment, from eight days to 23 days from the third year to the
fifth year, from 11 days to 25 days from the sixth year to the 10th year, and from 15 to 30 days during
succeeding years.

There is an additional good behavior allowance of 15 days “for each month of study, teaching or
mentoring service time rendered.”

In case of calamity or a catastrophe, and a prisoner “chose to stay in the place of his confinement,” he
may apply for “special time allowance for loyalty” equivalent to “two-fifths of the period of his sentence.”

A congressman, who did not want to be named, urged senators to review the GCTA law.

“They were so generous in giving all kinds of good conduct allowances. If all those GCTAs are given,
a convict may end up walking out of prison a few days after walking in,” the lawmaker said.

He said under the present law, if a convict shows good behavior during the first two years of
imprisonment, he is entitled to 20 days of deduction from his sentence.

“This means that he should be in prison for only 10-11 days each month. From the 11th year onwards,
he is allowed 30 days in GCTA, which translates to no prison service or just one day in prison,” he
stressed.

Aside from Sanchez, more than 11,000 other convicts were reportedly entitled to GCTA.
Editorial:The no-homework policy
There is need to be circumspect and judicious, with the no-homework policy bills proposed by
lawmakers in both the House of Representatives and the Senate, welcomed by the Department of
Education but slammed by teachers’ groups.

Definitely, those bills will be examined closely and thoroughly during public hearings to be conducted
by the committees involved in both chambers, appreciating forwarded arguments and bones of
contention from the proponents and those who oppose it.

The bill filed by House Deputy Speaker Evelina Escudero seeks to remove homework as a requirement
and have Kinder to Grade 12 students do academic activities entirely within school premises, with the
bill’s explanatory note stressing homework assignments “can deprive students and parents (of)
precious quality time for rest, relaxation, and interaction after school hours and even on weekend.”

Quezon City Rep. Alfred Vargas, in a separate bill, wants to eliminate homework on weekends for all
elementary and high school students. He goes further by citing a 2018 study that featured discussions
on a similar policy in a public school in Western Cape province of South Africa where scholars argued
“that homework is a burden for children and parents” which had contributed to the decline of family time
and compromised learning interest.

In the Senate, Senator Grace Poe filed a bill titled “No Homework Law” banning teachers to give
homework or assignments on weekends, the policy to be applicable to both public and private schools.

Poe also cited a study from the Organization for Economic Cooperation and Development’s Program
for International Student Assessment, and noted that additional time spent on homework had a
negligible impact on performance of students.

Some senators like Senator Joel Villanueva have also expressed support for the no-homework policy.
Villanueva, who currently chairs the Senate Committee on Higher, Technical and Vocational Education,
who said school children “should be able to spend more time with their families and explore things
outside the regular class curricula. This will encourage our kids to enhance their creativity and deep
thinking.”

We note of the knockdowns raised by the Alliance of Concerned Teachers, the Teachers Dignity
Coalition and the Federation of Associations of Private Schools and Administrators as well as the
support extended by the Department of Education.

It is axiomatic that we need to make strategies where students can be responsive to the challenges
and demands of a very competitive market.

Let’s have the arguments scrutinized properly during the public hearings. But let’s not slam the door
shut at this point on what might be the merits of the proposals.

DepEd, in a statement released on Wednesday, August 28, said the measures would “enable learners

bills in August.

Escudero filed House Bill (HB) No. 3611, which seeks to remove homework as a requirement and have
Kinder to Grade 12 students do academic activities solely within school premises.

“Homework assignments can deprive students and parents [of] precious quality time for rest, relaxation,
and interaction after schools hours and even on weekend,” the bill’s explanatory note reads.

The bill also seeks to prohibit students from taking textbooks home in order to “lighten the physical
burden of schoolchildren,” who, Escudero said, often have to carry heavy bags due to schoolwork that
has to be done beyond the school. This will apply to Kinder to Grade 6 students.

Vargas filed HB No. 3883, which seeks to eliminate homework on weekends for all elementary and
high school students.

This is so that students can “enjoy their free time from the precisions of school during weekends and
to be able to have a quality time with their family and friends.”

Vargas, in his proposal, also cited a 2018 study that featured discussions on a similar policy in a public
school in Western Cape province in South Africa. Vargas said scholars in South Africa had argued “that
homework is a burden for children and parents,” has caused the decline of family time, and even
undermines learning interest.

HB 3883 seeks to “promote and protect the physical, moral, spiritual, intellectual, and social well-being
of the youth.”

While DepEd welcomed the proposals, teachers groups have slammed the proposed measures.

The Alliance of Concerned Teachers (ACT) in a statement told Congress to instead focus on reviewing
the K to 12 curriculum.

“We are not issuing homework to burden our students. It is demanded of us by the K to 12 program, so
much [so] that our performance evaluation system ensures its implementation,” said ACT national
chairperson Joselyn Martinez.

Teacher’s Dignity Coalition said: “Our teachers are trained educators. We know the value of homework.
It's about discipline, responsibility, and continuity of learning.”
THE SOGIE BILL or Anti-Discrimination Bill

The SOGIE (Sexual Orientation and Gender Identity and Expression) Equality Bill, also known as
the Anti-Discrimination Bill (ADB), is a proposed legislation of the Congress of the Philippines. It is
intended to prevent various economic and public accommodation-related acts of discrimination against
people based on their sexual orientation, gender identity or expression. [1] The current versions of the
bill are championed by Kaka Bag-ao, Geraldine Roman, and Tom Villarin in the House of
Representatives, and Risa Hontiverosin the Senate. The version in the House of Representative
passed its third reading most recently on September 20, 2017, but died in the Senate. [2] It has been
refiled for the 18th Congress.

The bill was first filed in Congress in 2000 by then-senator Miriam Defensor-Santiago and then-
Akbayan party-list Representative Etta Rosales, in which the bill passed 3rd reading in the House but
stalled in the Senate. Similar measures were filed by other senators in the 15th and 16th congresses
which failed to see progress.[3] The bill was re-filed by Defensor-Santiago in every congressional period
in the Senate until the end of her last term in 2016. The counterpart bill in the House was also filed
continuously by the representatives of Akbayan party-list.
17th Congress
In 2017, House Bill No. 4982, sponsored by Dinagat Islands Rep. Kaka Bag-ao, who has been the
principal author of the measure since her first term, Bataan Rep. Geraldine Roman, Akbayan Party-List
Rep. Tom Villarin, and several others, was approved on third and final reading for the first time since
2001[4] with 198 members of the House of Representatives voting for the bill and none opposing it, a
historic pro-LGBT move from the House of Representatives.[5]
The counterpart bill in the Senate, filed by Senator Risa Hontiveros (the first Akbayan senator), was in
the period of interpolations by May 2018. It is backed by Senators Loren Legarda, Grace Poe, Nancy
Binay, Franklin Drilon, Bam Aquino, Chiz Escudero, Ralph Recto, Sonny Angara, JV Ejercito, Francis
Pangilinan, Juan Miguel Zubiri, and Leila de Lima, although de Lima is barred from voting on the bill as
she is currently in police custody.[6][7] It was opposed by Senators Tito Sotto, Manny Pacquiao, Cynthia
Villar, and Joel Villanueva.[8] Ironically, Villanueva has signed up as a 'co-author' of the bill he
opposes.[9] Other senators such as Win Gatchalian, Koko Pimentel, Antonio Trillanes, Panfilo Lacson,
and Richard J. Gordon have not yet expressed their support or rejection of the bill. Senator Trillanes is
currently facing cases that may put him in jail, which may make him ineligible to vote for the bill like
senator De Lima if ever he is arrested. Additionally, Alan Peter Cayetano and Gregorio Honasan no
longer have voting rights on Senate measures as they declined to be part of the presidential
cabinet.[10] All in all, out of the existing 24 Senate seats: 12 seats support and can vote on the bill; 1
seat supports but cannot vote on the bill (although the number may rise to 2); 4 seats oppose and can
vote on the bill; 5 seats can vote on the bill but have not yet given their positions on it (although the
number may be reduced to 5); and 2 seats are de facto vacated.[11] For a bill to pass the Senate, it
needs a vote of 50% (12) of the body, plus one (1) vote for a total of thirteen (13) votes. The SOGIE
Equality Bill currently is supported by 12 seats that are allowed to vote on the measure.[12]
The bill is also supported by the Catholic student governments of University of the Philippines-Diliman
(UPD, Ateneo de Manila University (ADMU), De La Salle University(DLSU)-Manila, De La Salle -
College of St. Benilde (CSB), Far Eastern University (FEU), Miriam College (MC), St. Scholastica's
College (SSC)-Manila and San Beda University (SBU). The longest running LGBT student organization
UP Babaylan has also been supporting the bill ever since it was first filed., [13] as well as known
celebrities and icons such as Heart Evangelista, Bianca Gonzalez, Iza Calzado, Charo Santos-
Concio, Dingdong Dantes, Joey Mead King, Divine Lee, Karen Davila, Chot Reyes, Tootsy Angara, BJ
Pascual, Samantha Lee, Christine Bersola-Babao, Rajo Laurel, Tim Yap, Anne Curtis, Mari Jasmine,
Laureen Uy, Pia Wurtzbach, Lorenzo Tañada III, Vice Ganda, Arnold Van Opstal, and Chel
Diokno.[14][15][16][17][18][19][20][21][22]
In March 2018, a small group of Christians protested at the Senate against the SOGIE bill by calling
the proposed legislation an 'abomination', adding that homosexuality is allegedly a 'sin' citing that their
'hate' is allegedly credible because it is supposedly written in the Bible and that viewing that identifying
as part of the LGBT community is a supposedly a 'lifestyle'.[23] The group also claimed that the bill
relates to same-sex marriage, which is not found anywhere within the bill. [24] Senators Villanueva,
Gatchalian, and Villar spoke against same-sex marriage after the protest.[25] In May 2018, senator Tito
Sotto, who opposes the SOGIE bill, became the new Senate President. In an interview, Sotto was
asked on the bill's passage, to which he responded, "Not in this congress."[26]
In July 2018, various high-profile celebrities rallied for the passage of the SOGIE bill. They also called
out senators Sotto, Pacquiao, and Villanueva to end the debates and pass the proposed
legislation.[27] In August 2018, on the height of the bill's postponed debates, various discrimination
events against the Filipino LGBT community surfaced, causing public calling for the passage of the
SOGIE Equality Bill in the Senate.[28][29] Numerous influential personalities, including political allies of
the three senators who oppose the bill, sided with the calls to pass the landmark proposal. [30][31][32]
In January 2019, fake news and chain mails[33] claiming that there are 'satanic'[34] and 'same-sex
marriage' provisions in the SOGIE bill began circulating, a move to dislodge the bill's progress. [35][36]
In May 2019, the SOGIE Equality Bill officially became the longest-running bill under the Senate
interpellation period in Philippine history. Supporters of the bill have remarked that the prolonged
interpellation was intended by the dissenters to block the passage of the historic anti-discrimination
bill.[37] The bill's principal author and sponsor in the Senate, senator Risa Hontiveros, has again called
on her Senate colleagues to formally close the interpellation period, so that the bill can finally be subject
for amendments and voting.[38] In June 2019, with the end of the session of the 17th Congress,
the SOGIE Equality Bill prohibiting discrimination on the basis of sexual orientation, gender identity or
expression -- after the lawmakers failed to tackle the bill in this session of the Senate of the Philippines.
The Senate version of the bill was first filed in August 11, 2016. It was sponsored by Risa Hontiveros in
December 14 of the same year. The bill has become one of the slowest-moving bills in the country’s
history. The passed house version of the bill would have penalised discrimination with a fine of not less
than ₱100,000 but not more than ₱500,000, or imprisonment of not less than one year but not more
than six years or both, depending on the court's decision. [39][40] however, she said the bill had gained
new allies and wider acceptance among policy makers and the public and that she is confident the bill
will pass in the next Congress.[41] The bill was archived, and the bill must again be refiled in the 18th
Congress, starting over the one to three-year process of enactment again.[42]
18th Congress
In early July 2019, Senator Sonny Angara introduced a new proposal to Congress. "Any form of
discrimination threatens social stability and economic progress in the Philippines, making it imperative
that discrimination—or any act that establishes, promotes and perpetuates standing inequalities and
disregards the right to 'equality of treatment' afforded by the 1987 Constitution—be reduced", Angara
argued. The measure would prohibit unfair discrimination based on, among other categories, sex,
sexual orientation and gender identity and expression.

and Expression (SOGIE) Equality bill will not pass in the upper chamber.

Sotto has previously opposed some provisions of the measure, saying it could lead to the end of religious and
academic freedoms.

The bill was passed unanimously in the House of Representatives in 2017, but its Senate version has languished in

Jay Batongbacal, director of University of the Philippines' Institute of Maritime Affairs and Law of the
Sea, made the remark after China refused to recognize the ruling when President Rodrigo Duterte

"We have to be careful that the Philippines should not, in any way, acknowledge that China does have
any rights to the West Philippine Sea because the arbitral ruling clearly declared that they do not,"
Batongbacal told ANC's Dateline Philippines.

"So that's why it's not correct for the Palace to say that it's closing the door on raising it again. It will
have to be raised if they're going to be true to their word that they will protect Philippine rights and
entitlement in the West Philippine Sea."

Earlier reports said Chinese officials asked their Philippine counterparts not to mention the arbitral
victory again, which Batongbacal rejected.

"The ball is in the Philippine government's court again to keep on raising the arbitration at every
opportunity possible because that's the only way they can use it as a leverage for any other
concession," he said.

Chinese President Xi Jinping, meanwhile, said he wants a binding South China Sea code crafted before
Duterte steps down, according to Malacañang.

The code of conduct for the disputed sea, however, will not solve all maritime issues, Batongbacal said.

"I think we also have to remember that the South China Sea disputes are multi-faceted so there are
legal issues, and then there are practical or pragmatic issues, issues on the ground, incidents that will
continue to take place," he said.

"The code of conduct will only help to manage these issues as they arise and perhaps prevent them
from escalating into conflict but that still does not, in any way, resolve the problems, the disputes
between the two states."

In 2017, China and Southeast Asian countries with conflicting maritime claims agreed to start talks on
a sea code, seen to replace the non-binding 2002 Declaration on the Conduct of Parties in the South
China Sea.
