EXTRACT OF CPWD CODE PARA-27 TO 31 EDITIONS, 2011

Section –III of CPWD (Duties of officers of the public works department).

A. Chief Engineer

27. The Chief Engineer is responsible to the minor local Government for the efficient
administration and general professional control of public works within its jurisdiction,
and is its chief professional adviser in all matters connected with them.
28. It will be duty of the Chief Engineer to recommend to the minor local Government
transfers and postings of Superintending Engineers. Transfers to divisional officers
and of other establishment are within his competence.
29. The Chief Engineer will exercise a concurrent control, with the audit officer, over the
duties of the officers of the department in connection with the maintenance of the
accounts, and will give all legitimate support to the Audit Officer in enforcing strict
attention to the regulations concerning the disbursement of money, the custody of
stores and the sub mission of accounts. He will have no authority over the audit officer
in advice in matters relating to accounts and finance. He will arrange that the Audit
Officer is kept fully cognizant of all proceeding and proposals to enable the latter to
fulfill his functions.
30. The Chief Engineer will prepare, annually, the portion of the budget estimates relating
to the works under his control. It will be his duty to administer the grant, and, with
this object, to kept a close watch over the progress of the expenditure against it, with a
view to seeing that no excess is permitted to occur, and that, if additional funds are
necessary, application for the same is made. It will, further, be his duty to see that the
grant is fully expended in so far as is consistent with general economy and the
prevention of large expenditure in the last months of the year, and any money that is
not likely to be needed during the year is promptly surrendered so as to allow of its
appropriation for other purpose by the proper authority.
31. The general supervision and control of the assessment of revenue from irrigation
works, within the limits of his charge, will rest with the Chief Engineer, who will
frame the necessary estimates and watch carefully the progress of the realization
during the course of the year.
