FUNCTION:
Accountable for contributing to the creation of wealth and improvement of resilience in the
communities where Heifer works by providing leadership and mentorship support to Heifer staff

Accountable for leading the strategic development and resource mobilization of the country
program in Cambodia (the “Country Program”) to assure the sustainable impact necessary to
move more families out of poverty and earn a living income. Guides the operation and evolution of
the Country Program, recognizing and seizing opportunities for economic and social development
for both producers and their families, with the involvement of private sector actors, including
buyers and consumers. Assure the planning and implementation of accelerated, viable and
profitable intervention strategies to reach program coverage and quality goals. Ensure that strong
demand-driven market components are included in the Country Program’s strategy alongside
Values-based holistic development approach.
Accountable for assuring that the highest performance and ethical standards are applied and
maintained within the Country Program by leading by example and implementing quality control
measures. Ensures financial and administrative effectiveness and efficiency. Ensure alignment
with organizational strategies, policies, and procedures. Promotes methodologies and initiatives
that meet the increasing requirements of a highly competitive donor environment, including
incorporation of programmatic components for business development and value chain work.

Accountable for the development of high-quality project concepts, designs and technical proposals
based on a resource mobilization strategy and for cultivating key institutional and project alliances
at various levels, establishing and maintaining productive working relationships with prospective
and actual institutional funders, as well as the Team Leaders of other agriculture and rural
development organizations.

Represent Heifer before all persons and organizations at the Country level,
including government, counterparts, grassroots organizations, private sector,
non-governmental organizations (NGOs), donors and “partners”, maintaining
institutional and organizational networks, collaborative activities, and positive
working relationships
Country Program leadership participates in, leads and/or leverages networks
relevant to its programs and services
Strategic “partnerships” with values-driven organizations that genuinely
embrace the triple bottom line (social, environmental and financial) are part of
the Program’s network of allies
Strategy for increase private sector “partnerships” is development and
implemented
Lead the design and implementation of a strategic vision for Heifer at the
Country level under the global and area framework priorities, multiyear
planning, and budgeting processes. These include, but not limited to Heifer’s
Accelerate strategies, values-based holistic community development
(VBHCD), market systems approach.
Annual visioning statements, multiyear planning reports, and strategic budgets
are designed and implemented

Geographical areas in the Country are prioritized for project expansion based
on mission, strategy and resource opportunities
Program counts with best-in-class expertise in order to identify, analyze and
recommend demand-driven, pro-poor wealth creating value chains
Process is in place for continued identification and analysis of value chain
commodities
Staff ensure quality, impact, scale and efficiency by supporting work and/or
action plans that reach the program goals and objectives
Staff is informed and involved in development issues, policies and innovations
(socioeconomic, ecological/environmental, cultural, and political) in the area,
region and Country, especially related to hunger and poverty alleviation
Supervise and mentor program support team in planning and implementation
and ensure coherence among all program departments for quality
performance
Processes are in place for Country Program/office monitoring and evaluation
of overall results and goals, including annual Internal Review and Planning
(IRAP) and Program Reviews
Communication protocols and decision-making spaces are in place and
implemented to facilitate information flow and efficiency at the various levels
PROGRAM IMPACT AND LEARNING (20%)
and programmatic reports, donor reports, impact reports, plus the gathering,
contextualizing and dissemination of lessons learned
RESOURCE MOBILIZATION STRATEGY (35%)
Facilitate the increased visibility of Heifer in the Country amidst the larger
public including government officials, corporations, institutions, non-
governmental organizations and other development agencies in the Country
Guide the creation and nurturing of strategic alliances and “partnerships”
(public and private) with program stakeholders, donors and supporters,
“partners”
Program maintains and develops strong networks with in-Country funders and
is able to gather advance intelligence for resource mobilization opportunities
Develop relationships with local and national governments that facilitate
registration and legal issues as well as developing “partnering” and
collaboration opportunities
Track and communicate opportunities for multilateral and unilateral funding
sources on an ongoing basis
Frequently “partner”/collaborate with INGOs, local NGOs and contractors
Maintain and cultivate a strong program portfolio, compatible with Heifer’s
mission and priorities and donor focused, ensuring program continuity and
growth.
Resource development and diversification strategy and plans are in place, and
include institutional, foundation and corporate funding to meet long-range
resource and program needs including blended finance

Ensure accountability and compliance with all in-country laws and practices,
and Heifer’s programmatic, financial, and administrative policies and
procedures for program and project operations
Processes and policies are in place to ensure strategic and responsible
management of resources and personnel consistent with Heifer’s mission and
in compliance with local laws and practices
Heifer’s Global Recruitment and Employment Policies and Country-specific
human resource and personnel policies, labor laws and practices are in place
and applied in recruitment, hiring, terminations, promotion and orientation
procedures
