EXECUTIVE ORDER REORGANIZING THE BARANGAY PEACE AND ORDER COMMITTEE


BARANGAY COUNCIL FOR PROTECTION OF CHILDREN, BARANGAY ANTI-DRUG ABUSE
COUNCIL, BARANGAY ECOLOGICAL SOLID WASTE MANAGEMENT COMMITTEE, BARANGAY
NUTRITION COMMITTEE AND BARANGAY CCITIZEN’S CHARTER TASK FORCE, OF BARANGAY
ZONE III, CADIZ CITY, NEGROS OCCIDENTAL.

WHEREAS, the following laws and directive provide for the creation of various Barangay Based
Institutions;

a. Sec. 2 Executive Order 365 has mandated for the Creation/Reorganization of Barangay
Peace and Order Committee,
b. DILG Memorandum Circular 20-2-12 has mandated for the reactivation of Barangay
Protection of Council.
c. DILG Memorandum Circular 1998-227 pertaining to the Creation of ADACS in all level.
d. DILG Memorandum Circular 2004-151 Reconstitution of Local Solid Waste Management
e. DILG Memorandum Circular 1989-47 Organization/Reorganization of Barangay
Nutrition Committee
f. Republic Act 9485, the Anti-Red Tape Act of 2007, Administrative Order No. 241, DILG
Memorandum Circular 2008-164, and CSC Memorandum Circular No. 14-2008.

WHEREAS, each created committee has an essential functions in the promotions of good
governance.

NOW THEREFORE, I ANTONIO L. ALBARINA, JR. Punong Barangay of BARANGAY ZONE III ,
Cadiz City, Negros Occidental, by virtue of the powers vested in me by law, hereby order the
creation of the following BBI’s.

Sec. 1. COMPOSITION:

Sec. 2. DUTIES AND FUNCTIONS:

a. Barangay Peace and Order:


1. Initiate coordinate and monitor the implementation of peace and order
programs and projects at the barangay level.
2. Serve an info-gathering mechanism pertaining to0 peace and order.
3. Monitor and check the nefarious activities of criminal elements.

b. Barangay Council for the Protection of Children:

1. Foster Education of every child.


2. Take steps to prevent juvenile delinquency and assist parents of children with
behavioral problems.
3. Adopt measures for the health of children.

c. Barangay Anti-Drug Abuse Council:

1. Protection and assist children in need of special protection, and refer cases filed
against child abuses to proper agencies.
2. Monitor situational reports on children, prepare quarterly updates.
3. Advance for the establishment and maintenance of playgrounds, day care
centers, and other facilities for child and youth development.
4. Advocate for the passage of barangay resolution/ordinances responsive to child
related issues and concerns and ensure the inclusion of children’s program in the
executive/barangay agenda.
d. Barangay Ecological Solid Waste Management Committee

1. Formulate a community solid waste management program consistent with that


of the city/municipality.
2. Be responsible for the seggre3gation and collection of the solid waste specifically
for biodegradable, compostable and reusable wastes;
3. Establish within the barangay or cluster of barangay’s and Material Recovery
Facility (MRF).
4. Allocate Barangay Funds for the program.
5. Organize a core of area/street coordination through the conduct of training for
barangay residents on segregation. Composting, recycling and livelihood
opportunities, and monitor their implementation.
6. Integrated the ESWMC in the barangay development plan/ or annual investment
program.
7. Find
alternative sources of funds other than the regular barangay budget; and
8. Submit a monthly report to the city or municipal ESWMC, copy furnished the
DILG local office.

e. Barangay Nutrition Committee:

1. Formulate a Barangay Nutrition Action Program


2. Coordinate the nutrition activities in the barangay
3. Organize the barangay network
4. Prepare the spot map of the barangay;
5. Conduct the Operation Timbang (OPT) under the supervision of the Rural Health
6. unit;

f. Barangay Citizen’s Charter Task Force

1. The task force shall determine the transactions or processes which constitute
frontline services. Such as, but not limited to the following:
a. Barangay Clearance
b. Barangay Certification
c. Taxes
d. Service Fees or Charges
e. Other Fees and Charges
f. Agricultural Support services
g. Health and Social Welfare Services
h. Infrastructure Facilities
i. Services and facilities related to hygiene and sanitation, beautification and
solid waste collection
j. Issuance of BPO under the AVAWC/Issuance of Certificate to File Action
under the KP.

2. Undertake re-engineering of transaction systems and procedures;


a. Review or assess the existing system and procedures, if any & determine
whether the same are complaint with the law, Anti-red tape act.
3. Adopt a working schedule to ensure uninterrupted delivery of frontline service;
4. Establish public assistance or complaint desk.
5. If feasible, institute hotline number, short messaging services information
communication adequately express their complaints, comments or suggestions;
and
6. Institute a one-stop shop or walk-in service counter or special lanes for pregnant
women, senior citizens an d persons with disabilities.

Sec. 3 MEETINGS

All created BBI’s will conduct a monthly meeting or twice a month if necessary for an
updates on their accomplishment and other concerned.

Sec. 4. Effectivity

This shall take effect immediately upon approval.

EXECUTIVE ORDER REORGANIZING THE BARANGAY DISASTER RISK REDUCTION


AND MANAGEMENT COMMITTEE

Whereas, Republic Act 10121, otherwise known as “Philippine Disaster Risk Reduction
and Management Act of 2010 was enacted by Congress and approved by Her Excellency Gloria
Macapagal Arroyo on May 27, 2010;

Whereas, It is the policy of the state to:


(a) Uphold the people’s constitutional rights to life and property by addressing the root
causes of vulnerabilities to disasters, strengthening the country’s institutional
capacity for disaster resk reduction and management and building the resilience of
local communities to disaster including climate change impacts;
(b) Adhere to and adopt the universal norms, principles and standards of humanitarian
assistance and the global effort on risk reduction as concrete expression of the
country’s commitment to overcome human suffering due to recurring disasters;
(c) Incorporate internationally accepted principles of disaster risk management in the
creation and implementation of national, regional and local sustainable
development and poverty reduction strategies, policies, plans and budgets;
(d) Adopt a disaster reduction and management approach that is holistic,
comprehensive, integrated, proactive in lessening the socio-economic and
environmental impacts of disasters including climate change, and promote the
involvement and participation of sectors and all stakeholders concerned , of all
levels, especially the local community;
(e) Develop, promote, and implement a comprehensive National Disaster Risk
Reduction and Management Plan (DRRMP) that aims to strengthen the capacity of
the national government and units (LGUs), together with partner stakeholders, to
build the disaster resilience of communities, and to institutionalize arrangements
and measures for reducing disaster risks including projected climate risks, and
enhancing disaster preparedness and response capabilities of all levels;
(f) Adopt and implement a coherent, comprehensive, integrated, efficient and
responsive disaster risk reduction program incorporated in the development plan at
various levels of government adhering to the principles of good governance such as
transparency and accountability within the context of poverty alleviation and
environmental protection;
(g) Mainstream disaster risk reduction and climate change in development planning,
budgeting, and governance, particularly in the areas of environment, agriculture,
water, energy, health, education, poverty reduction, land-use and urban planning,
and public infrastructure and housing, among others;
(h) Institutionalize the policies, structures, coordination mechanism and programs with
continuing budget appropriation on disaster risk reduction from national down to
local level towards building a disaster-resillient nation and communities;
(i) Mainstream disaster risk reduction into the peace process and conflict resolution
approaches in order to minimize loss of lives and damage to property, and ensure
that communities in conflict zones can immediately go back, to their normal lives
during periods of intermittent conflicts;
(j) Ensure that disaster risk reduction and climate change measures are gender
responsive, sensitive to indigenous knowledge systems, and respectful of human
rights;
(k) Recognize the local risk patterns across the country and strengthen the capacity of
LGU’s for disaster risk reduction and management through decentralized powers,
responsibilities, and resources at the national and local events;
(l) Recognize and strengthen the capabilities and communities in mitigating and
preparing for, responding to, and recovering from the impact of disaster;
(m) Engage the participation of civil society organizations (CSOs), the private sector and
volunteers in the government’s disaster risk reduction programs towards
complementation of resources and effective delivery of services to the Citizenry;
(n) Develop and strengthen of vulnerable and marginalized groups to mitigate and
prepare for, respond to, and recover from the effects of disasters;
(o) Enhance and implement a program where humanitarian old workers, communities,
health professionals, government aid agencies, donors, and the media are educated
and trained on how they can actively support breastfeeding before and during a
disaster and/or an emergency; and
(p) Provide maximum care, assistance and services to individuals and families affected
by disaster, implement emergency rehabilitation projects to lessen the impact of
disaster, and facilitate resumption of normal social and economic activities.

Whereas, Section 16of the 1991Local Government Code mandates that every local government
unit shall promote the general welfare of its constitutions;

Whereas, Section 11, of Republic Act 10121 provides that the Barangay Development Council
shall serve as the Local Risk Reduction Management Committee in each Barangay.

NOW THEREFORE, I ANTONIO L. ALBARINA, JR. by virtue of the powers vested in me as the
chief executive of this Barangay, do hereby order;

Section 1. Organization of Barangay Disaster Risk Reduction Committee. There is hereby


organized the Barangay Zone III Disaster Risk Reduction Committee with the following

Section 2. duties and Functions

A. BDRRMC

(1) Design, program, and coordinate disaster risk reduction and management activities consistent
with the National Council standards and guidelines;
(2) Facilitate and support risk assessments and contingency planning activities at the local level;
(3) Consolidate local disaster risk information which includes natural hazards, vulnerabilities, and
climate change risks, and maintain a local risk map;
(4) Organize and conduct training, orientation, and knowledge management activities on disaster
risk reduction and management at the local level;
(5) Operate a multi-hazard early warning system, linked to disaster risk reduction to provide
accurate and timely advice to national or local emergency response organization and to the
general public, through diverse mass media, particularly radio, landline communications, and
technologies for communication within rural communities;
(6) Formulate and implement a comprehensive and integrated LDRRM{ in accordance with the
national, regional, and provincial framework, and policies on disaster risk reduction in close
coordination with the local development councils (LDCs);
(7) Prepare and submit to the local sanggunian through the LDRRMC and the LDC the annual
LDRRMO Plan and budget, the proposed programming of the LDRRMF, other dedicated disaster
risk reduction and management resources, and other regular funding source/s and budgetary
support of the LDRRMO/BDRRMC;
(8) Conduct continuous disaster monitoring and mobilize instrumentalities and entities of the LGUs,
CSOs, private groups and organized volunteers, to utilize their facilities and resources for the
protection and preservation of life and properties during emergencies in accordance with
existing policies and procedures;
(9) Identify, assess and manage the hazards, vulnerabilities and risks that may occur in their locality;
(10)Disseminate information, and raise public awareness about those hazards, vulnerabilities and
risks, their nature effects, early warning signs and counter-measures;
(11)Identify and implement cost-effective risk reduction measures/strategies;
(12)Maintain a database of human resource, equipment, directories, and location of critical
infrastructure and their capacities such as hospitals and evacuation centers;
(13)Develop, strengthen and operationalize mechanisms for partnership or networking with the
private sector CSOs, and volunteers;
(14)Take all necessary steps on a continuing basis rto maintain, provide, or arrange the provision of,
ore to otherwise make available, suitably-trained and competent for effective civil defense and
disaster risk reduction and management in its area;
(15)Organize, train, equip, supervise the local emergency response teams and the ACDVS, ensuring
that humanitarian aid workers are equipped with basic skills to assist mother’ to breastfeed;
(16)Respond to and manage the adverse effects of emergencies and carry out recovery activities in
the affected area, ensuring that there is an efficient mechanism for immediate delivery of food,
shelter and medical supplies for women and children, endeavor to create a special place where
internally-displaced mothers can find help with breastfeeding, feed and care for their babies
and give support to each other;
(17) Within its area, promote and raise public awareness of and compliance with this Act and
legislative provisions relevant to the purpose of this Act;
(18) Serve as the secretariat and executive arm of the LDRRMC;
(19)Coordinate other disaster risk reduction and management activities;
(20) Establish linkage/network with other LGUs for disaster risk reduction and emergency response
purposes;
(21)Recommend through the LDRRMC the enactment of local ordinances consistent with the
requirements of this Act;
(22)Implement policies, approved plans and programs of the LDRRMC consistent with the policies
and guidelines laid down in this Act;
(23)Establish Provincial/City/Municipality/Barangay Disaster Risk Reduction and Management
Operations Center;
(24)Prepare and submit, through the LDRRMC and the LDC, the report on the utilization of the
LDRRMF and other dedicated disaster risk reduction and management resources to the Local
Commission on Audit (COA), copy furnished the regional director of the OCD and the Local
Government Operations Officer of the DILG; and
(25) Act on other matters that may be authorized by the LDRRMC.

B.COMMITTEES

B.1 PREP;AREDNESS COMMITTEE

1. Design programs and coordinate CDRRMC preparedness activities consistent with the
NDRRMC standards and guidelines.

2. Identify and implement cost effective disaster risk reduction measures/strategies on disaster
preparedness;

3.Organize and conduct training, orientation, and knowledge management activities on disaster
risk reduction and management specifically on the area of preparedness;

4.Facilitate and support risk assessments and contingency planning;

5.Disseminate information and raise public awareness about hazard vulnerabilities and risks,
their nature, effects, early warning signs and counter measures.

6.Coordinate with CDRRMC, and other CDRRMC COMMITTEES to strengthen linkage and
synergy.

B.2 HAZARD MONITORING/FORECASTING AND WARNING COMMITTEE

1. Identify, assess, and manage hazard vulnerabilities and risks that may occur in the
Municipality.

2. Identify and implement cost effective disaster risk reduction measures/strategies specifically
in hazard monitoring/forecasting and warning.

3. Disseminate information and raise public awareness about hazard vulnerabilities and risks,
their nature, effects early warning signs and counter measures.

4. Consolidate local disaster risk information which includes national hazard, vulnerabilities,
climate change risks, and maintain a local risk map.
5. Operate a multi hazard early warning system, provide accurate and timely advice to
national, or local emergency response organizations and to the general public.

6. Facilitate and support the assessments and contingency planning activities at the local level.

7. Organize and conduct training/orientation and knowledge management on disaster risk


reduction and management specifically on the area of hazard monitoring/forecasting and
warning activities.

8. Coordinate with MDRRMO, and other MDRRMC COMMITTEE, to strengthen linkage and
synergy.

B.3 RESPONSE COMMITTEE

1. Design program and coordinate LDRRM response activities consistent with the NDRRM
standards and guidelines.

2. Identify and implement cost effective risk reduction and management measures/strategies
specifically on disaster response.

3. Organize and conduct training, orientation, and knowledge management activities on


disaster risk reduction and management specifically on disaster response.

4. Conduct continuous disaster monitoring and mobilize instrumentalities and entities of the
LGUs, CSOs, private groups and organized volunteers, to utilize their facilities and resources
for the protection and preservation of life and properties during emergencies in accordance
with existing policies and procedures.

5. Maintain a database of human resource, equipments, directions, and location of critical


infrastructures and their capacities such as hospitals and evacuation centers.

6. Coordinate with CDRRMC and other CDRRMC COMMITTES to strengthen linkage and
synergy.

B.4 REHABILITATION COMMITTEE

1. Design program and coordinate DRRM rehabilitation activities consistent with the NDRRMC
standards and guidelines.

2. Identify and implements cost effective DRRM measures/strategies specifically in


Rehabilitation activities.

3. Conduct repair reconstruction of vital infrastructure i9n the damaged areas.

4. Clearing of roadways, street, bridges, and other infrastructure of debris during community.

5. Conduct inventory and status of roads, bridges and other infrastructure of debris during
calamity.
6. Develop rehabilitation service programs that address problems of multi sectors namely:
infrastructure, social. Agriculture, and health sectors.

7. Organize and conduct trainings, orientation, and knowledge management activities in the
Disaster Risk reduction and management specifically on disaster rehabilitation.

8. Coordinate with the CDRRMO and other CDRRM COMMITTEE to strengthen linkage and
synergy.

Section 1. . MEETINGS – The Barangay Disaster Risk reduction Committee shall convene immediately
after the issuance of this order. The committee shall meet once a month on the date, time and place to
be determined by the members. Special meetings maybe called by Chairman or upon request by the
members.

Section 4. EFFECTIVITY. This Executive order shall take effect immediately.

ESTABLISHMENT OF A VIOLENCE AGAINST WOMEN (VAW) DESK AND DESIGNATED VAW DESK
OFFICER THREAT

WHEREAS, The State condemns discrimination against women in all forms and pursues by all
appropriate means and without delay the policy of eliminating discrimination against women in keeping
with the Convention on the Elimination of All Forms of Discrimination Against Women (DECAW) and
other instruments consistent with the Philippine Law. The State shall accord women the rights,
protection and opportunities available to every member of society:

WHEREAS, the Magna Carta of Women (RA 9710) enacted on august 14, 2009 Is a
comprehensive women’s human rights law the seeks to eliminate discrimination against women by
recognizing, protecting, fulfilling and promoting the rights of Filipino women, especially those in the
marginalized sectors;

WHEREAS, Chapter IV, Section 9, Protection from Violence of the same Act provides for the
establishment of a Violence Against Women (VAW) Desk in every barangay to ensure that violence
against women cases are fully addressed in a gender responsive manner;

WHEREAS, Joint Memorandum Circular No. 2010-2 of DILG, DepEd, DOH, and Philippine
Commission on Women Provides the guidelines and procedures pursuant to provision of the
Implementing Rules and Regulations of RA 9710 that there is a need to establish a Violence Against
women (VAW) Desk in every barangay and designating officer thereat;

NOW THEREFORE, I ANTONIO L. ALBARINA, JR. Punong Barangay of Barangay Zone III, Cadiz
City, Negros Occidental, by virtue of the powers vested in me by law, do hereby order;

SECTION I, Establishment of Violence Against Women (VAW) Desk and Designating NIDA P.
MARFA as a VAW Desk Officer thereat.

SECTION 2. Functions Barangay VAW Desk:

1. Respond to gender violence cases brought to the barangay;

2. Record the number of gender-based violence handled by the Barangay and submit a
quarterly report on all cases of VAW to the DILG Municipal Field Office and the Municipal
Social Welfare Development Office;

3. Keep VAW case records confidential and secured and ensure that only authorized personnel
can access it;

4. Assist victims of VAW in securing Barangay Protection Order (BPO) and access necessary
services ;

5. Develop the barangay’s gender responsive plan in addressing gender based violence,
including support services, capacity building and referral system;
6. Coordinate with and refer cases to government agencies, non-government organizations
(NGOs) institution, and other service providers on necessary;

7. Address other forms of abuse committed against women, especially senior citizens, women
with disabilities and other marginalized groups;

8. Lead advocacies on the elimination of VAW in the community; and

9. Perform other related functions as maybe assigned.

SECTION 3. Effectivity. This Executive Order shall take effect immediately and any other prior
issuances is hereby repealed. Modified and amended accordingly.

CREATION OF THE BARANGAY COUNCIL FOR THE PROTECTIOHN OF CHILDREN

WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provides that the
government shall establish Councils for the Protection of Children;

WHEREAS, Article 87 of Presidential Decree (PD) 603, The Child Youth Welfare Code,
states that every barangay council shall encourage the organization of a Local Council for
Children (LCPC)

WHEREAS, Executive Order No. 310, series 2000 authorities the adoption and
implementation of the Philippine National Strategic Framework for Plan Development for
Children 200-2025 for “Child 21”;

WHEREAS, DILG Memorandum Circular No. 2002-126 dated August 8, 2002 mandates
the compliance with the directive to the attainment of the goals and objectives of child 21 and
ensures that Local Council for the Protection of Children (LCPC) at all levels is organized and
made functional especially in the barangays;

NOWTHEREFORE, by virtue of the power vested in me by law, I ANRONIO L.

Section 1. Composition. The Barangay Council for the Protection of Children of Barangay Zone
III Cadiz City is hereby organized and co0mposed of the following;

Section 2. Functions. The Barangay Council for the Protection of Children shall have the
following functions;

a. Foster education of every child.


b. Take steps to prevent juvenile delinquency and assist parents of children with
behavioral problems so that they can get except advice.
c. Adopt measure for the health of children.
d. Conduct capability building projects to increase knowledge and skills in handling
children’s problem
e. Encourage the proper performance of the duties and responsibilities of parents, and
provide learning opportunities on the adequate rearing of children and positive
parent-child relationship.
f. Promote wholesome entertainment in the community, especially in movie houses.
g. Prepare AWTP for children and recommend appropriations to the Sanggunian.
h. Provide coordinated linkages with other agencies and institutions in the planning,
monitoring and evaluations of plans for children.
i. Establish and maintain data base on children in every barangay.
j. Advocate for the establishment and maintenance of playground, day care centers
and other facilities necessary for child and youth development.
k. Advocate for the passage of barangay resolution/ordinances responsive to child-
related issues and concerns and ensure the inclusion of children program in the
executive agenda.
l. Protect and assist children in need of special protection (i.e. abandoned, maltreated
and dependents) and refer cases filed against child abuses to proper agencies
/institutions.
m. Monitor situational; reports on children and prepare quarterly updates including the
implementation on children’s programs and make recommendation in the
Municipal CPC for consideration and nationwide application; and
n. Perform such other functions and other child related laws especially in matters of
child and parent education, health, entertainment, etc.

Section 3. Secretariat. The Chairman of the Council shall designate the secretariat from any of the LGU
operating units, which shall provide administrative and technical support services to their respective
BCPC member agencies.
Section 4. Effectivity. This order shall take effect immediately.
