Situation Report 3 on Cyclone on Bulbul from Khulna Satkhira and

Bagerhat district

Introduction

Cyclone Bulbul have crossed the south west coastal regions of Bangladesh and have made
severe impacts in Satkhira, Khulna and Bagerhat district. The cyclone crossed over Sastkhira
region around 5 am in the morning of 10 th november, Khulna around 10 am and Bagerhat
around 1 pm. Till now through various reports from our emergency response team,
Government offices, Local elected members and TV and print media news it is understood
that the impact of the cyclone remains devastating. Below we are providing brief reports of
all the affected upazilas of Satkhira, Khulna and Bagerhat districts as of 6 pm 10th of
November

Satkhira District:

In satkhira district, total 78 unions are affected by


the cyclone Bulbul. Total affected population are
226,000. 33,660 houses partially and 16,580 houses
have been completely destroyed in the district.
16200 Hectors of agricultural land were damaged
and 12 KM of coastal embankments were also
damaged. These information were provided in the
SOSS form prepared by Deputy Comissioner of
Satkhira. A picture of SOS form is also attached

1. Satkhira Sadar Upazila and Municipality

Satkhira Sadar Upazila and Municipality has been badly affected by cyclone bulbul. Severe
cyclonic storm coupled with heavy rainfall has caused damage to many households and
inundated thousands of acres of land. According to the SOS form of the government 842
house is permanently destroyed, 2238 houses are partially destroyed in the Sadar Upazila

In Satkhira Municipality Ward No 3 is the most affected area. Here the whole ward is
inundated due to Cyclone Bulbul induced flooding and water logging. A total of 800
households are inundated out of 265 are extreme poor household. Based on our field report
around 15 houses are completely destroyed in Ward No 3 of Satkhira Municipality. Water
level is now waist deep. So far no allocation from the government has been announced for
these affected people. It is to be noted that the people here were suffering from water logging
for the past 4 months in this area which has now become worse.

In Satkhira Sadar Upazila two unions are particularly affected which are Brahmarajpur and
Dulihar. In Brahmarajpur almost 70% people are affected by the severe cyclonic storm and
the flooding induced by it. Particularly people whose livelihood is dependent on agriculture
and fisheries are the worst sufferer. 95% people of Ward 1, 2, and 3 of Brahmarajpur
Union is severely affected. Day labours, small farmers and fish farmers are severely and they
are scared that this new water will not go out in the two few months. Here there is massive
fresh water crisis. And people are in dire need of shelter support. Families are also scared of
snake bites. Dulihar is also suffering from similar problem. In fact there is more water in
Dulihar union than in Brahmarajpur. Some areas are reported to be under 5 feet of water.

2. Shyamnagar

A total of 75000 people took shelter out of which pregnant, disabled, elderly and lactating
are 5426 people and most vulnernable are 1000 people, in 103 shelters in Shyamnagar
Upazila. The worst affected unions of Shyamnagar are Gabura, paddopukur, Atuliya,
Koikhali, Burigoalini. All these five unions were inundated by Cyclone Bulbul induced tidal
surge. Gabura is the worst affected among the five unions. The total population was moved to
shelter centers from the Gabura union. In the other four unions shrimp farms, soft shell crab
farms and other fish farms were severely affected by the tidal surge. Along with that winter
vegetable was also affected.
In Gabura union, Government allocated 4000 kg rice and 200 cartons biscuits among 400
families. But the total number of affected people in Gabura is 23000 among which 15000 are
in shelter in Gabura and 8000 were evacuated yesterday evening. Thus there is clear gap in
government support.

3. Kaliganj

In Kaliganj Upazila, 1650 houses are partially destroyed and 2530 houses are partially
destroyed. A total of 20,000 people are now currently in the cyclone shelter. Krishnanagar,
Moutala, Bishnupur unions are most affected areas in Kaliganj Upazila. The local
government last night has allocated packet food for 200 families and large gap still remains in
the area.

4. Assasuni Upazila

11 unions were affected by Cyclone Bulbul in Assasuni Upazila. In these 11 unionss 9020
houses are partially damaged and 4290 houses are fully damaged. A total of 4350 trees, 480
Hectare agricultural land (Aman Rice and winter crops), 500 livestock and 7800 Hectare of
shrimp farm were damaged. The information were gathered from SOS form. According to
local people the number of damaged tree could be higher.

Protapnagar and Sreeula are the worst affected union in Assasuni Upazila.In protapnagar
union, 1960 houses are partially and 1000 houses are fully destroyed. 900 acres of gherlands
are flooded. In Sreeula union, 500 houses are fully destroyed and 1800 houses are partially
destroyed. 4000 trees have been fallen down.

Khulna District
Khulna DRRO is yet to prepare a full damage list or district SOS form for the Khulna
district. 3 Upazilas were reported to be very affected which are Koyra, Paikgacha and
Dacope. It is to be noted here that the maximum wind speed of the cyclone in Bangladesh
was found in Koyra which was of 91 KM/H

Dacope Upazila:

Dacope Upazila is one of the worst affected upazila by Cyclone Bulbul. During the cyclone
this morning in 2 no Dacope union one women named Promila Mondal, 52, died due to tree
falling on her. She was trying to check on her cow if it was alright and went outside of the
cyclone shelter.

A total of 105 cyclone shelters were opened in Dacope Upazila where a total of 42630 people
took shelter. According to the local government 1753 houses were partially damaged or
displaced, 425 ponds were destroyed, 312 acre of shrimp farm were damaged, 250 Hector of
vegetable destroyed and 1800 hector of paddy completely destroyed. Other than that 10
primary school, 15 madrasa and college were partially damaged in Dacope upazila
Government’s support: Government has already allocated 50 tonne of rice and BDT 250,000
worth of dry food for the affected people. Other than that government has also prepared 700
food package which will be distributed tomorrow

Paikgacha Upazila

In Paikgacha Upazila, according to SOS form, a total of 32000 people are affected by the
cyclone. A total of 1510 households were completely destroyed and 6020 households were
partially destroyed. Embankment was breached in Goroikhali Balbaria point and many
villages have inundated. The main damage was done on people’s livelihood. Winter
vegetable, shrimp farm and aman rice farms are either completely or partially destroyed.
Government is yet to prepare the D-form.

Koyra

Total 7 unions in Koyra upazilla are affected due to the cyclone. According to the SOS form
72000 people are affected by cyclone Bulbul in Koyra. Total 1500 households are destroyed
among which 1200 are partially and 300 are fully destroyed. One person is reported to be
injured in Koyra Upazila. Among the 7 unions Uttar Bedkashi and Dakshin Bedkashi are
severely affected. There is no electericy in the area since yesterday and many trees have been
uprooted making it difficult to community. Mobile network have been week throughout the
day

Bagerhat:
4 Upazilas in Bagherhat were severely affected. We have collected information from three
Upazilas But failed to collect information from Mongla.

Rampal Upazila

One child of 12 years old is reported dead due to falling of tree. SOS form of Rampal is yet to
be provided. According to our field report, Rampal is very badly affected Many trees were
uprooted which were later removed by the fire service department. Due to high tidal actions
many low lying rural areas were flooded. In some areas it is becoming hard to reach due to
flooding and uprooted trees. Few villages have been completely water logged. Many houses
are either partially or fully destroyed. Many people have taken shelter in the cyclone centres
and are in immediate need of shelter support. Uttaran will provide update information as soon
as possible.

Morelganj Upazila:

In Morelganj Upazila 20,000 people took shelter in 84 shelters. According to our local field
report around 65 houses in Morelganj is fully damaged. Thousands of hectors of Aman rice
and winte crops were damaged here. Farmers stated that they were expecting a good return of
Aman this year and they also invested heavily but now their hopes are gone and they are
expecting to fall into the trap of loan. So far Government has distributed 4000 dry food
packet to the affected people. This evening the government has also distrubted 400 litres of
water and 1 tonne of biscuit among the affected people
Shoronkhola:

Cyclone Bulbul hit Shoronkhola early in the morning. 40,000 people took shelters in 97
shelter centers in the Upazila. The local government has provided dry food for 6000-7000
people which is not adequate. There are 9 embankments which were thought being in danger
and 1 embankment in Gabtola was breached leading inundation of thousands of acres of
agriculture and fish farm. Along with that household areas were also inundated. According to
our field report, many trees were uprooted all across the upazila. Government has provided
potable water to affected people and provided every family with water purification tablet At
the moment government officials are visiting the site to identify following actions.

Support Required
Cash Support: Emergency cash support is needed as people who are affected have invested
large amount of money in their Aman crops, winter vegetables and fisheries. But
unfortunately they have lost most of their crops thus will be forced to take loans for survival.
Moreover as many of the affected areas are flooded and water logged day labors will remain
unemployed for a long time.

Emergency medical support: Emergency medical services must be provided for the affected
communities, especially for women, children and PWD.

Food Package: Immediate food package needs to be supplied among the affected
communities especially for those households who have lost their homes and left with no
cash/savings. The package should include Rice, Lentils, Oil, salt etc.

Drinking Water and Sanitation: Fresh drinking water needs to be supplied among the
affected communities as in most areas all the fresh water sources have been damaged. Even
before the disaster the community has severe scarcity of fresh drinking water sources which
is currently filled by the cyclone.

Temporary Shelter: As mentioned many people have lost their houses, thus immediate
temporary shelter support is required for them.

Many of the affected communities is either flooded or water logged thus access to sanitation
especially for women and children, PWD remains extremely difficult. Immediate access to
portable sanitation must be provided among these communities. Additionally step latrines
must be needed to ensure safe sanitation for these communities.

Uttaran’s Initiatives: Uttaran is closely monitoring the overall situation of the very severe
cyclonic storm Bulbul. As Uttaran writes this report from its office in Tala, the cyclonic
activity has already started and wind is picking up in every minute.

 Uttaran have already cancelled Holy” Eid-E-Miladunabi” holiday for all its staffs.
Uttaran held an emergency meeting yesterday and this morning another emergency
meeting was held at its regional office in Tala.
 Uttaran have opened its Tala training centre (IDRT) to shelter the vulnerable
communities living by the banks of Kapotakkho river. Nearly 100 people took
shelter in the centre where they have access to safe water and sanitation.

 The objective of the meeting was to ensure more coordinated disaster management
effort by Uttaran. In the meetings the management of Uttaran emphasised on
increasing coordination with DRRO at Khulna Satkhira and Bagherhat district.

 33 offices of Uttaran in 19 upazilas these three districts are put on high alert and
the staffs are deployed to collected information and pictures.

The upazilas are:

Assasuni, Shyamnagar, Kaliganj, Tala, Kalaroa, Satkhira Sadar and Debhata of Satkhira
Dumuria, Paikgacha, Khulna Sadar, Bataghata, Dacope and Koyra upazila of Khulna district
Bagerhat Sadar, Rampal, Chitolmari, Mongla, Morelganj and Sarankhola of Bagerhat district.

 Uttaran has a strength 428 full time staff and more than 400 volunteer who are on
standby can be deployed anytime

 Uttaran also has prepared emergency shelter support for 200 households, and will
also help the local government in Satkhira, Khulna and Bagherhat with the supply
of dry food and emergency shelters .Uttaran office premises are also asked to keep
open for people to take shelter.

 Uttaran have already established contacts with local vendors for immediate
purchase dry food, medicine and water purification kits. Uttaran also made
preparation to distribute drinking water through drums in affected areas.

 Uttaran has also trained first aid and rescue volunteer team who will assist the
government deployed teams immediately after the cyclone.
