PLAY FOR THE ADVANCEMENT OF QUALITY


EDUCATION (PAQE)-II
EVALUATION STUDY

1.0 RIGHT TO PLAY


Right To Play (RTP) is an international humanitarian organization that uses sport and play to promote
holistic development of children and youth in the most disadvantaged areas of the world. Right To Play
is committed to improving the lives of these children and to strengthening their communities by
translating the best practices of sport and play into opportunities to promote development, health and
peace. Right To Play programs foster healthy physical, social and emotional development of children
and build safer and stronger communities.

2.0 PROJECT OVERVIEW

Direct 7,000 (70% girls) children aged 6 to 15 years from 30 schools
Beneficiaries 1,000 (70% girls)out-of-school children
(m/f) 15,000 community members, parents/caregivers
The project will improve the quality of education for 8,000 children in Umerkot
district, by improving learning outcomes, life skills acquisition and creating

changes over 11 months:

through play-based learning and sports

OUTCOMES:
 % and # of children (gender segregated) reporting access to quality
education in schools and improved life skills such as confidence,
communication, teamwork and problem solving
 % of children (gender segregated) have access to safe play spaces

To address these challenges Right To Play is implemented programs in Pakistan as part of strategic
approach to improve the quality of education. This work has supported teachers and schools to
integrate participatory, play-based approaches to children’s learning, leading to 80% of teachers
supported by Right To Play using play-based learning approaches. Building on the momentum,
learning and experience achieved through our work in Pakistan since 2002, the following
approaches will be undertaken:
 Improving teaching practices through active, child-centred, play-based approaches
 Building life skills amongst girls and boys to support their development and learning in school

 Improving community support to improve access to education

3.0 PURPOSE AND SCOPE OF THE EVALUATION STUDY


The purpose of the evaluation study is to gauge the impact of program in targeted communities
against desired outcomes. The study will provide data/information to measure project progress and
impact in comparison with baseline study. For this purpose, the project is currently seeking a
consultant/firm to design and implement the evaluation study of the Project. Specifically, the
consultant/firm will:
 Design and plan a evaluation study in collaboration with the Right To Play
 Data collection through tools used during baseline study
 Data analysis in comparison with baseline data and produce a comprehensive report

The Scope of the evaluation study


1. Preparing a study plan outlining the approach/methodology to be employed in executing the
assignment and a detailed plan with:
 Timeline/schedule of activities
 Detailed methodology of how to collect, triangulate and summarize the primary and
secondary data of both quantitative and qualitative (if needed, develop data quality
protocols to guide data collection/entry for Right To Play field staff, including spot
checking protocols)
2. Actively participate in regular meetings with Right To Play Office, consulting on research
plan/methodology/timeframe, discussing results and findings and agreed recommended
follow-up actions
3. Depending on the consultant’s evaluation plan, collaborate and coordinate with RTP field staff
and travel to project locations to manage data collection process, providing support,
supervision and monitoring of data collection and storage. This includes assuring the credibility
of field data collected by interviewers
4. Compile a comprehensive first draft evaluation report based on the field research findings
according to format agreement upon with Right To Play staff
5. Prepare and submit final evaluation report to Right To Play, including:
 Presenting findings in presentation to key stakeholders
 Conduct de-briefing meeting at the Right To Play Office
 Copies of original and cleaned data sets including any field notes, as well as annexes
of processed results tables (with all levels of disaggregation, including geographical
areas breakdown) are to be submitted to Right To Play Country Office with the report

4.0 EVALUATION STUDY METHODOLOGY AND PROCESS


The evaluation study will utilize a rigorous sampling process used during baseline study with both
qualitative and quantitative methods to collect data ensuring in-depth analysis of status of project
indicators. Data collection methods will include document review of project and organizational
documents including the Project Proposal.

Purpose base random likely sample selection of:


 100 (50% Female) Child Survey
 2 Focus Group Discussions with Children (1 boys, 1 Girls)
 2 Focus Group Discussions with Parents (1 Male, 1 Female)
 2 Focus Group Discussions with Teachers (1 Male, 1 Female)

 2 Key Informant Interviews with School Administrators (1 Male, 1 Female)
 2 Key Informant Interviews with Coaches (1 Male, 1 Female)
 1 Key Informant Interviews with education officials

The evaluation study will be conducted in the communities where the partner projects are being
implemented. The consultant will be supported by the Right To Play field staff in arranging logistics
for meetings with key stakeholders; the Country Office will guide review of the consultant inception
write up and draft evaluation report. The consultant will be expected to travel to the Project locations
that are chosen based on samples sizes.

6.0 QUALIFICATIONS OF CONSULTANT


 Demonstrated experience in research study design, including sampling, applying a mixed
methods approach, developing data quality protocols and training enumerators
 Demonstrated experience in quantitative and qualitative data collection and analysis
 Knowledge and experience with child and youth development and/or life-skill development
programs is highly preferred
 Fluency in English is mandatory and knowledge of local languages would be a very strong asset
 Ability to produce high quality work under tight timeframes

7.0 APPLICATION PROCESS


Consultants/Firms that meet the requirements should submit expression of interest, which should
include the following:
 Cover letter including the consultant’s/firm’s suitability for the assignment and current contact
information
 CV including contact details of 2 referees.
 Detailed response to TOR, with specific focus addressing the purpose and objectives of the
assignment, methodology to be used and key selection criteria (max. 2 pages)
 Detailed budget breakdown based on expected expenses, daily rates and initial work plan
(Refreshment for participants, data entry, stationery and air travel for consultant covered by RTP)
 Initial draft of the proposed work plan in Gantt chart style.

8.0 BUDGET
Total Fees and expenses: 300,000 PKR are assigned for all work associated with the evaluation
study. The evaluator should develop a budget for completing the evaluation as outlined in this ToR
by clearly allocating expenses and daily rate.
Note: Local travel and accommodation will be covered by organization

Deadline to submit the expression of interest is 5:00 PM (GMT+7) Date 12 Dec 2018. Applications
