“Kambingan sa Tinang”

I. EXECUTIVE SUMMARY

The livelihood project is given to eligible indigent participants to enhance their skills for

higher productivity and profitability. It provides the participants the knowledge and skills

necessary to be able to establish and manage their sustainable microenterprise/s, which should

provide a stable source of income.

Through the process of community consultation, the participants identified the need for

training in livelihood on GOAT RAISING for their market-driven and resource-based as goat

meat producers. This is to address the gap of limited resources for the target number beneficiaries

need livelihood project to generate additional income for the family. The identified priority need

was meager and irregular family income. They express their willingness to undergo with the

project during the orientation and social preparation of potential beneficiaries.

In the Municipality of Concepcion, the demand of goat meat is high due to the large number

kambingan eatery in different municipalities in the province. Aside from it, goats are integral to

every special occasion such as birthdays, baptisms, weddings and command a higher price

compared with other meats in the market. Raising of Goats require low maintenance, low capital

investment, fit the small hold farm condition, and easy to multiply they eat tree leaves, weeds,

grasses, and agricultural by- products, hardy and easier animals to look after, which can survive

under harsh environments and can provide the much- needed income.
Barangay Tinang is one of the largest agricultural area that can be developed as a goat

raising area. The main source of income in this barangay is farming and livestock area in the

eastern part of the Municipality which is much nearer to the target market.

This skill training project fund through Senator Loren Legarda insertion fund to DSWD

Skills Training Program, LGU Concepcion is one of the chosen Municipality to grant a fund.

Through the help and support of the Municipal Agriculture, DSWD-SLP and the chosen barangay

assures to uplift their lives and wellbeing.

II. INTRODUCTION

In rural areas of developing municipalities, the contribution of goats is highly valued and

has an important role in feeding the populations, an item that is often not adequately recognized

when comparing goats with sheep and cattle. In fact, goats are extremely intelligent animals, very

agile, and independent, with a high level of resistance to diseases, much better than other ruminant

species. Goat farming in Philippines is ideal in the lands where there is lots of leguminous crop

and grasses are grown, goats require low maintenance since they consume tree leaves, weeds,

grasses and agricultural by-products. Goat farming in the Philippines requires only a small capital

to start with, goats are hardy and will adapt to most of the climatic conditions. Goats are easy to

train and handle and maybe raised together with other livestock.

JUSTIFICATION

Goats are a powerful tool in assistance to alleviate poverty and they are also a powerful

tool to utilize rare vegetation in areas not suitable for other forms of agricultural production.

Livestock keeping is of extreme importance for about 1 billion poor people in the world, and goats
are, by many poor people, considered a very useful animal and goats can certainly create food

security, cash income and many more services to the owners and it can sustain the survival of

people in the very harsh and dry environments that is often left over for the poor people.

The total land area of Barangay Tinang located in Concepcion, Tarlac is 23.8795 hectares

and has a 3, 576 total populations and has an identified 557 qualified indigent families for the goat

raising project 107 of those indigent families are included in LISTAHANAN NHTS-PR as of

2018.

STUDY OBJECTIVE

General Objective:

The main objective of this study is to improve the socio-economic capacity of the program

participants through the provision of skills training for microenterprise development.

Specific Objective:

1. To equip the chosen participants with the new knowledge and skills necessary for enterprise

establishment, operations, and management on small and large ruminants’ production.

2. To provide additional source of income for the family of every participants.

3. To federate individuals and groups, activity-wise and to strengthen the enterprises and

collective bargaining power of the community.

SCOPE OF STUDY

The promoter chose this study for the participants of Barangay Tinang Concepcion, Tarlac.

That this study allows the participants to apply their newly acquired knowledge and skills for their

microenterprise training on Goat Raising with the right knowledge, attitude, values and skills, the

participants now engage on livelihood activities that will help them increase their income.
III. DESCRIPTION

The “Kambingan sa Tinang, a Skills Training (ST) with training starter kit project is a

capacity building grant cum dispersal. Target participants are the chosen indigents who are willing

to undergo in this project in Barangay Tinang. To train the beneficiaries and prepare them with

knowledge and skills on goat care and management, through goat raising project beneficiaries will avail

opportunity to augment family income.

WORK HISTORY / BACKGROUND

9 years as Administrative Aide III (Clerk III) under the Office of the Municipal

Social Welfare Development at Local Government Unit of Concepcion.

STATUS OF PROMOTER: Casual Worker/Employee of the Local Government Unit of

Concepcion.

V. MARKET FEASIBILITY
Type of Community Project: Improvement of the socio-economic capacity of the

program participant through the provision of skills training with starter kit for

microenterprise development entitled “Kambingan sa Tinang”.

Target Market: The validated indigents of Barangay Tinang, Concepcion, Tarlac.

VI. TECHNOLOGICAL AND ORGANIZATIONAL FEASIBILITY

This project has no prerequisite technological requirements, it does however require

methods and proper education. Training on Goat Raising shall be conducted to support the market-

driven, orientation and lecture of Goat Raising Project plus workshop directed by the Municipal

Agriculture Office of Concepcion through actual proper care and management of Goat Raising Project,

upskilling, financial and material augmentation of implementation of Goat Business.

Cost of this project shall include breeding goat (does and buck; female goats are

referred to as doe, males as buck) initial veterinary medicine, and vaccine and feed

supplements. These items shall be provided by the Municipal Agriculture Office and Local

Government Unit of Concepcion through their Livelihood Program. As for the goat’s housing,

it will be made from bamboo which is abundant in the barangay. For the roofing, “kugon” with

net supporter are always available in shops at very low price.

Based on the target recipients, there will be 25 participants are involved in this project.

The selection of the recipients is based on the following criteria and requirements:

1. The participant is identified to be indigent, Non-4P’s and not a member of any

association or group in relation to other livelihood program.

2. Provide Social Case Study Report for the target participants.


3. The member’s residence has a backyard and is adjacent to grass fields.

4. Readiness and willingness to raise the goats.

VII. MANAGERIAL AND ORGANIZATIONAL FEASIBILITY

Organizational structure is a scheme that plans how certain activities are directed in

order to achieve the goals. These activities can include rules, roles, and responsibilities. This

involves the Local Government for the approval of the proposed project. Also, the participation

of DSWD (SLP) and Barangay Officials in the logistics and the distribution phase and the

assigned personnel in monitoring the progress and development of the said project.

MUNICIPAL AGRICULTURE OFFICE – key partner in providing resource person

services and technical assistance.

LOCAL GOVERNMENT UNIT (MUNICIPAL AGRICULTURE) – responsible for the

acquisition and the delivery of goats, continues monitoring, coaching and mentoring.

DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (SUSTAINABLE

LIVELIHOOD PROGRAM) - monitoring of their microenterprise, reporting system.

BARANGAY LOCAL COUNCIL – responsible in the distribution of the acquired materials

at the barangay level.

MSWD Focal Person in Livelihood Project – responsible for the overall monitoring and

implementation of the project. Analyzes the impact on the economic status of the beneficiaries.
VIII. FINANCIAL FEASIBILITY

Starter kit/breeding stocks will be given to the eligible 25 members.

Before they are provided with goats, prepare goat housing and we will provide them

with training on goat raising and management.

Profitability for 1 year

1 doe will give birth trice every 2 years at an average of 2 goat per delivery or 6 goats every 2

years.

Each breed goat ready for sale shall cost P5,000.

Each breed goats shall generate a gross income of P30,000 every 2 years.

Annual income for 2 breed goats is P10,000.

Fertility period of breed doe is every 7-8 months, life span of each breed doe is 5-6 years.

IX. SOCIAL AND ENVIRONMENTAL FEASIBILITY


Goats have always been considered very useful animals. Due to their great adaptability

to difficult environment conditions and to different diets, they have always been considered

very useful animals for their good productivity and easy to handle and they do not compete

with man for food and eat cheap feeds.

Goats do not have as many breeds as sheep, and unlike them, they easily adapt to the

harsh environments if they have the opportunity. Like the sheep, goats were probably among

the first animals to be domesticated by man. These animals are also considered to be one of

the first helpers of man, for in addition to providing manure, meat and milk for food.

X. SOCIAL IMPACT ANALYSIS / SOCIAL FEASIBILITY


The project will provide goats to poor/indigent families in our project area in Barangay.

Tinang, Concepcion, Tarlac. Goats are mainly grown to produce milk and meat, for the

sustainable supply of milk and meat for human consumption is unquestionable, and their

contribution to improve the nutrition of rural populations is likely to increase. Goats are ready

insurance and cash for the family during emergencies and money for everyday use.

The family whom we have given goats will sell the breed kid goat for a very low price

for added income to sustain their daily needs and will turn pass-on-the-gift to other qualified

indigent families of the barangay by way of providing 1 kid for every goat we provide and in

this way sustain and continue the process.

XI. IMPACT OF THE COMMUNITY PROJECT TO THE PEOPLE

The long-term impact of this project is the improvement of incomes and well-being of

poor families. There is also pride in being able to stand independently and know that there

is source of income by way of goats. Each participant who received goats was trained in

how to properly feed and care for their animal. They also agreed to pay a goat back to the

program after their female goat had its first babies.

In this way, the benefits could continue to spread. The gift of a goat starts a cycle of

hope in a community in need. The project can also be a model for other similar projects

such as utilizing chickens, pigs or cows.

XII. CONCLUSIONS AND RECOMMENDATIONS

Concerning difficult environmental conditions, goats are probably the most well‐

adapted farm animals, and due to its cheap management and good meat and milk production,
goats have been considered one of the ancient animals to be farm all over the municipalities.

These animals also contribute to a sustainable farming, a very ecological way of living which

enables to use their waist to fertilize crop fields.
