Scientific and
Historical Bases
Adolescent and Youth
Health Programs (AYHP)
- Cause of death of young people:
40% non-communicable diseases
- Sociocultural factors:
1. Demographic factors
2. Attitudes
3. Lifestyles
4. Sense of values
5. Norms and behaviours of adolescents
Adolescent and Youth
Health Programs (AYHP)
Demographic Factors:
- Population Growth Rate
- Causes state to expand its education,
health and employment which makes
it harder to allocate resources
- Reinforces deeper marginalization
and deprivation of different sectors
Adolescent and Youth
Health Programs (AYHP)
Demographic Factors:
- Decrease of local employment
- Caused young people to be exploited
and take low paying jobs
- More than 6,000 workers in the
teenage sector works overseas with
low pay
Adolescent and Youth
Health Programs (AYHP)
Demographic Factors:
- Health risk behaviors of the youth
- Only 23% never had pre-marital sex
- 57% of first sex experience was
unplanned
- 70-80% were unprotected
Adolescent and Youth
Health Programs (AYHP)
Demographic Factors:
- Health risk behaviors of the youth
- According to 2002 Young Adult
Fertility and Sexuality Survey (15-24
year olds)

Adolescent and Youth
Health Programs (AYHP)

- According to 2000 Baseline Survey for
the National Objectives for Health

physicians
Adolescent and Youth
Health Programs (AYHP)

sex
Family Planning
- Intends to reduce the MMR (measles,
mumps, and rubella), IMR (infant

rate) rates and increase the
contraceptive prevalence from 45.6% in
1998 and the proportion of modern
family planning
Safe Motherhood Program
- Pregnancy and childbirth are among the
leading causes for death, disease and
disability in women of reproductive age
in developing countries
- Challenges for the DOH:

campaigns were conducted in 1998,
2004, and 2007
- 95% area coverage per round
- annual coverage for infants only hits
67-92% for ages 9-11 years old
Inter-Agency Committee on
Environmental Health (IACEH)
Water Supply Sanitation:
- 3 levels:
- Level I: Point Source
- Level II: Communal Faucet System
or stand-post

- 13 million deaths can be prevented through
implementation of the program
- ⅓ of the children under 5 years old have
diseases caused by unclean or unsafe
water and air pollution

factors:

categories of diseases and injuries
Time Horizons
of Policies
- Annual Operational Plan or AOP
- Yearly implementation of the PIPH
- Medium term development plan
- Some plans date up to a few years while
others can date up to a few decades
- Most, if not all, policies are aimed for
long term purposes
Sociocultural
Context of Subjects
- Several of the policies created by the
Department of Health are tailored
toward the Filipino people. These
policies address common social and
health issues most Filipinos are victims
of
- Examples:

Motorcycles Act of 2015”
- RA No. 10643: “Graphic Health
Warnings Law”
- RA No. 8749: “Philippine Clean Air Act
of 1999”
Scientific and
Historical Data
(that could have been used)
- DOH still lacks policies necessary for
society
- Health Research Brief
- Examples of studies done by the DOH
(Health Research Brief 2017):
- “25 Years of Health Policy and
Systems Research (HPSR: Lessons for
the Philippines”
- “Non-Communicable Diseases: A Case
of Profit-Driven Epidemics”
- “Overuse and Underuse of Medical
Services”
Recommendations
through STS and Other Courses
- Policies must be guided by credible and
up-to-date information
- Policies should undergo careful
deliberation
- Policies must be open to change
