Reports To: E&C Superintendent

1. Basic Function and Scope:

Basically this position has the following main functions:


Supervise and controls the activities of construction contractors in assigned production
area; highlights potential problem areas, and recommends appropriate materials.
Coordinates mobilization and demobilization of contractors on sites; Witnesses
construction work, coordinates related activities including inspections; materials issue
and withdrawal and access of authorized personnel and materials to work site. Monitors
work progress, prepares activity reports.

2. Accountabilities:

 Supervises and controls construction activities carried out by contractors on assigned


field facilities including civil, mechanical, structural works to ensure timely completion
to the required standard of workmanship and within agreed budgets.
 Participates with user departments in the initial definition of required
construction/installation projects and assists in the preparation of related scope of work
and specifications. Contributes to the tendering and contracting process by reviewing
and commenting on engineering drawings, participates in answering bidder’s queries
with respect to construction site and available facilities. Includes meeting and
accompanying prospective contractors on familiarization visits to proposed construction
sites. Answers queries regarding access and other related administrative matters.
Prepares visit report highlighting significant comments or queries made by attending
contractors.
 Participates in various activities relating to site hand over and mobilization of
contractors following contract award. Includes arranging for access permits and passes,
coordinating the placement of the contractor's site office, material storage area and
camp as applicable, location of mobile equipment, arranging for access to stores and
any other matters required to assist contractor in the orderly mobilization of facilities,
equipment and manpower.
 Supervises the execution of work and monitors the contract to ensure that activities are
carried out in accordance with correct technical and commercial practices.
 Liaises with specialist engineers on the technical, costing, planning and inspection
requirements of contacts. Receives regular planning reports, inspection certificates and
other related documents and keeps all projects files up-to-date. Receives daily
inspection reports from the site and prepares and submits various progress reports to
E&C superintendent on projects under his control. Ensures that construction work is
progressing according to plan, Company standards and that all safety regulations are
observed.
 Inspects installation and facilities upon completion of work and checks for defects or
inferior workmanship. Prepares a detailed defect schedule for items that must be
corrected and follows up with contractors' to ensure appropriate repairs are affected on
time and to acceptable standards. Arranges for Company specialist engineers or
consultant personnel to inspect electrical, air-conditioning and other installations upon
completion of facilities and liaises with contractor over required manpower support
during inspections.
 Participates in handover of completed facilities to user departments and final
acceptance of facilities from contractor. Ensures timely clearance of “punch items list”
highlighted by specialists during pre acceptance inspection. Monitors
accepted/commissioned facilities during the guarantee period to ensure quality
maintenance is carried out by contractor in accordance with related contract provisions.
Participates in final inspection of facility upon expiry of the guarantee period, and
follows up issuance of final completion documents and contractors release.
 Performs other duties related to the progress and completion of projects under his
control. Includes preparing project close out reports; archiving various documents and
reports; accepting “As Built” drawings; reviewing operating and maintenance manuals
for installed facilities and equipment. Reviews budget close out report summarizing
expenses to-date, different stage costs, and final cost against budget.
Participates/resolves claims/counter claims as required.
 Carries out surveys to check the state of existing facilities and/or verify small
modification requests of civil facilities and prepares appropriate reports. Prepares free
hand sketches and cost estimates for minor civil works. Coordinates execution of
approved modifications and follows up with contractors to ensure timely completion
with minimum disruption to ongoing operations.
 Reviews and checks invoices submitted by contractors against the actual work
performed, makes necessary corrections and alterations and submits to his supervisor
for further processing and payment. Reviews contractors’ claims, initiates necessary
Variation Orders in accordance with applicable procedures. Monitors expenditure on all
assigned projects and reports on their financial status.
 Performs other similar or related duties such as reporting on contractors’ performance
for future consideration; participating in contract close out and small claim negotiations
with contractors; keeping files for project documentation; ensuring that contractors’
personnel are fully aware and observe Company’s fire, safety, environment and loss
prevention policies and procedure.

3. Work Contacts:

Internal:
 Frequent contacts with E&C superintendent.
 Occasional contacts with section head level.
 Occasional contacts with specialist engineers.
 Occasional contacts with Logistics Department

External:
 Frequent contacts with contractor’s personnel at own level up to site managers.

4. Independence of Operation:
Work is assigned by the incumbent superior, but carries out day to day activities
independently in accordance with the profession Standards, established policies and
procedures and instructions from E&C Superintendent. Work which leaves the Section
(i.e. conceptual/detailed design etc) is reviewed and approved by superiors.

5. Supervisory Responsibility:

 Provides work direction to construction contractor personnel up to senior


engineer/site manager.
 Un fixed number of PMC technical support staff based on project’s work load

 High

7. Work Environment:

 80% field work.


 20% normally air conditioned office environment.

8. Minimum Requirements:

Qualification and Experience:-


 University Degree in Mechanical or any other Engineering discipline.
 5 years’ experience in construction work with a major construction company.
 Computer literacy
 Good communication and competency in English language.

Competences:-
 Managerial/Technical Competence anchor is tied to category C as per the
Competence Manual

9. Operating Environment, Framework and Boundaries:

Devises work methods according to general directives, policies and specialized


professional standards. Develops and recommends to management, policies and
procedures for general services administration

10. Problem Solving and Job Complexity:

 Supervising multiple tasks among individual projects simultaneously.


 Work within constrained projects schedule.
