Order Council Meeting on October 7, 2019 at the Session Hall, Barangay Lipata, Surigao City.

RESOLUTION NO. 82
Series of 2019

“CREATING THE BARANGAY TASK OFFICER TO END LOCAL COMMUNIST ARMED


CONFLICT (BTF-ELCAC) OF BARANGAY LIPATA PURSUANT TO EXECUTIVE
ORDER NO. 70, S. 2018”

WHEREAS, Executive Order No. 70 dated December 4, 2018 of President Rodrigo Roa Duterte
was issued to institutionalize the Whole-of-Nation Approach in attaining inclusive and
sustainable peace and create the National Task Force to End Local Communist Armed Conflict
(ELCAC) thru the guidance of the national peace framework;

WHEREAS, the approval and implementation of EO 70, s.2018, shall pave for the attainment of
inclusive and sustainable peace at the local level where conflict-affected areas and vulnerable
communities will be accorded priority in the provision of harmonized delivery of basic services,
social development packages and infrastructure projects;

WHEREAS, said EO shall put focus on facilitating societal inclusively and empower various
members and sectors of the local government unit towards active participation in keeping and in
local peace agenda in line the regional and national agenda;

WHEREAS, the national policy on Whole-of-Nation Approach calls for the inter-agency
convergence, collaboration and coordination among national government agencies, local
government units, the civil society and other concerned stakeholders, wherever necessary;

WHEREAS, in order to ensure that the provisions of EO 70 are implemented and supported at
local level, there is a need to create a counter-part of the National and Regional TF-ELCAC at
the barangay level to oversee and foster a cohesive plan of action to end local communist armed
conflict;

WHEREA, with the creation of the Caraga Regional Task Force ELCAC, with Cabinet Secretary
Karlo Alexei B. Nograles as the appointed Cabinet Officer for the Regional Development and
Security (CORDS) of Caraga Region, there is a further urgency to create the provincial, city,
municipal and barangay task forces which will be chaired by their respective local chief
executives to support and strengthen the RTF-ELCAC in its peace and development efforts in the
Region;

WHEREAS, the Barangay Task Force shall operationalize the localization and adoption of plans
and strategies of the Provincial and City Task Forces to End Local Communist Armed Conflict
at the barangay level;

WHEREAS, the Barangay Task Force ELCAC shall be a joint membership of the existing BDC
and BPOC, and their secretaries shall also serve as the secretariats of the task force;
WHEREAS, an Executive Committee of the Barangay Task Force ELCAC shall be created to
ensure speedy action of immediate concerns relative to the roles and responsibilities of the Task
Force;

WHEREAS, the Barangay Task Force ELCAC shall perform the following functions in pursuing
peace and development for the LGU:
1) Facilitate the implementation of the Whole-of-Nation approach driven by the National
Peace Framework;
2) Formulate action plans and relevant policies, and actionable items geared towards socio-
economic development in conflict-affected and vulnerable areas;
3) Serve as the coordinating mechanism in the implementation of programs, projects and
activities between and among different LGUs, provincial and regional line agencies;
4) Conduct periodic review and monitoring of the accomplishments, milestones, action
plans, policies, and feedback loops; and
5) Exercise other functions as may be directed by the President of the Republic of the
Philippines;
NOW THEREFORE BE IT RESOLVED, AS IT IS HEREBY RESOLVED; on motion of Kag.
Allan L. Casiñero, and duly seconded by Kag. Narcisa S. Pamogas, to create the Barangay Task
Force to End Local Communist Armed Conflict (BTF ELCAC) and the Executive Committee,
pursuant to Executive Order No. 70, S. 2018;
RESOLVED FURTHER, that copies of this Resolution be forwarded to the City Task Force
ELCAC thru its Secretariats (DILG/CPDO) and to all concerned.
DONE during the Joint Barangay Development Council and Peace and Order
Council/Committee Meeting on October 7, 2019 at Lipata Session Hall.
