PROJECT PROPOSAL
I. PROJECT IDENTIFICATION
The Calapan City Public Market will showcase an enthusiastic environment not only for
the stall owners but also to its customers. The department’s objective is to establish a clean and
orderly public market, to maintain and rehabilitate the public market building, to promote locally
produced products in order to enrich local producers, to enhance creativity and to create
respectable image in order to encourage customers’ loyalty.
The City Government of Calapan through the City Economic Enterprise Department will
conduct a Market Motif Contest with the theme of “Philippine Festivals” that will become a tool
to attract, to hold present customers, to counteract competition and to increase and upsurge
demand at Calapan City Public Market despite the rising number of business establishment that
directly affect the market sales.
Included in the contest is the Paligsayahan sa Pamilihan which is not only a time for fun
and relaxation, this is also a perfect time to instill and inculcate discipline, sportsmanship and to
engage in sports and most importantly to teach the value of teamwork. The City Government of
Calapan through City Economic Enterprise Department will conduct a 3v3 Basketball and a
volleyball competition among stallholders and other activities to showcase their vast talents.
In connection with this, the City Economic Enterprise Department offers different
activities and programs in order to develop, attracts and earns trust from its stakeholders. The
department also caters activities and seminars that can boost confidence and maintain positive
business relationship to its customers even co-workers.

The direct beneficiaries of this project are the 516 male and 306 female stallholders of the
public market and 27 female and 34 male of City Economic Enterprise Department. Overall,
Calapeños will be benefited by this project because of the promotional initiative of the
department and the City Government of Calapan as well. This will be resulted to having a sound
and respectable business climate.

Upon implementation of the project the following is expected to have been successfully
achieved:
1. The project is expected to have promoted the City Public Market and the Market’s best
practices.
2. Enhanced stallholders’ skills, creativity and talents.
3. Clean and Orderly Public Market.
4. Enhanced characters and values.
5. Attracts potential investors to generate employment and business opportunities among
Calapeños.
6. A highly maintained nature park.
IX SUSTAINABILITY/EXIT PLAN
The Administrative Section, Billing and collection / marketing division of the CEED with
the assistance of the Department of Trade and Industry will facilitate the monitoring and
evaluation of the program. Feedback mechanism will be used as a monitoring tool to determine
the impact of the project implementation. Reports on the number of participating customers and
sections will determine effectiveness of the program.
