I. Rationale:

In order for ICTMS and RICTMS to support the operation of DSWD Field Office 1,
particularly provisioning the ICT requirement needed to support their daily operations,
we need to provide newer and better ICT equipment. The last ICT back-end equipment
provided to them was the Pantawid Servers delivered last 2015. Which is already out of
warranty as of December 31, 2018. Thus, the need to refresh these ageing equipment
warranties.

Relative to this, ICMTS will be providing refresh equipment to DSWD Field Office 1 with
the following components:
1. Modular Container Datacenter with cooling
2. at least three (3) units of Hyper Converged Infrastructure (Servers and Storage)
3. an Interruptible Power Supply (UPS)
4. A generator Set for Emergency power

The server racks and modular datacenter functions as a host cabinet for our servers,
storage and other back-end equipment which in turn, hosts our web applications and
related support technologies that ensures our daily operations.

The three (3) new Hyper Converged Infrastructure is where we can install local
applications. These hyper converged servers are then installed inside these server rack
and modular data centers where they provide necessary power, protection from power
fluctuations, fire and other hazards, and enough cooling so that the equipment will
function optimally.

There are supporting equipment that will be deployed with these servers and smart mini
datacenter. These are emergency generator sets and some external containers to
house the mini datacenter.

Further, this equipment should be directly integrated into the existing power lines/supply
of the Field Offices to ensure that they will be operational upon the completion of the
project.

With this equipment, RICTMS and ICTMS can successfully support the ICT needs of
the Field Office 1 until 2022 where we need to refresh newer equipment again or extend
the lifespan by providing support extension and warranty coverage in the next three (3)
years.

More so, prior to the delivery of the Modular Datacenter, it is imperative that
construction of Mobile Data Center Platform must be implemented to ensure the safety
and security of all ICT equipment’s and other machinery/peripherals.

II. Objectives:
The construction of Mobile Data Center Platform aims to ensure the safety and security
of all ICT equipment and other machinery/peripherals.

III. Description of the Project:

The project will involve Civil Works leading to the construction of concrete Platform for
the overall load support of the proposed DSWD FO1 Mobile Data Center. Materials to
be used for the construction must comply with the required specifications of the National
Structural Code of the Philippines to ensure quality output of the said project. The
project will be completed within forty-five calendar days (45cd) as per plan.

During implementation, the Buildings and Grounds Management Section will do

monitoring and supervision. Weekly monitoring will be made to ensure quality works
and reporting of accomplishments and issues will be done weekly in order to prevent
aggravation of issues and respond to the needs of the project implementation
immediately.

IV. Budget Requirement:

Labor and Materials for the

Construction of Mobile Data Center Platform = Php 425,000.00

V. Recommendation:

To facilitate construction of Mobile Data Center Platform, the above material and
equipment is highly recommended to ensure that the Modular Data Center installed at
the Field Office 1 are updated and operating to its maximum capacity. Funding will be
sourced out from ICTMS under Repair – Other Structures (502-12040-99) amounting to
Php 425,000.00.
