WHEREAS, Based On The Projections by The United States' Department of Agriculture
WHEREAS, Section 13, Article II of the Constitution encourages the patriotism and
nationalism of the people in nation-building and Section 12 of Article XII provides that
the State shall promote the locally produce goods;
WHEREAS, last year, the City Government of Puerto Princesa has distributed rice to
the rural barangays within its territorial jurisdiction;
WHEREAS, for the coming Year 2020, the City Government has allocated Fifty Million
Pesos (₱50,000,000.00) for the procurement of rice under the Ugnayan sa Barangay
Program;
WHEREAS, aside from the aforementioned program, the City Government has also
allotted a budget for the procurement of rice which are necessary in case calamities
and emergency;
WHEREAS, the Republic Act No. 11203 or commonly known as the Rice Tariffication
Law was signed into law on February 14, 2019 and took effect on March 5, 2019;
WHEREAS, one of the salient features of Republic Act No. 11203 is the lifting of the
restriction and imposition of tariffs on the entry of imported rice to Philippines; foreign
countries are now free to import large quantity of rice inside the Country;
WHEREAS, our farmers are directly affected by the Rice Tarrification as it caused a
lesser demand for local rice because more imported variants are available in the
market;
WHEREAS, as Filipinos, in the spirit of Patriotism, we should prioritize the local
produce labored with sweat and blood by our countrymen in order to sustain their
livelihood including their families;
WHEREAS, it is also the duty of the Local Government Unit to equalize the challenging
situation of our hardworking framers by directly purchasing their rice to help them
increase their productivity and income;
