HIDDEN SECRET

There was a time, a girl named Letizia was raised by Alfonso Nieverra and Gloria
Nieverra. They lived in a small house made of bamboo and wooden trunks. They live in
a polluted and contaminated environment. They were not wealthy, affluent and deep-
pocketed like others. Letizia was one of those alluring and charismatic girls living in their
place but did not know how to appreciate little good things. She has high standards and
high expectations. Her savor was just simple since she had never been able to afford
delicious and expensive foods. She was saddened by their social status. She wants
money, expensive things, abundant life and a better place to live. But sad to tell, all
those things will forever be stuck in her dreams and imaginations.

LETIZIA'S POV
Why am I born on this kind of cruel and atrocious living? Do I really deserve this
thing? I don’t like this and I don ’t want this. I just want a smooth life where I can buy
everything I want.

When Letizia sat down for dinner at the round dirty, dusty and old table with no
cover about it, her mother noticed that she's murmuring something.
"What are you saying Letizia? What's with that face?" Gloria said.
"Nothing ma. Just don’t mind me!" Letizia angrily said.
"Stop acting like that Letizia. You're in front of Lord's blessings" Alfonso seriously said.
"Okay" Letizia said.
Letizia still continued murmuring and complaining about the food in a low and quiet
sound saying "Lord's blessings? Tsk! It’s just a three pieces of dried fish. That's not a
blessing that is suffering!!! I wish I'm born on a very rich family, not with this problematic
and depressed one. Gosh!"
They have finished their dinner after 10 minutes and it's time to wash all the plates and
clean the table.
"Letizia? Wash these plates in the water pump and clean the table after" Alfonso said.
"Me? I'm tired Pa. I need to get some rest" Letizia said.
"You'll get your rest if you will clean all of these mess" Alfonso said.
“I said no! Can't you hear me? Im tired! Okay?!" Letizia said loudly.
“Stop talking to me that way! You have no right to disobey us. Letizia Nieverra wash
these plates now!!!" Alfonso said.
“Shhh. Stop that Alfonso. I'll be the one who will clean this mess later. Just let Letizia
take her sleep" Gloria said.
Letizia immediately went at her room while Alfonso and Gloria remain at the table where
they have eaten.
"Gloria? Stop treating Letizia like that" Alfonso said.
"What's wrong with that? Im just letting her act like a princess in this small house. That's
our promise right?" Gloria said while cleaning the table.
"Yeah, I know. But, that’s not proper. You should not treat Letizia that way because she
will grow up lazy and naughty" Alfonso said.
"Im sorry. You can't blame me Alfonso. I want Letizia to live with no worries" Gloria said
with teary eyes
"Tss" Alfonso's response
Alfonso went out to find some fresh air while Gloria was crying silently.

GLORIA'S POV
Im really sorry Letizia. It is also painful for us to see you suffering and getting hurt
because of our situation. But we know, someday you will understand all of this.

INTRODUCTION

A construction worker typically works as part of a team on a construction site such as for
a building, home, or other structure. This person may be responsible for a number of
tasks, including carpentry, demolition, drywall, finishing, roofing etc. The hours may vary
depending on the needs at the job site; work is typically done during the day and may
involve difficult conditions such as extreme heat and cold. Also, they may work long
days, weekends, and holidays, depending on the job deadline. And constructions
workers are one of the lowest paid workers in the country. Laborers and unskilled
workers represented as persons who has the lowest salary in all construction workers
whose basic pay per day were below P100-P149. While others mean basic pay per day
of wage and salary workers ranges between P220 to P240 across the survey rounds.
The wage and salary workers in this release are those employed persons aged 15
years old and over who were reported to be working in private households, private
establishments, government/government-controlled corporations or worked with pay in
own or family operated farm or business. Lastly , their salaries differ drasticly between
different Construction / Building / Installation jobs.

RATIONALE

The policy making answers the questions ;


1. What is a construction worker?
2. Why we need to escalate/increase the salary of construction workers?

A Construction worker constructs and builds small and big structures. They plays an
important role in construction, often times, they does most of the wood works and
builds according to the design and layout of engineers.
“It’s true that we have shortage of construction workers. Though we have plenty of
certified, skilled and world class construction workers but due to meager salary, poor
benefits, unsafe and unhealthy working conditions, and lowly regarded workers they
prefer to work abroad,” said Trade Union Congress of the Philippines (TUCP) President
Raymond Mendoza in a statement. That is why, higher salary for all construction
workers may be considered as a solution to address the shortage of construction
workers in the construction industry for both public and private companies. Therefore,
governments and private companies should be aware of this and be responsible in
giving enough salary for all construction workers.

STATEMENT OF THE PROBLEM

This policy implies our ideal and thoughts for the government and private companies to
be able to increase the salary for all the construction workers because their job is not
easy and facile. It really exert efforts and sweats in doing this kind of job. It's difficult and
laborious. That is why they deserve to have a higher salary for their work. Also, we
would like to impose this policy about escalating salary for construction workers in both
private company's and the government because through this thing, it minimize or
prevent the shortage of construction workers in our country.
