Towards the development of the resources of an intelligent based on Good Government

Keerom Regency in Papua

Regency of Keerom is still categorized as a District Expansion the age is still relatively
yiung, this time just entering the period of replacement of the Regent to three times, but until
now the changes that significant are expected by the community and the neighbor work in it
at all yet meet the standars of the world “good/normal”.
Office Departement of Education District of Keerom estabilished in 2002, has not have
a fixed office. The current borrow Office of the Departement of Transportation.
This thesis uses descriptive method with qualitative data. So the guidance in this study
is the author's interpretation of activities or communication antarpersone researchers with
employees and the community.
This research aims to develop resource apparatus that produces a smart personality,
terampill, competitive and moral to support regional development. This research includes
descriptive qualitative research type. In accordance with the purpose of this study, the
researchers wanted to see how the depiction of someone who has a relationship with this
problem is key informants. Researchers try to find informants and make as secondary data in
research. In the object of his research the researcher chose Kasubag, staff, and society, the
researcher had a discussion with the teacher in one of the Elementary School in Keerom who
recommended the information.
The results of the analysis of interviews that researchers have done with informants that
occurred in the Office of Education Office Keerom can be said to have not run well. There
are still many rules that have not been executed properly. Barriers at the time of research that
is the lack of response employees provide data information to researchers so that researchers
hampered.
