This study aims to analyze the influence of human resource quality and E-

KTP services such as services provided by officers against customers. The


research was conducted by using observation, interview and documentation
The result of the research proves that the influence of the quality of human
resources of civil state apparatus can influence the service given by the officer
only the variable of human resource quality which produce positive result, but the
service variable produce negative result. The many obstacles and problems gained
from the point of service provided to the customer in the office of the population
and the civil disability of the regency of keerom
Obstacles in his service : the timeliness of the officer, the smoothness of
providing services, the timing of completion of E-KTP, the facilities and
infrastructure provided and the complicated service
