Sub: Protest against arbitrary steps towards gradual delinking of Zonal Office
from Assam Oil Division

The AOCLU has come to know from reliable source that a section of officers of
Assam Oil Division(AOD) has been trying to abolish or weaken the AOD as well as
its integral part the Zonal Office, Digboi. These points had been raised and
recorded in various communications including the one attached here (Letter ref.
no.BUAOCLU/IOAOD-MKTG/PROTEST-ZO/2018 dated 24.08.2018).

Now, it has been reliably learnt that one of the senior officers of finance is
conspiring to further severe the link of Zonal Office from IOCL(AOD) by stopping
revenue budget to this vital office extending vital services to the North East
Sector.
The above design amounts to betrayal and deviation from earlier commitment
from management and going against managements letter in reply to MOP&NG
letter ref. no. P-29022/11/2016-IOC dated 11.05.2017.

We would like to put forward our immediate demands to thwart such anti-public
anti North East design immediately and request following action from your end
for the development of this Region and strengthening of Assam Oil Division.

a.) Upgrade the Zonal Office, Digboi to a Regional Office comprising seven
North Eastern States at par with other four Regional Offices of IOCL, like
Northern Region, Southern Region, Western Region and Eastern Region.
This step will strengthen the Government of India’s ‘act east policy’.

b.) This is an essential step for equal participation of the people of these seven
states of North East India more meaningfully in the petroleum Hub to be
set up by the Government of India.

c.) Contrary to said ill design to weaken AOD the oldest Division of Indian Oil
and its constituent Zonal Office, the Government of India had been taking
several steps in recognition of the needs of the region. Few are as follows-
 i. Government of India has set up a DONER (Development of North
Eastern Region) Ministry long ago.
ii. The Ministry of Railways has a separate North East Frontier Zone set
up in 1958.
iii. Ministry of Power has set up a dedicated full fledged Corporate
named North East Electric Power Corporation Limited (NEEPCO) long
back in 1976.
iv. Many more Corporate sectors has set up offices for development of
North East.

d.) When the Government of India can do so much for progress of North East,
a handful of officer’s repeatedly trying to act against the government
mission should be prevented and stopped once and for all from indulging in
such misadventure.

We demand to immediately stop any administrative or financial change of Zonal

Office till a separate NE Region is created.
