Program Officer (Monitoring and Evaluation –RBM& MIS)


forthe 'Sustainable Enterprise Project (SEP)' of PKSF

1.0 Background:
Palli Karma-Sahayak Foundation was established by the Government of Bangladesh in 1990 as an
apex organization for poverty alleviation through employment creation. Since its inception, PKSF
has been implementing various programs and projects for poverty alleviation through its Partner
Organizations (POs). At present, PKSF has more than 200 active Partner Organizations throughout
the country.
PKSF launched its Micro-Enterprise program in 2001 to extend financial services to the
progressive clients of its Partner Organizations (POs) for undertaking Micro-Enterprises. This
program termed 'Agrosor' is being implemented all over Bangladesh through the POs of PKSF.In
the microenterprise sector, attention to environmental sustainability and climate resilience is
limited due to a mix of capacity, market accessibility, knowledge and financial barriers. While the
statistics shows a high contribution to GDP from microenterprises, there is little evidence to show
that microenterprises are growing in a sustainable way. The performance of micro, small and
medium enterprises (MSMEs) is limited in terms of revenue earnings, machinery use, capital-labor
ratio, and growth of value added, except labor productivity in some instances.
Understanding the need of paradigm shift of microenterprises from the Business as usual to an
environment friendly business, upon the request from Government of Bangladesh, The World
Bank is supporting PKSF for the implementation of the Sustainable Enterprise Project. The project
aims to support microenterprises through environment friendly investments (energy, water and
resource efficiency) in the agribusiness and manufacturing sectors to promote environmentally
sustainable technologies and practices among microenterprises in environmentally vulnerable
areas, induce changes in the micro-lending ecosystem, and support the adoption of basic
operational safety norms in project-supported enterprises. The project consists of three
components: (a) enhancing services and enabling systems, (b) strengthened access to finance for
commercially viable environmentally friendly and resilient microenterprises, and (c) project
management, knowledge management, and monitoring and evaluation.
2.0 Project objectives
The Project Development Objective (PDO) is to increase the adoption of environmentally sustainable
practices by targeted microenterprises.

3.0 Project areas


The project will focus on the clusters of Micro-Enterprises of the agribusiness and manufacturing
sectors preferably in the environmentally stressed and climate change-vulnerable (flood, flash
flood, drought and salinity-prone) areas in Bangladesh.
4.0 Target population
The project will cover approximately 100,000 Micro-Enterprise members under PKSF Micro-
Enterprise (ME) Loan Program through its Partner Organizations (POs).
5.0 Objective of the Assignment:
Developing an effective Monitoring & Evaluation tools for the Management Information System
(MIS) and Results Based Monitoring (RBM)system to ensure better management of SEP project.
6.0 Duty station
The employee will be stationed at Dhaka with extensive travel to anywhere in Bangladesh
including the most remote areas as per instruction of the PKSF.
7.0 Duration
The estimated duration of appointed will be 01 (one) year (extendable upon performance)
beginning from the effective date of the contract.
8.0 Task and duties:
The Program Officer (M&E - RBM) will work under the direct supervision of the Project
Coordinator (PC) and their specific tasks are, but not limited to, the following:
 Developing an M&E system, including designing a framework for the monitoring and
evaluation of the SEP project activities and defining methodologies for collecting data that
will be used for monitoring the effective implementation of the SEP programme;
 Developing the M&E manual/strategy in light of the result framework and also expanding
if necessary;
 Measuring the achievement of the indicators set out in the Safeguard Documents signed
between the World Bank and PKSF;
 Develop KPIs that will give a clearer picture to SEP management and staff whether the
implementation process is moving in the right direction towards achieving its overall goal
and specific objectives;
 Working closely with all selected Partner Organizations to ensure timely and accurate
collection of data required for regular updating of the relevant Key Performance Indicators
(KPIs), including the ones set out in the Safeguard Documents that will be used to assess
the progress of implementation of the SEP project; Assisting the Senior Program Officer
(ICT Specialist) to develop an RBM logical framework matrix that ensures better
management of the SEP project and the microenterprises/sub-projects funded under it, and
detecting and correcting problems during implementation and also reflects the need of the
result framework indicator achievement;
 Prepare and implement the interactive database for the MIS mechanism which the Partner
Organizations implementing the sub-projects can enter data directly from their site;
 Ensure that all Partner Organizations receiving financing can use the MIS database and
input data;
 Conducting on a regular basis an internal monitoring and evaluation of results and impact
of the project, and preparing reports that document implementation progress, including
hindrances (if any), and making recommendations for corrective action;
 Assisting the Senior Program Officer (ICT Specialist) to implement RBM approach to
monitoring and evaluation, which places emphasis on results and impacts;
 Playing a leading role in preparing and regularly updating the M&E manual, which must
clearly describe the M&E systems, procedures and methodologies that are in operation at
SEP;
 Supporting the Program Officers of SEP to prepare log frames for all SEP funded
microenterprises/ sub-projects;
 Evaluating the performance of individual microenterprises/ sub-projects and the overall
project to support decision making by management;
 Acting as the SEP focal point for all matters relating to external evaluation and impact
assessments of the SEP project;
 Preparing periodic programme monitoring reports that compare performance against
targets;
 Develop IT based RBM.
 Maintenance of participant data-base with accessories along with guiding the PO staffs and
MEs regarding usage of the accessories.
 Any other tasks, duties or specific assignments which may arise as directed by the Project
coordinator or the PKSF authority.
9.0 Experience
Minimum 5 years’ experience including three years in development sector with knowledge in data
management and analysis data through digital/information technology. Experience with grass
roots oriented enterprise-based development projects is an advantage.
10.0 Academic qualification
The candidate must have at least a four year undergraduate degree and a master’s degree in
Business Administration/ Statistics/ Economics/ Environmental Science or any relevant subject
from a recognized university with good academic standing. The candidate with major in MIS will
be preferred. S/he must have at least two first class degrees or equivalent among the latest four.
Having 3rd class/division or equivalent in any examination will incur ineligibility. Advanced
training/experience in the area of M&E/project management/research method and qualitative and
quantitative research techniques will be considered as an advantage.
11.0 Age limit
Maximum 35 years
12.0 Salary
Consolidated BDT 90,000/- per month and other admissible benefits (inclusive of all applicable
Income Tax as per law of Bangladesh)
