P-P4-000 : Preamble for Piping Works


(Applicable on all Items of Piping Works Bill)

Scope
This document defines the work requirements of the Subcontract. The Subcontractor shall carry
out construction work in accordance with the requirements mentioned below and the Contract
Specification. The necessity and extent of work shall be established during detail design based on
applicable process and environmental considerations.
In general, engineering of all the required Piping Work shall be complying with all project
specifications/philosophies etc. along with other relevant applicable international codes.
Subcontractor shall carry out a pre-construction survey, construction engineering, material
receiving, handling, transportation, storage, protection, colour coding, identification, fabrication,
installation, testing, flushing, purging, inerting, NDT, inspection, PWHT, as built, documentation,
and other related activities of the piping systems based on Subcontract AFC drawings,
specifications and documents.
Codes & Standards
The piping work shall generally be in accordance with the specifications supplied by Company/
Contractor, local rules & regulations, International Standards and the project documents listed
below to the extent of the clauses apply to the construction activities included in Subcontractor
Scope of work. This is in addition to COMPANY Technical Specifications and including those
indicated in any subsequent Addendums/Clarifications etc. to the extent specified herein.

Materials
a) All permanent materials such as pipes, pipe fittings, flanges, gaskets (one set only for final
installation), fasteners, valves, strainers and in-line instruments shall be supplied to the
Subcontractor as ‘Free Issue’ material by Contractor.
b) Subcontractor shall include the price of paint, insulation, all consumables and other
materials as per Responsibility Matrix. Subcontractor price shall also include provision of
scaffoldings, PPEs, temporary materials, spools/ spades/ blinds/ caps/ gaskets/ temporary

test heads, fluid for testing and any other testing material, chemicals, flushing media,
purging/inerting gases, all plant/ equipment, tools and tackles, and other items not supplied
by Contractor, shall be in the scope of Subcontractor.
c) For Subcontractor supplied material : Subcontractor shall be responsible for arranging, off-
loading at Site, warehousing and storing and preservation of materials and shall arrange for
all necessary permits in compliance with Company/Government rules and regulations to
carry out the job.
d) For Contractor supplied Material: Subcontractor shall be responsible for arranging,
offloading, warehousing and storing and preservation of Contractor supplied materials and
shall arrange for necessary permits in compliance with Company/Government rules and
regulations to carry out the job.
e) Subcontractor shall be responsible for taking delivery loading & unloading of free issued
material from contractor's warehouse / Laydown area.

General
Piping Bill of Quantities is based on preliminary estimate of the Project and defines quantity for
following.
a) Welding/ Jointing of Pipe
b) Erection of Pipe
c) Radiography Testing
d) Post Weld Heat Treatment
e) Pipe Supports
f) Painting Work
g) Insulation Work
h) Coating & Wrapping
i) Chemical Cleaning

i. Bill also defines details such as No. of Joints, Erection Length, etc. under column
“Additional Details” which are indicative for information purpose only.
ii. Subcontractor to allow for irregularities of piping dimensions viz. diameter, wall thickness
to match piping within acceptable tolerances limits.
iii. The erected lengths indicated exclude all in line fittings, flanges, valves, instrument
valves and special fittings like strainers, and the like. The lengths are from pipe centre
line to centre line. The weight is corresponding to the straight pipe length only and
excludes all other in line items.
iv. Unless otherwise indicated, radiography using X-rays/ Gamma rays as per specification
shall be used for examination of butt-welds and magnetic particle inspection/ liquid dye
penetration test/ other NDEs as per project specification for fillet welds.
v. Piping plans/ Isometrics shall be released to Subcontractor for construction progressively.
Piping shall be prefabricated based on project execution strategy. Prefabricated piping
spools shall be supplied by Subcontractor/Contractor unless stated otherwise. The field
welds will be identified on isometrics by the Subcontractor.
vi. Major/Secondary pipe supports are included in BOQ for Structural Work.

vii. Piping laterals- Fabrication of laterals and reinforcement pads is not measured
separately; i.e. one lateral with reinforcement pad is considered as one weld. Welding of
jacket seams shall not be measured separately but shall be included in jacket seams.
viii. For services requiring galvanizing, piping shall be either screwed or welded type as
indicated in the Bill of Quantity. Subcontractor shall carry out fabrication & erection of
piping completely. Refer Piping Bill of Quantities for the total erected lengths size wise
under galvanized category.
ix. Piping spools with FBE & PP inside coating will be prefabricated and tested in the shop
and will be delivered to Subcontractor for final installation. Normally the spools will be
flanged connection at site.
x. For services requiring GRE/RTRP piping, pipe joints shall generally be socket and spigot
type with adhesive bonding or key lock type joints as per specification. Adhesive kits shall
be supplied along with piping materials. However, all tools and tackles required including
all specialized tools for edge preparation, heating, if any and all consumables required for
the fabrication and erection of GRE/RTRP piping shall be provided by the Subcontractor.
Also the Subcontractor shall employ if necessary the services of specialists for the
successful erection of GRE/ RTRP piping.
xi. For services requiring HDPE piping, pipe joints shall generally be as per specification. All
tools and tackles required including all specialized tools for edge-preparation, heating,
and all consumables required for the fabrication and erection of HDPE piping shall be
provided by the Subcontractor. Also the Subcontractor shall employ if necessary the
services of specialists for the successful erection of HDPE piping.
ix. Subcontractor shall include supply and installation of stainless steel band for all
underground non-metallic piping if required as per project specification.
x. The piping with size 1 ½” and below shall generally be field routed. The Subcontractor
shall prepare isometrics/sketches for fabrication and erection in consultation and
agreement with Contractor. Routing if shown on piping plans / isometrics shall be for
guidance only. However, the routing shall be followed as far as possible.
xi. Subcontractor shall deploy competent and experienced erection supervisors to perform
the Subcontract Works, who shall work in close co-ordination with Contractor Site
engineers/supervisors.
xii. Tie-in/ hot tapping work shall be measured separately under separate BOQ.
xiii. The term “piping” shall be deemed to include pipe and all associated fittings and
ancillaries.
xiv. Any repairs observed during valve testing due to reasons not attributable to
Subcontractor shall be rectified at cost. Cost of repair/assistance during repair shall be
agreed and approved by the Contractor. Re-testing arising out of repair to valves due to
reasons not attributed to Subcontractor only shall be re-measured.
xv. Provision of temporary pipe spools/pipe supports to replace Inline Instruments etc. during
hydro test is deemed in the installation rate and shall not be measured separately.
Pressure Testing
a) All arrangements for pressure testing including supply of all temporary materials, pressure
relief devices for pneumatic testing, availability of potable water etc. shall be made by the
Subcontractor.

b) On plot piping shall be pressure tested in accordance with ANSI B31.3. The test pressure
shall be marked in the line list against each line.
c) Water fill test shall be carried out for all lines designed for gravity / atmospheric pressure
including supply of suitable quality water.
d) Test packs for hydro-testing of on plot piping shall be prepared by the Subcontractor in
consultation with Contractor’s Site construction manager.
e) All piping after hydro-testing shall be flushed, cleaned and dried as per project specification.
Large Bore lines may be air flushed using air blowing technique, procedure subject to
approval by Contractor/Company.
f) Following records shall form a part of documentation to be submitted by the Subcontractor.
x Records of all pressure testing
x Records of all Non Destructive Testing & PWHT.
x As-built mark-ups.
x Any other documents specifically required as per the Main Contract and/or as per
approved ITPs
Underground Protection
Underground protection for the buried pipe work shall be provided by the Subcontractor in
accordance with the Line List and Project Specification.
Specific Responsibilities:
Health, Safety, Security and Environment (HSSE) Requirements.
Subcontractor shall fully comply with the HSSE requirements of the Contract. All necessary
precautions shall be taken to ensure the safety of personnel and property. Subcontractor shall
comply with applicable national, state or local codes, regulations and safety orders and
practices of Company covering working conditions, scaffolding, clothing, fire and explosion
hazards, safety equipment, solvents, lighting, venting and grounding of vessels.
As Built
The Subcontractor shall provide ‘As-Built’ red line mark ups on piping plans, drawings and
isometrics as part of work completions document after incorporating Contractor/ Company
comments.
Basis of Cost
1. Prices and Rates shall include for the cost of all construction aid, temporary materials
and consumables.
2. Rates for piping shall include the cost of all transportation, handling and cleaning,
insurance, labour, supervision and management, provision of necessary construction
plant and equipment, consumables and temporary supports, overhead costs and
premium, but excluding the cost of permanent materials except where specifically
stated otherwise.
3. Installation of valves, in line items and in line instruments are included with Piping
Installation/Erection rate and shall include for setting up and aligning, additional
fabrication and fixing complete.

4. Bolted joints are included in the rate for piping installation/erection and shall include
ensuring fit-up, installation of bolts, nuts and gaskets, and bolting to the required
torque in the Specification. Any bolt tensioning/ torque requirement should be included
in the rates.

P-P4-001 : Welding/ Jointing and Erection of Metallic Pipe excluding Galvanised & Lined
Pipes
Rate for site fabrication and erection of weld joint (Indicated as No. of Joints) shall include all
costs including receipt and handling of pipes / pipe spools, cutting pipe to required lengths, pipe
end preparation, perforation of header pipe (for branch fitting), alignment, clamping, tacking,
preheating as required, welding etc. The rate shall also include magnetic particle inspection/
liquid dye penetration test, PMI required as per project specification. Therefore, these shall not
be measured separately and paid as rate includes the same. SS piping welding rate shall also
include pickling, passivation and any other cleaning required for welded joints as per
specification/ standards.
Rates shall include for site fabrication and Welding of welds (Indicated as no. of joints) in trench,
at grade and/or at elevation, but shall exclude the cost of any trenching or associated civil
works.
All secondary supports like T-posts, goal posts etc. shall be erected and paid as part of BOQ for
Structural Work.
Remaining pipe supports like wear pads, reinforcement pads, dummy legs and Trunions
supports, which are of the same piping materials, and directly welded to the piping shall be
measured separately and paid as part of primary supports.
All primary pipe supports like shoes, guides, saddles, clamps, brackets etc. shall be supplied,
fabricated, welded and erected by the Subcontractor including supply of all structural steel
materials.
Payment for radiography & PWHT as applicable shall be paid separately.
Rates shall also include for erection of piping in trenches, at grade and at all elevations above
grade including provision of scaffolding, any special equipment like cranes etc. Testing, visual
inspection, pressure or hydrostatic testing, flushing, air blowing, drying, leak testing, purging and
inerting of pipe work are included in the rate for piping installation/erection. This rate shall also
include for the provision and subsequent removal of all temporary supply lines and hoses,
pumps, instruments, temporary blinds, gaskets (and the like), all costs of necessary
disconnection and reinstatement of piping systems, supply, filling and disposal of water,
maintaining records, including preparation of test packs and complying in all respects with the
Project Specifications and QC requirements.
Subcontractor shall perform purging/ inerting, flange management etc., as per the Responsibility
Matrices.
Rate shall include provisions of suitable quality Hydro-test water for testing.

Method of Measurement
Welding/ Jointing of pipes shall be measured in Inch Dia. Erection of pipes shall be measured in
Inch Meter along the centre line of the installed Piping including fittings, flanges, valves and all
other ancillaries as per As-Built Drawings.

Rate for installation/erection shall include all costs including receipt and handling of materials
including prefabricated pipe spools, cutting pipe to required lengths, pipe end preparation,
perforation of header pipe (for branch fitting), alignment, clamping, tacking, threading and
welding as required. The rate shall also include magnetic particle inspection/ liquid dye
penetration test, PMI required as per project specification. Therefore, these shall not be
measured separately and paid as rate includes the same.
Rates for installation shall include for site fabrication (Indicated as no. of joints) of weld joints,
and installation of piping in trenches, at grade and/or at elevation as per the project requirement,
but shall exclude the cost of any trenching or associated civil works. The pipe with size 2” and
below is of threaded connection and pipe with size 3” and above is of welded flanged spools.
Contractor shall supply galvanized piping material and fittings for size 2” & below. The
galvanization shall also include shoe supports, saddles, wear pads, reinforcement pads,
dummy legs & Trunions supports, which are of the same piping materials, and directly welded to
the piping.
Payment for radiography & PWHT as applicable shall be paid separately.
Fabrication of special brackets or pipe supports shall be reimbursed as per applicable unit rates
for pipe supports. All secondary supports like T-posts, goal posts etc. shall be erected and paid
as part of BOQ for structural work.
All primary pipe supports like shoes, guides, saddles, clamps, brackets etc. shall be supplied,
fabricated, welded and erected by the Subcontractor including supply of all structural steel
materials.
Rates shall also include for erection of piping in trenches, at grade and at all elevations above
grade including provision of scaffolding, any special equipment like cranes etc. Testing, visual
inspection, pneumatic or hydrostatic testing, flushing, air blowing, drying, leak testing, purging
and inerting of pipe work are included in the rate for piping installation/erection. This rate shall
also include for the provision and subsequent removal of all temporary supply lines and hoses,
pumps, instruments, temporary blinds, gaskets (and the like), all costs of necessary
disconnection and reinstatement of piping systems, supply, filling and disposal of water,
maintaining records, including preparation of test packs and complying in all respects with the
Project Specifications and QC requirements.
Subcontractor shall perform purging/inerting, flange management etc., as per the Responsibility
Matrices.
Rate shall include provisions of suitable quality pneumatic fluid/ hydro-test water for testing.

Method of Measurement
Installation of CS galvanized Pipes shall be measured in Inch Meter of installation.
P-P4-003 : Welding/ Jointing and Erection of Metallic Lined pipes –EPOXY / FBE / HDPE/
HBP / Cement.
Length of Piping Installation as provided in the BOQ is measured along the centre line of the
installed Piping is inclusive of pipes but excludes fittings, flanges, valves and all other ancillaries
as per As-Built Drawings and BOQ description.

Rate for site fabrication and erection of weld joint (Indicated as No. of Joints) shall include all
costs including receipt and handling of pipes / pipe spools, cutting pipe to required lengths, pipe
end preparation, perforation of header pipe (for branch fitting), alignment, clamping, tacking,
preheating as required, welding etc. The rate shall also include magnetic particle inspection/
liquid dye penetration test, PMI required as per project specification. Therefore, these shall not
be measured separately and paid as rate includes the same.

Rates shall include for site fabrication and Welding of welds (Indicated as no. of joints) in trench,
at grade and/or at elevation, but shall exclude the cost of any trenching or associated civil

inspection, repair of any damaged lining material during handling / construction at site, supply &
application of lining material for site joints (except HDPE sleeve supply) pressure or hydrostatic
testing (in case of internal HDPE lined pipes pressure or hydrostatic testing pre-post HDPE
liner installation ) , flushing, air blowing, drying, leak testing, purging and inerting of pipe work
are included in the rate for piping installation/erection. This rate shall also include for the
provision and subsequent removal of all temporary supply lines and hoses, pumps, instruments,
temporary blinds, gaskets (and the like), all costs of necessary disconnection and reinstatement
of piping systems, supply, filling and disposal of water, maintaining records, including
preparation of test packs and complying in all respects with the Project Specifications and QC
requirements.

Subcontractor shall perform purging/ inerting, flange management etc., as per the Responsibility
Matrices.

Rate shall include provisions of suitable quality Hydro-test water for testing.

Method of Measurement

Welding/ Jointing and Erection shall be measured in Inch Dia.


Erection shall be measured in Inch Meter.

P-P4-011 : Radiography
Payment for radiography shall be made only for accepted radiographed joints. No payment shall
be made for any re-takes/ Re-shoots of joints if the quality of radiographs is not as per
specifications or cannot be interpreted. Similarly, no payment shall be made if any joint found
defective; the joints are repaired and radiography is repeated on such joints. If any penalty is
imposed for weld repairs due to fault of Subcontractor, as per provision of codes/ project
specifications, such additional radiography shall not be paid. Radiography to check the
soundness of welding joint before carrying out PWHT shall not be paid by Contractor.
Radiography of welded joints shall include for the provision of all qualified personnel, suitable
isotopes, and storage of isotopes as per local/international regulations, necessary equipment
and facilities, including fully equipped darkroom, supply and development of films, reporting and
maintenance of records.
Method of Measurement
Radiography of weld joints shall be enumerated as no. of joints.

P-P4-012 : Post Weld Heat Treatment (PWHT)


Post Weld Heat Treatment shall be performed for the successful radiographed weld joints as
per BOQ. PWHT treatment shall include cost for all qualified personnel, necessary equipment
and facilities for carrying out PWHT are per the project specification & drawing.
Method of Measurement
PWHT of weld joints shall be enumerated as no. of joints.

P-P4-013 : Pipe Supports


The weight shall be the net installed weight, without addition for rolling margin, wastage, laps,
welding material, clips, bolts, nuts, washers, protective coatings, fireproofing but without
deduction for holes and notches. Weights shall be calculated from the particulars given in the
relevant standard weight tables.
Primary supports such as trunions, U-bolts, clamps, dummy legs, piping attachments, shoes,
guides and shoe supports etc. shall be installed by the Subcontractor as part of piping erection.
All primary supports including structural material for fabrication of shoes and guides shall be
supplied by the Subcontractor. Wear pads, clamps, dummy legs, & Trunions supports to be

welded on the pipes will be normally of the same piping material shall be supplied by Contractor
as free issue material. Special support such as spring support, Teflon pad etc. shall be supplied
to Subcontractor as free issue for installation.

Method of Measurement
Unit of measurement shall be net weight measured in Metric Tons (MT), calculated as per AFC
drawings/specifications.

P-P4-014 : Painting
Prices and Rates shall include for the cost of all permanent and temporary materials,
scaffoldings and consumables.
Rates for painting shall include for all surface preparation, supply of consumables, supply &
application of primer, paint including color-coding, banding and flow marking in accordance with
the project specification. Rates also include stencilling on piping, as required.
Rates shall also include for picking out valve wheels and other sundry items in contrasting paint.
Painting of pipe support directly welded to the pipe is not measured separately, but deemed
included in unit rate for pipe support.
Surfaces shall be painted using the paint systems specified in the project specifications using:

Subcontractor may use their supplier’s standard paint specification provided it meets the
requirements of this specification and as approved by Contractor.
Paint system colour requirements shall be as indicated in the drawings, specifications and
Colour Schedule, unless otherwise approved by Contractor.
Shop weld joints and field weld ends will be left unpainted (joints protected with suitable
masking tape) which shall be painted at site by Subcontractor after hydro-testing. Touch up
painting of prefabricated spools to rectify transit damages shall also be in Subcontractor scope.
The painting of shop welded unpainted joints after hydrotesting shall be paid as per piping
painting rate with painted surface area of shop weld joints.
Method of Measurement
Piping painting shall be measured in Square Meter (M2) based on the outside diameter of pipe
multiplied by the length measured along centreline of pipe through all inline fittings, flanges,
special fittings and the like. Additional surface area of flanges, fittings, special fittings and the
like shall not be measured separately and is deemed to be included in the unit rate. The method
shall be applicable for Insulated, non-insulated and buried piping.

P-P4-015 : Insulation
General Requirements
x All surfaces to be insulated shall be free from moisture, frost, grease or dirt.
x Insulation shall be applied to the pipe work when the ambient temperature is above 0°C with
the pipe surfaces completely dry.
x All insulation materials and accessories shall be new, fit-for-purpose and suitable for a
minimum design life as per specifications. The insulation shall be odourless at operational
temperature, mould and vermin proof, non-flammable and chemically inert.
x A removable section of insulation or a window shall be provided where required for the
purpose of metal wall thickness measurements.
x External stiffening rings on vessels shall be fully and independently insulated.
x The insulation and cladding design shall allow for expansion and contraction of the vessel and
pipe-work.
x The use of asbestos as any component part of insulation materials is NOT acceptable. The
leachable halide content of insulation materials shall not exceed 30ppm.
x Insulation shall not be applied until all testing, inspection and painting is completed and
accepted by Contractor/Company.
x Nameplates and stampings on equipment shall not be insulated. The insulation shall be cut
back as required and waterproofed.
x Insulation or accessories shall have no flammable materials such as paper, bituminous
sheets, etc, attached to it.
x The integrity of any flange isolating gasket set must be maintained when applying insulation
materials to the mating piping systems by not boxing across the joint, so that the two systems
are kept electrically isolated.

x The economic thermal insulation thickness shall be determined during detail design in
accordance with BS 5422 and based on operating conditions, equipment operating
temperature and insulation thermal conductivity.
x Detail drawings as per manufacturers’ recommendations shall be developed showing
materials and method of application for all types of insulation and cladding. All drawings and
related documentation shall be submitted by the Subcontractor for review/acceptance by
Contractor.
x Subcontractor shall fully comply with the Health, Safety, Security and Environment (HSSE)
requirements of the Contract.
Specific Responsibilities
x Where personnel protection is specified, application and materials shall be as stated for
heat conservation insulation, unless heat loss is essential. Where heat loss is essential,
personnel protection shall be in the form of open guards, shields or railing.
x Personnel protection insulation shall be applied to piping operating at temperatures above
55qC when the piping is located within 1 m horizontally and 2 m above any platform or
access way.
x For details of external cladding requirements and accessory items refer to specification.
x As Built : Subcontractor shall include but not limited to provide as built red line mark up of

Prices and Rates for insulation to pipe work shall include but not limited to the following:

x Cost of all permanent and temporary materials, scaffolding and consumables.


x Application of insulation material, vapor barrier, sealing compound, cladding and strapping
as per specification.
x Applying required insulation system to the pipe work.
x Removable boxes to valves and other in-line fittings including associated flanged joints and
isolated flange joints shall not be measured separately and is deemed included in the rate
x Working at any height or location and ancillaries, narrow widths, isolated areas, junctions
between steelwork sections, stiffeners, working around doors, hatches, supports and the
like, and working over pipe joints, removable access panels and expansion/contraction
joints.
Method of Measurement
Insulation to piping shall be measured in Linear Meter (M) for different pipe sizes and insulation
thickness as per BOQ. Linear length shall be measured across centreline including all pipes, in
line fittings, flanges, valves, valve boxes, special fittings and the like.

P-P4-016 : Coating & Wrapping


Rates for coating and wrapping shall include for all surface preparation, supply of consumables,
supply and application of primer and tape wrap materials in accordance with the Specification.
Rate shall also include all costs including receipt and handling of materials and application
required as per specification.

Method of Measurement
Coating and Wrapping for the piping shall be measured in Square Meter (M2) based on the
outside diameter of pipe multiplied by the length measured along center line of pipe through all
inline fittings, flanges, special fittings and the like. Additional surface area of flanges, fittings,
special fittings and the like shall not measure separate, and is deemed included in the unit rate.

P-P4-017 : Chemical Cleaning


Chemical Cleaning shall be carried out as per Company Specification & Standards using
Company approved vendor services by Contractor. Subcontractor shall provide support services
related to chemical cleaning including installation of temporary network & Piping loops for
chemical cleaning, deployment of manpower, Equipment and required tools and tackles.
Chemicals, Purging & inerting gases for piping system as per Responsibility Matrices.
Method of Measurement
Unit of Measurement shall be measured in Volume (M3)
