1. I am a law student of San Beda University - College of Law and a

member of the Legal Aid Bureau with office address at San Beda University, 638
Mendiola Street, San Miguel, Manila 1005

2. On September 16, 2019, I served by way of registered mail, in

compliance Rule 13 of the 1997 Rules of Procedure. a copy of the Comment by
depositing a copy thereof in the Post Office, in a sealed envelope plainly
addressed to the parties at their offices and residences listed hereunder, with
postage fully prepaid per Registry Receipt Numbers indicated opposite their
names and the original receipts being attached hereto, and with instructions to
the post master to return the mail to the sender after ten (10) days if undelivered,
to the following addressee:

as evidenced by the registry receipts hereto attached.

Further, I submit the following explanations as to why personal service of

the aforesaid pleading was not resorted to:

1. The address of the party is far from that of our office; and
2. Our office does not have sufficient personnel to effect personal service
of all the numerous pleadings it prepares everyday.
