BHPetrol’s commitment to Health, Safety, Security and Environmental performance
Company’s policy stated that Working Safely is a Condition of Employment / Contract
•Everyone who works for BHPetrol is responsible for HSSE performance.

•All employees and contractors shall be committed to working safely for BHPetrol by being
aware of its policy commitments and by observing the safety rules set at the places of work.

•Breach of such rules will render employees and contractors liable to disciplinary action,
leading to termination of employment or contract.

•BHPetrol shall, from time to time, inform contractors of the safety rules on use of PPE, safe
practices, work rules and disciplinary procedures at their work place. Contractors must aware of and
are appropriately trained to meet the HSSE requirements.

•Contractors shall ensure that they are aware of the safety rules of all work sites they visit.

HSE POLICY
(Health, Safety & Environment)
Boustead Petroleum Marketing is committed to achieving the highest standards of
health, safety and environmental performance.

We firmly believe that good business starts with good HSE performance. Everybody
working for BHPetrol is responsible for getting HSE right. In everything that we do, we
will make sure it is safe and does not cause harm to people or damage to the
environment.

We will strive to achieve “Zero Incident” by:

✓ Discussing and resolving openly all HSE concerns.
✓ Helping each other to improve HSE performance.
✓ Rewarding good HSE performance.
LIGHT VEHICLE POLICY
This policy is applicable to anyone who works for Boustead Petroleum Marketing Sdn. Bhd. and required to drive a light
vehicle ( < 3.5 tonnes unladen ) for company business. The vehicle may be owned by the company, the staff or be a rented
car.
All categories of vehicle must not be operated unless:
✓ Vehicle is fit for purpose, inspected and confirmed to be in
safe working order.
✓ passenger number does not exceed manufacturer’s design
specification for the vehicle.
✓ loads are secure and do not exceed manufacturer’s design
specification or legal limits for the vehicle.
✓ seat belts are installed and worn by all occupants.
Drivers must not be authorized to operate the vehicle unless:
✓ they are trained, certified and medically fit to operate the
class of vehicle
✓ they are not under the influence of alcohol or drugs, and are
not suffering from fatigue
✓ they use hand free kit, only for short conversation.
DRUG & ALCOHOL POLICY
It is BHPetrol’s policy to strive to create a safe working environment where accidents will not occur and in which
employees, contractors, customers and the public will not be exposed to fire, leak, explosions, accidents or other
health or safety hazards.

In order to minimise the likelihood of accidents, BHPetrol requires the performance of its employees, contractors
and others on its premises or operating equipment on BHPetrol’s behalf to be unimpaired by alcohol or drugs.

All operating sites ( offices, land and sea fed distribution terminals, LPG storage and bottling plants, tankers, service
stations, etc ) are classified as “ dry facilities “ where alcohol may not be served or consumed at any time.
Consumption of alcohol outside these operational sites during office hours is not encouraged even on special
occasions. In addition, alcohol also should not be consumed at any time outside the operational sites if the
consumption may result in the consumer being under the influence of alcohol whilst within any operational site
whilst operating equipment on behalf of BHPetrol.

Illegal and prohibited drugs are not to be handled, traded or consumed by employees, contractors, customers or
other personnel on company premises, transportation vehicles or vessels or within other company facilities.
DRUG & ALCOHOL POLICY
BHPetrol may require employees and contractors to undergo tests for impairment by drugs and/or
alcohol in any one or more of the following situations:
a ) immediately following a road or sea delivery accident.
b ) if the employee or contractor appears to be under the
influence of or impaired by drugs or alcohol during routine
work or following a non-delivery accident.
c ) When employees are transferred to safety sensitive jobs.
d ) randomly.
BHPetrol may also require such tests to be carried out during pre-employment medical check ups for
safety sensitive jobs.
The Policy above represent BHPetrol’s minimum requirements and is not intended to supersede any
legislation in Malaysia governing the use or consumption of alcohol or drugs.

Lock Out, Tag Out, Test Operation (LOTOTO)


An energy isolating device is a mechanical device that
physically prevents the transmission or release of
energy.
To prevent injury to servicing and /or maintenance
employees due to the unexpected energization or
startup of machines, equipment or processes; or the
release of stored energy
Affected employees may disable, shutdown, or turn
off machines or equipment.

3. Ground Disturbance

“Ground is disturbed if a work activity on or under the surface results in a disturbance


or displacement of the soil.”

Definition :
• A space that is large enough for a person to
enter, has limited or restricted means for
entry/exit, and is not designed for continuous
occupancy.

Any person is required to work at a place from which he will be liable to fall a distance of more
than ten feet (10 ft / 3.05 m), means shall be provided to ensure his safety & such means shall
where practicable include the use of safety belt and ropes.
(Reg. 12 Factories and Machinery (Safety, Health and Welfare) Regulations 1970

The design, construction, maintenance and use of all types of
elevating work platforms must comply with the accepted
international standard
- Correct type of machine for intended work
- Trained operator to operate the machine
- The machine possessed Perakuan Kelayakan Mesin Angkat
(PMA)
- The machine has been inspected and tested at regular
interval in accordance with manufacturer specifications
- The machine will not be overloaded or used as a crane
6. Lifting operations
Crane Operator
1) All operators of powered lifting devices shall be certified
crane operators trained and certified for operating that
equipment.
2) Operators shall keep their certification available on the
jobsite at all times.
3) The operator shall be a competent person and is
responsible to assure that the following are done before
a lift begins:
• An assessment of the lift has been completed and the lift
method and equipment have been determined by a competent
person.
• Make sure the crane and load are properly configured.
• Assure that outriggers and cribbing are being used at all
times while performing lifts.
Trained operator shall ensure that the following are in good condition and are adequately rated
for the intended load: “crane (with valid PMA), wire ropes, reeling systems, all rigging hardware”
6. Lifting operations
Every lift with mechanical equipment shall be planned before the lift begins.
At a minimum, the following factors shall be considered in the lift plan.
1 Swing radius/travel path of the proposed lift.
2 Load does not exceed the dynamic and/or static capacities of the lifting equipment.
3 Barricade the work area.
4 Weather conditions.
5 Control lines—If the load shall be guided or stabilized; control lines may be used. Control lines shall be
connected before the load is raised. Do not attempt to connect them if the load is suspended
6 Use proper approved hand signals.
Consider hazardous surroundings and conditions, including:
• flammable atmospheres,
• power lines,
• excavations,
• loose/shifting soil.
7. Driving Safety
Practices for driving light vehicles (including service trucks) that apply to maintenance and
construction work in the retail petroleum/convenience business.
1) VEHICLE REGULATIONS AND STATE REQUIREMENTS
• Have a driver’s license which is valid for the type of vehicle being driven.
• Assure that their vehicle is properly insured, and shall carry proof of insurance in the vehicle.
2) USE OF SEAT BELTS
• Seat belts shall be worn by all occupants at all times whenever a vehicle is in motion.
3) Mobile Phones While Driving
• Mobile telephone use by the driver of a motor vehicle is strictly prohibited while the vehicle is in motion.
4) PROPER PLACES TO PARK WHILE ON THE SITE
• Restricting exit and entrance to the facility.
• Restricting normal customer vehicle or pedestrian traffic patterns.
• Screening customer view of traffic while exiting.
• Restricting movements of delivery trucks.
5) DEFENSIVE DRIVING
All drivers shall be appropriately licensed, trained and medically fit to operate the vehicle.
8. Management of change
Management of change (MOC) is a systematic approach to organizational changes with the aim
of ensuring the continued safety of the workforce throughout the process. These systematic
processes ensures that the change is dealt with in a proactive fashion.

Since these operations include processes, procedures, and policies aimed at protecting workers
from injury, dealing with the change haphazardly or without forethought can leave workers
unsafe and unprotected.
