What is this workshop?

Inclusive Education is an approach seeking to address the learning needs of all children, youth,
adults with specific focus on those who are vulnerable to marginalization and exclusion. Idea of
inclusive education was adopted at the World Conference on Special Needs Education: Access
and Quality at Salamanca, 1994. It was reemphasized and elaborated in the UNCRPD 2006 in
which India was one of the member countries to ratify. RTE Act, 2009 mandates free and
compulsory education to all children from 6 to 14 years of age. It emphasized that every child
in our country has a Right to Education.

The key objective of RTE is universalization of elementary education which emphasized on

access, enrolment and retention of all children in 6 to 14 years of age. This goal has been
further facilitated by the 86th amendment of the Constitution, making free and compulsory
elementary education a fundamental Right for all the children with special needs. With this,
the concept of inclusive education has been popularized in the education system. With the
enactment of RPwD Act, 2016 a legal status has been ascribed to inclusive education and the
emphasis is given on the fact that no child can be denied admission in the neighborhood
schools on the ground of disability.

Though children with disability are getting admitted in the regular schools, their learning needs
are not fulfilled due to lack of proper teacher orientation. Hence, there is a dire need to equip
the teachers with skills and competency so that learning needs of this marginalized group of
students can be met with.
