References: a, Republic Act No. 9003 — “An Act Providing for an Ecological Solid Waste Management Program, Creating the Necessary Institutional Mechanisms and Incentives, Declaring Certain Acts Prohibited and Providing Penalties, Appropriating Funds Therefore, and For Other Purposes”; and b. Quezon City Ordinance No. SP-2350, S-2014 - Providing for the Environmental Protection and Waste Management Code of Quezon City. 2. It is cited in Republic Act No. 9003 that it is the policy of the state to adopt a systematic, comprehensive and ecological solid waste management program that ensures protection of public health and the environment, proper segregation, collection, transport and storage, treatment and disposal of solid waste through the formulation and adoption of environmental practices. 3. Moreover, waste management illustrates the potential and benefits of recycling not only in addressing waste management problems but also in alleviating poverty. Relative to this, we encourage all our personnel on the conservation of waste resources through education, information, dissemination, and implementation of an effective system. 4. The following implementing guidelines on waste management are thereby prescribed for guidance in the national headquarters, regional offices and facilities of the BUMP: 4.1 CLASSIFICATION OF SOLID WASTE 4.1.1 Biodegradable Waste- waste which decompose in the course of time such as leftover foods, fruits and vegetables peeling, newspapers, office paper, envelopes, folders, cardboards and other paper products. 4.1.2 Non-Biodegradable Waste- inorganic solid waste which do not undergo decomposition hence are non-compostable such as cartridges, rubbers, aluminum cans, plastic bottles, and other plastic products. "Changing Lives, Building a Safer Nation" 4.1.3 Hazardous/Toxic Wastes- those potentially dangerous to the environment and health due to chemical reactivity, toxicity, flammability and explosiveness such needles, blades, aerosol cans, fluorescent bulbs, paint and lacquers, disinfectants and bleaching agents in the form of solid, liquid and gas, expired medicines, batteries, corrosives, acids, and other chemicals alike. 4.1.4 Infectious/Pathological Wastes- include comfort room waste, clinical waste, dead insects/animals, blood, body fluids and things usually coming from patient services. 4.2 SOLID WASTE MANAGEMENT 4.2.1 Each office shall segregate solid waste in accordance with the aforementioned classifications; 4.2.2 Color coded trash bins shall be set up in each office to facilitate the sanitary efficient handling, storage and disposal of different types of waste; 4.2.3 All personnel and PDL are encouraged to observe the process of waste management to wit: + Reduce- institute to ensure reduction of solid waste. It conserves resources and help cut waste disposal and handling cost. = Reuse- all office shall endeavor to make good use of solid materials that are apparently in waste form. For example, use the clean side of used papers in drafting communications. = Recycle- the process where used products are recycled into raw materials that can be used in the production of new products. Recycling of the products provides raw materials that are energy efficient, cost effective and less polluting. This also avoids the consumption of new raw materials. 4.3 REQUIREMENTS FOR SEGREGATION AND STORAGE OF WASTE The following shall be the minimum requirements for sanitary segregation and storage of solid wastes: 4.3.1 Each office shall be provided with color-coded container bins for the. segregation of solid waste according to type. In the absence of color coded bins, garbage bags should be tied instead with tne corresponding color for proper identification. The following shall be followed: GREEN for biodegradable westes RED for non-biodegradable wastes BLACK for hazardous/toxic wastes YELLOW for infectious/pathological waste for Health Service Division/Unit “Changing Lives, Building a Safer Nation” age 2 of 3 (IMPLEMENTING GUIDELINES ON PROPER WASTE MANAGEMENT IN ALL BUMP OFFICES AND FACILITIES) YELLOW CONTAINER _for Health Service Division/Unit It should be puncture proof (made from high density metal or plastic) and fitted with covers. 4.3.2 As government body, all personnel should not only be exuding discipline in our thoughts and actions but the standards of discipline. ‘Simple waste segregation should be innate to us, as we are expected to display and observe proper waste management. 4.3.3 The janitorial maintenance service shall make sure that the segregated garbage is placed in the color-coded bins. Including the designation on the strategic locations for waste bins and the central ‘segregation collection area for proper disposal of solid waste. 4.3.4 Broken glass or lamps and other sharp objects shall be enclosed securely in hard cardboard and tied to prevent injury to handlers. 4.3.5 Collection, transport and disposal of solid wastes are the responsibilities of the local government units (LGUs). At present, most LGUs administer their own collection systems or contract this service to private contractors. 4.3.6 Proper disposal of garbage is a must which the National Headquarters, Regional Offices and Jail Units must comply. Noncompliance will result to disciplinary action as per Directorate for Health Service and Headquarters Support Service or its Regional Counterparts. 5.
