Constitutional Basis of Education
Article II, Section 17. The State shall give priority to education, science and technology, arts, culture, and
sports to foster patriotism and nationalism, accelerate social progress, and promote total human
liberation and development.

Section 1. The State shall protect and promote the right of all citizens to quality education at all levels
and shall take appropriate steps to make education accessible to all.
Concept of education
The world education comes from the Latin world e-ducere, mean “to lead out”, “to draw out”,
facilitating the realization of the full human potentials of an individual that takes place in formal and
informal settings (Tamayo, 2013). It is indeed, difficult to define education. Education is a relentless
process of becoming. To the human being we educate and to the animal we train. According to
Wikipedia Encyclopedia, education in the broadest sense is any act or experience that has a formative
effect on mind, character or physical ability of an individual. In its technical sense education is a process
by which society deliberately transmits its accumulated knowledge, skills and values from one
generation to another
According to Coombs (1976), education is learning regardless of where, when, and how it occurs,
leading to a change in the learner’s behavior. This definition presupposes that one can be educated
without going to school.

Over and above imparting knowledge and developing skills, education must build character, teach
values, sharpen the mind, and mold future responsible and thinking citizens. It is wrong educational
policy that attaches importance to the improvement of scholastic ability but gives little attention to the
sound development of human nature.
Schooling
Schooling is the sum of experiences, activities, and processes, which occurs within educational
institutions. It is more organized form of education that takes pace is school. It is hierarchical,
programmed, and packaged education for the individual through fixed and well-crafted curriculum,
methodologies, and testing. Schooling also means the number of years spent by an individual in
educating himself within the four walls of the school.
