Background of Tabung Haji

Lembaga dan Urusan Tabung Haji Malaysia or The Pilgrims Management and Fund
Board of Malaysia established and started in 1963. Tabung Haji is governed by Tabung Haji
Act 1995 ( Act 535) which to help the Muslim in Malaysia saving their money for pilgrimage
without having the fear their money will be corrupted with riba. Tabung Haji is an
experienced body in savings, hajj services and investments as it already has 50 years of
experience. Tabung Haji attempt to build up the Malaysian’s Muslim’s economy to resolve
the Muslim’s economic problem while they can actively and effectively participate in
economic development of Malaysia at the same time. Tabung Haji put its best effort to
provide hajj services which is excellent and satisfactory for Malaysian pilgrims. According
to Tabung Haji, “TH has more than 9 million depositors and a 125 branches with more than
10,000 touch-points nationwide.” Tabung Haji also do their operation in Jeddah, Kingdom of
Saudi Arabia under the supervision of Malaysian Consulate.

There are five goals Tabung Haji strive to achieve. Firstly, to enable Muslim to save
their money continuously without involve in usury so that they have money to finance their
pilgrimage with clean money. Secondly, to enable Muslims to invest their saving in Syariah-
compliant activities. Thirdly, to give protection, control and welfare of Muslims while they
are on Hajj. The Royal Professor YM Ungku Abdul Aziz bin Ungku Abdul Hamid is the one
who propose the idea to set up the Prospective Hajj Pilgrims Savings Corporation
(Perbadanan Wang Simpanan Bakal-bakal Hajj(PWSBH)) in December 1959. PWSSBH was
then established in 1963 under Law No. 34 1962 while under the supervision of the Ministry
of Rural Develoment. On 30 September 1963, Malaysian Muslims deposit their money into
PWSBH.

During the early operations in 1963, 1, 281 pilgrims opened their own accounts with
total savings of RM 46, 610. At that time, dividend and bonuses were never in thought. It
only started with 13 staff and managing 5000 pilgrims travelling by ships. In 1969, PWSBH
was merged with the Hajj Affairs Management Office (Pejabat Urusan Hal EHwal Haji) to
continue intensify its role in managing the expending savings and hajj management. It was
first named as Lembaga Urusan dan Tabung Haji (LUTH) and in 1995 it was renamed as
Lembaga Tabung Haji, which is now known as Tabung Haji or TH.
Now, Tabung Haji or TH able to manage 26, 000 pilgrims travelling by air plane from five
different airports. During the end of 2009, TH has more 5 million depositors with a total deposit of 8
billion US dollar. Today, TH’s total deposit is about $9 billion us dollar with the initial government
grant of 50 thousand US dollar in 1963. The ratio of pilgrims to a medical doctor also was improved
toward the future. Tabung Haji help to manage the pilgrims’ saving deposits, passports, hajj visa,
transportations, accommodation, hajj guidance, together with medical services and healthcare. TH
also actively participate in economic activities such as commercial, industry, housing development
and plantations.

Tabung Haji carries variety of functions. The main function is to collect savings throughout
Peninsula Malaysia, Sabah and Sarawak in 345 locations.

TH basically undertakes a broad scope of functions. Primarily, it collects savings throughout


Peninsula Malaysia, Sabah and Sarawak in 345 locations. TH also made special banking
arrangements with Pos National Berhad (Malaysia’s Postal Service) and two commercial banks for
the collection of deposits. To offer better and convenient services, TH allows the deduction of salary
of employees from both public and private sectors. Recently, TH has further enhance its services by
collaborating with Bank Islam Malaysia Berhad and Bank Rakyat Malaysia Berhad for deposit,
transfer and withdrawal services and also the use of ATM cards issued by them. Additionally, TH also
performs both religious and social services to the pilgrims. TH manages pilgrimage affairs in matters
pertaining to conduct of courses on pilgrimage, arrangement of medical services, issue of hajj visa,
arrangement of transportation and provision of welfare and medical services to pilgrims both in
Malaysia and Saudi Arabia. Professionally, TH undertakes to make investment of depositors’ savings
in accordance to investment principles and tenets of Islam. In addition to the above services, TH
greatly improved the pilgrims’ preparation for their pilgrimage. Since 1963, a course for Bakal Haji
(Prospective Hajj) was initiated and offered in each district beginning six months before the hajj
season. Today, these courses consists 13-15 lecture series, demonstrations, films designed to clarify
both theory and practice relating to the hajj rites and rituals. TH constantly reminds pilgrims to instill
calm and patience throughout their stay in Saudi Arabia as sometimes they often beset by problems
and difficulties. It stresses its pilgrims the philosophy of hajj so as to enable them to perform their
religious duties sincerely and wholeheartedly to God. In other words, a complete set of formal
training covering the rituals to personal health awareness are part of TH’s service to its depositors
