R.I. DISTICT 2451 ROTARACT CLUBS BYLAWS
In exercise of the powers vested to them by the R.I. District 2451 Rotaract Clubs
Bylaws of 2013-2014, the R.I. District 2451.

These Bylaws may be cited as the R.I. District 2451 Rotaract Clubs Bylaws,
2013/2014.

ARTICLE 1 – PRELIMINARY
Definitions of keywords used in the Bylaws (unless the context requires otherwise)
1. “DRR” - District 2451 Rotaract Representative
2. “ADRR” - Assistant District 2451 Rotaract Representative
3. “DG” - District 2451 Rotary Governor
4. “R.I.” - Rotary International
5. “RAC” - Rotaract Club
6. “District” – Rotary International District 2451
7. “RDC” - Rotaract District Committee
8. “RCP”- Rotaract Chair Person

ARTICLE 2 – R.I. DISTRICT 2451 CONSTITUANTS


The District consists of youth of ages of 18-30, who are members of Rotaract Clubs
of Egypt - District 2451, formally registered with R.I.

ARTICLE 3 – DISTRICT RAC MEMBERS


All Rotaract clubs in the district are considered active under the following conditions:
1. Payment of US$50 or equivalent by their respective sponsoring Rotary Club
to R.I. upon chartering a new club or reactivating an inactive club.
2. Having not less than 10 active members. The members list must always be
ready to be submitted to the RDC team upon request.
3. Holding club meetings periodically. The frequency of meetings should be
weekly - unless otherwise stated in the club’s internal bylaws. At any point in
time, a club that has held less than 60%, of possibly held meetings, is
considered inactive. The club’s president and board are responsible for
maintaining “minutes of meeting” for all meetings to present to the RDC
upon request when counting meetings is required.
4. Attending District “Presidents’ Meetings”. At any point in time, any club
whose president, or representative has attended less than 60% of presidents’
meetings, is considered inactive.
5. Payment of the RAC fees to the District.

6. Attendance of the Annual District Conference (by submitting an annual
report and if possible the presence of RAC members), to present the club
activities which took place over the year. The club activities must include at
least one community service project and one international project. Any club,
who fails to satisfy any of the above-mentioned criteria, will be considered
inactive, the club’s activities will not be evaluated, and its voting rights will be
suspended till it’s considered active again.
7. More restrictions may be introduced by the RDC team to highlight more
restrictive criteria. Any additional criteria will only be considered if
presented, and communicated to all clubs’ presidents, within the first 2
months of the Rotarian year. Any additional criteria will be invalid by the end
of the Rotarian year.

ARTICLE 4 – PURPOSE AND GOALS OF THE RAC IN R.I. DISTRICT


2451

The Goals of the R.I. District 2451 RACs are implementing the Goals of R.I. as
stipulated in the R.I. Standard Rotaract Handbook. They are:
1. To develop professional and leadership skills;
2. To emphasize respect for the rights of others, and to promote ethical standards
and the dignity of all useful occupations;
3. To provide opportunities for young people to address the needs and concerns of
the community and our world;
4. To provide opportunities for working in cooperation with sponsor Rotary clubs;
5. To motivate young people for eventual membership in Rotary.

ARTICLE 5 – WHAT IS ROTARACT

The Rotaract program was created by and is an activity of Rotary International, who
holds authority for the establishment of constitutional provisions, organizational
requirements, and standards of procedure, as well as the protection of the Rotaract
name and emblem.

A Rotaract club is a Rotary club-sponsored organization of young men and women


between the ages of 18 and 30* whose purpose is to provide an opportunity for
young men and women to enhance the knowledge and skills that will assist them in
personal development, to address the physical and social needs of their
communities, and to promote better relations between all people worldwide
through a framework of friendship and service.

ARTICLE 6 - ROTARACT DISTRICT COMMITTEE (RDC)
1. The RDC is formed of:
a. The elected DRR
b. The assigned Deputy DRR (optional)1
c. The assigned ADRR (optional)
d. The assigned Secretary
e. The assigned Treasurer
f. The assigned committee director (5 main committees)
g. The assigned director for special committees as the DRR may see to
execute a special project or assignment provided that this committee
is terminated upon:
a. End of Rotary Year
b. Completion of project or assignment
c. Resignation of DRR
h. The immediate PDRR
i. The Communication and Information Committee Officer (CICO)”

j. The incoming elected DRR
2. The meetings of the RDC are chaired by the DRR. In case of the DRR’s
absence, the DRR must assigned one of the RDC team to chair in his place;
the DRR must also inform the RDC who is chairing, on his behalf, prior the
meeting.
3. Rotaract District Committee meetings are to be held as deemed necessary by
the DRR and are recommended to be held at least once quarterly. A meeting
of the RDC can be cancelled by the approval of the two-thirds (2/3) of the
committee members.
4. Any half (1/2) number of the RDC members plus one (1) shall constitute a
Quorum in RDC meetings.
5. In case of equal number of votes, the DRR’s vote acts as the tie breaker.
6. Please refer to point 23 the Statement of Policy to find the responsibilities of
the RDC.

ARTICLE 7 - ROTARACT DISTRICT MEETINGS

1. PETS – The Rotaract District Assembly must be attended by the incoming club
officers to get trained prior to taking District Conference - All Rotaractors
should be encouraged to attend the Rotaract District Conference to celebrate
the year’s success and emphasize fellowship.
2. Presidents Meetings - The DRR and his/her assistant/s should arrange
presidents’ meetings over the year to follow up on clubs’ activities, district
projects, joint projects, and help solve any problems the clubs are facing.
Every club must be represented in this meeting
(president/vice/secretary/treasurer/immediate p.p.).

ARTICLE 8 - NOMINATION AND RESPONSIBILITIES OF DRR

1. Application for nomination for the office of DRR is submitted by the


nominee’s RAC in writing to the current DRR, no later than the 31st of
December, together with a letter of recommendation from the nominee’s
RAC and nominee’s curriculum vitae. The nominations shall be submitted to
DRR by email and a hard copy letter signed by the club president and board
of directors within 48 hours after email has been sent.
2. The DRR nominee must have held an office of Past Club President, before his/
her year of office.
3. The nominee must be a member of any RAC of the District 2451 for at least
(3) consecutive years before nomination.
4. The nominee should not be holding an RDC office during the year the
elections takes place unless he/she resigns his/her office.
5. On the 1st of July of the year the DRR takes office he/she must be less than
30 years of age according to R.I.
6. Every RAC can nominate only one of its members for the office of DRR.
7. The club of the current DRR can’t nominate a DRR for the year that follows.
8. The nominating RAC must be a member of the District in accordance with
Article 3 of these By – Laws.
9. The DRR must inform the RAC Presidents of the names and personal data of
nominees no later than January 31st, seventeen months prior to the year the
nominated DRR takes office
10. RAC are entitle to submit a written protest to the DRR concerning any
nominee no later than March 30th, fifteen months prior to the year the
nominated DRR takes office.
11. After the DRR is being nominated he/ she will not take his/her post except
after the approval of The Nominating Committee (Immediate Past DRR is
Chair Person) which is formed of :
a. The DG of the year
b. Elected District Governor
c. The DRR in the year of the elections
d. The immediate past DRR
e. The incoming DRR
f. Rotaract Chairperson
In case the DG or the Nominating Committee rejected the nomination of the
District, a new DRR should be nominated by either DG or the Nominating
Committee. The new nominee is then announced to the clubs of the country
and they have the right to object within one month from nomination,
otherwise the new nominated DRR takes place of his post by 1st of July.
12. The Elected DRR becomes DRR on 1st of July and his term of office is
terminated on 30th June of the following year.
13. Upon resignation of DRR, or there is no DRR regardless of the reasons, the
Deputy DRR (if available referring to article 6) or District Secretary takes
office for a period not more than one month, during which nomination will
take place according to the provisions of this Article.

14. According to R.I. , campaigning & lobbying are strictly forbidden during the
DRR Elections.
15. Any nominee who violates this should be reported to the Nominating
Committee who in turn will investigate the incident and if ever he/she was
convicted his/her nomination will be cancelled and will not be entitled of
nominations for three consecutive years.
16. The tasks of DRR are:
a. Chairman of the District meetings
b. Appointing his Deputies in the RDC and the Administration Staff
c. Monitoring the preparation for the annual District Conference and
determining – in coordination with the RDC – the topics and
chairpersons for each session.
d. Inviting any person to attend the District meetings at his own
discretion.
e. Appointing of a Consultant Committee if he considers it necessary, to
assist the DRR in his tasks.
f. Appointing the members of the evaluating committee to act as stated
in Article 12. Subject to the approval of the RDC.
g. Informing the District RAC Presidents on the date of the forthcoming
annual District Conference not later than December 31 st.
h. Preparing reports on the District activities at the end of the year.
Distribute the reports to: R.I., DG, forthcoming DG and District RACs.
i. Presenting the District Budget at the end of the year, signed by
himself and the District Treasurer. Submitting of it to the RDC during
its meeting at the end of the annual conference.

ARTICLE 9 – APPOINTMENT, DUTIES AND RESPONSIBILITIES OF


ADRR

1. The DRR can appoint one or more ADRR within the District. It is up to the
discretion of the DRR to appoint any of the past Presidents he considers
suitable for the office but it is necessary that the ADRR has successfully
completed one full year as a RAC President.
2. The ADRR will assist the DRR in holding Presidents’ Meetings for the part of
the District he/she is in charge of, and he/she will act as the liaison officer,
and representative, between the DRR and the Clubs under his/her
responsibility

ARTICLE 10 - DISTRICT CONFERENCE

The organization of a district conference is the responsibility of the RDC or a special


committee as appointed by the DRR. Recommended sessions may include :
a. Opening Session
b. DRR presenting activities
c. District Assembly
d. Report discussing recommendations
e. General Sessions:
i. The general session can feature speakers from regional
government agencies, businesses or community organizations
whose knowledge and insights would be informative and
inspirational for Rotaractors.
f. Incoming presidents meeting together with PDRR, DRR, and the IDRR.
Recommendations are decided and a new district theme is
recommended.
g. Closing session: Announcing the IDRR, recommendations, awards, quick
presentation on the best project in every committee and outstanding
project.
h. Rotaract Awareness Cup

ARTICLE 11 – AWARDS and Criteria for Evaluation


1. Community Service Award:
a. Degree of collaboration between Rotary and Rotaract
b. Level of project promotion and Rotaract positive impact on the
Rotary/Rotaract image in the community
c. Percentage of club members involved in development and
implementation of project
d. Quantitative and qualitative results of the project (number of
beneficiaries)
e. Project innovation (Ideas and Implementation)
f. Involvement of other Rotaract clubs (Joint Projects)
g. Variety of Projects

2. International Service Award


a. Project Innovation (Ideas and Implementation)
b. Percentage of club members involved in development &
implementation of project
c. The effectiveness of project on international understanding
d. Level of promotion to Rotaract Image
e. Degree of collaboration with other Rotary and Rotaract
f. Variety of Projects

5. Fund Raising Award


a. Must be directly related to a project
b. Project innovation (ideas and implementation)
c. Degree of collaboration between Rotary and Rotaract
d. Amount of funds raised in US Dollars
e. Number of executed projects due to this fund raising event
f. Variety of projects

6. Best District Project Award


a. If the district project has been approved by 75% of the club presidents

7. Outstanding project
a. Mainly it should directly impact the community or international
understanding or professional development. It should also satisfy all
the criteria for project selection, and extra credit is given to joint
projects provided that this project collects the greatest total number
of points in the evaluation based on the above project criteria and at
any case more than 80% of the total maximum possible points.

8. Most Active RAC/ Best Club


a. The club that has the highest number of points is chosen as the best
club, putting into consideration the DRR recommendation according
to their average attendance in district meetings, performance over
the year, communication with RDC and other clubs.
b. According to the overall activities reflected to the awards gained in
the main 5 avenues of service committees on a total basis taking into

consideration at least 50% passing grade in each and every one of the
5 avenues of services.

9. Most Creative Project


a. As per the evaluation committee recommendation
b. Publicity of RAC activities award

10. Any other awards determined by the DRR and/or the evaluating Committee.
11. The DRR is allowed to put certain criteria throughout his year (that doesn’t
contradict with any of the above criteria) for the nomination of a special
award in accordance with the Rotary Theme of the year.

ARTICLE 12 - EVALUATION COMMITTEE

The evaluation Committee shall be composed upon the recommendation of the DRR.
1. Evaluation committee voting weights are as follows, one vote for each:
a. DRR
b. IDRR
c. IPDRR
d. ADRR(s)
2. In Case any of the above mentioned could not make it to the conference,
The DRR will assign another member to replace him/her provided that
this member satisfies the following conditions:
a. A past president or past ADRR, or past RDC member, in addition to
the approval of the Evaluation Committee.
3. The Incoming DRR or Past DRR are excluded from voting in the Evaluating
Committee in case they are Presidents of their RAC during the period
under evaluation and at the time the District Annual Conference is held.
In this case, the DRR appoints other member following the conditions of
this Article for evaluation
4. The DRR should invite advisor(s) to the committee, who should fulfill the
following criteria:
a. Attended at least one evaluation committee before
b. Last evaluation committee attended should be within a period of
maximum 3 years
c. They will be counted as advisors; their votes will not be taken into
consideration.

ARTICLE 13 – DRR COLLEGE


1. The DRR College was launched in Bahrain, May 2001 as proposed in Egypt,
June 2000. The cause for DRR College is to provide continuity, experience,
IDRR training, PETS, and to guide the evaluation committee on their duties
and roles. All Egyptian past DRRs of districts 2450 will be members of this
college

2. The Current DRR will chair the DRR College
3. Its role will be an advisory role to the DRR/ RDC and the district clubs
4. Each Rotaract year, the DRR will call for the DRR College to meet, at least
once at the district conference
5. The DRR College will consist of all the Egyptian PDRRs and will continue to
include DRRs of District 2451.

ARTICLE 14 – MEMBERSHIP

1. RAC members of the District considered should be fulfilling the following


conditions:
a. Based in any of the District cities
b. Fulfill the conditions set by RI, and not have forfeited membership for
any of the reasons stated in Article 20 (check) of the Rotaract
Statement of Policy
c. Pay of the annual subscriptions as stated in Point 2 of this Article
d. Participate in District activities
2. Each RAC shall pay a yearly membership fee to the District Treasury to cover
District Administrative Expenses. The annual membership fee for all clubs and
all cities in the district is 150 USD (or equivalent in EGP)
3. Subscriptions shall be paid no later than 1st of October
4. Each club has to submit a club roaster at the beginning of the year. The
roaster is to be updated and resent every quarter. Each new member should
be reported in the quarter he/she has been pinned, otherwise the
membership will only be counted on the date it has been submitted.

ARTICLE 15 - DISTRICT DOMAIN

1. The Domain: www.rotaract2451.org shall be the official domain name of


District 2451 website and shall be the property of this District and its
protection and continuation is the responsibility of the DRR. The
manipulation of the District website and its components are in the
competence of the DRR with assistance of the Communication and
Information committee officer
2. The website should be the official way for the evaluation of the club reports
yearly at the district convention, and the club presidents are responsible for
the submission of their projects throughout the year online till the deadline
which the DRR should announce yearly
3. The approval and rejection of the projects submitted by the club presidents
are to be approved by the RDC members "Head of Committees" under the
supervision of the DRR.
4. The domain should be handed over at the end of every year from the DRR to
the IDRR at the District Conference. This should be done through an account
created specifically to own the domain registration with a username and

password to be monitored and controlled by the DRR or whoever he/she
assigns during his year. ”
5. Archiving of projects and database

ARTICLE 16 - AMENDMENT OF THE DISTRICT BYLAWS

1. Any amendment to the district bylaws must be approved by 75% of the active
RACs in District 2451
2. Amendments for the bylaws need to be written below the original district
bylaws mentioning the article to be amended and date of amendment.
3. Clubs who want to suggest any amendments on bylaws must submit the
suggestions at the beginning of the Rotary year. These suggestions are to be
discussed throughout the year and then voted on in the District Assembly,
which is to be held at one of the following:
a. The National Convention (in March)
b. Rotaract District conference
5. During the voting, each club has to send one representative who should be a
member of the high board. The club representative must submit a written
delegation signed by the club’s board of directors. This will apply on the
amendments of the bylaws as well as any other decision to be made during a
district assembly.
6. RACs should be active in order to submit an amendment
