About Comprehensive Mobility Plan (CMP)
• Comprehensive Mobility Plan (CMP) is a long-term transport vision document for mobility of people
and goods in the city
• CMP is a prerequisite for Centrally funded transport projects and is guided by MoHUA Revised
Guidelines of Sept, 2014
• Last CMP was prepared in 2008 for PMC and PCMC separately. As per MoHUA, fresh CMP needs
to be prepared every 5 years with an integrated approach for the region.
• With the establishment of PMRDA, holistic approach is facilitated for integrated transport
development of the region.
• This CMP considers 2172 sq.km of area (30% of PMRDA region). The study area includes, PMC,
PCMC, Cantonment areas and surrounding urban/ industrial growth nodes.
• Major transport infrastructure projects such as Metro Corridors, Ring Road, Airport, TP Schemes and
Multi-modal hubs etc., are being taken up with an investment of Rs.34,274 crore requiring integrated
planning efforts.

Transport Initiatives by PMC/ PCMC in past decade
• PMC and PCMC has been pioneer in initiating projects for encouragement of non motorised and
public transport.
• The 2006 CDP & 2008 CMP laid focus on development of cycle tracks and dedicated bus lanes
along mobility corridors.
• Under JNNURM from 2007 major focus was to implement Bus and cycle related infrastructure.
• BRTS was initiated in Pune in Dec 2006 and since then cities have taken adoptive majors to
expand and modify the system in accordance with peoples need.
• Cities have formulated sustainable transport cell and have made policy documents like
Pedestrian policy, urban Street design Guidelines, Parking policy which are proving to be
beneficial for encouraging public transit and non motorised transit in city.
• City has appointed urban designers and expert consultants to remodel the streets on equity
basis making walking and cycling along them safe and enjoyable.
• City has also made use of ITMS and GPS monitoring system and is now introducing smart card
for convenience of commuters.
• The movement has been well sustained and enhanced under Smart city initiative in both the
cities of PMC and PCMC.
• This CMP takes note of all the past developmental initiations and encourages them for
sustainable transport.

Study Area
Study area has been selected based on parameters like major urbanised area including towns
and industrial nodes around PMC and PCMC. Past population/employment growth trends and
future potential and interaction of trips surrounding major towns and industrial nodes.

Economy, Education
• Pune region has a well-established manufacturing in Auto, Pharma, glass, sugar, and forging industries. It is also a
prominent location for IT
• Pune Region has 20% of MSME of State contributing 26% of employment and 30% of Investment (Economic Survey
2017-18)
• It has highest number of MIDC Industrial Units (38% ) with 4.77 lakh Employment
• As per Business World (June, 2017), Pune is the 7th richest city with 69 billion dollars GDP (PPP)
• Pune known as ‘Oxford of the East’ has a total of 156 and 1810 colleges and schools in PMC and PCMC
• Current population of PMC and PCMC is 37 lakhs and 22.7 lakhs respectively.
• During 2001 to 2011, PMC has added 5.76 lakh population (23%) whereas PCMC has
added 7.22 lakhs (72%) respectively.
• The overall population growth rate in the study area is 47% in last decade.

• As on 31st March, 2018, total registered vehicles are 51.88 lakhs. In PMC there are 36.2 lakhs and in PCMC
there are 15.68 lakhs (Source: Newspaper report)
• Every day more than 1084 new vehicles are being added to the study area (Source: RTO Pune & Pimpri)
• Two-wheelers constitute to 74.75% of the total vehicles, followed by cars with 17.21% (Source: RTO Pune &
Pimpri)

Primary surveys have been carried out as per MoUD 2014 guidelines .Additional surveys
(highlighted) have been done to comply with city requirements and to access the travel
characteristics.

The study area is currently experiencing heavy private vehicular growth resulting in road congestion. The
maps indicate that with business as usual scenario the future level of congestion on roads is severe hence
it is recommended to lay more focus on encouragement of public transit , non motorized transit along
with private vehicle usage discouraging measures.

Proposals for PMPML Bus Depots & Terminals
PMPML Depots are proposed considering the future fleet of PMPML and to reduce the dead
mileage.
PMPML has existing bus parking facilities at 21 locations. PMC and PCMC has around 70
reservations in their DP for PMPML. In rest of PMRDA area about 30 locations are identified for
PMPML bus operations and parking.
