ORDINANCE Professional / Self-Finance / Vocational Programs Kumaun University, Nainital 1. Preamble 1.1 This Ordinance may be called “Professional Program Ordinance, 2018". 1.2. This Ordinance shall come into force with effect from the Academic session 2018-19. This Ordinance will be applicable to the students enrolled from session 2018-19 onwards. 1.3 In this Ordinance unless the context otherwise requires the expression "University" shall mean Kumaun University, "Program" shall mean the professional courses running by Kumaun University. 1.4. This ordinance shall apply to all professional / self-finance programs leading to Bachelor’s/Master’s degrees and diplomas following semester/annual system and will not be applicable to those programmes whose norms have been prescribed by relevant regulatory authorities. However where there is no specific mention of any norm or the regulatory body is silent, the norms prescribed in this ordinance would have an overriding effect. 1.5. Professional/Self-Finance/Vocational Courses would mean the courses listed in Appendix | annexed with these ordinances. 2. Admission : Admission to Professional / Self Finance UG & PG Program (first semester/year) will be made as per rules prescribed by the University Government of Uttarakhand from time to time. The rules pertaining to admissions would be implemented from session 2019-20. 3.1. To be eligible for admission to Professional / Self Finance UG & PG Program, candidate should have passed the qualifying examination with a minimum of 2 eas “pt af wer eee Nag yo h 4. Refund of Fees : University shall charge fees in advance only for the semester/year in which a student is to engage in academic activities. If a student chooses to withdraw from the program of study in which he/she is enrolled, the institution concerned shall follow the following four-tier system for the refund of fees remitted by the student. Attendance : No candidate shall be permitted to appear in semester examination, unless he/she has regularly attended not less than 75% classes in aggregate of all subjects. The Head/ Principal may however, condone not more than 10% shortage in attendance in each subject for any of the following reasons. a) Participation in NCC/ NSS Camps. she be. ian af on we =o if b) ges in University/ Inter-university/ State-level Games. eS c) Participation in other extra-curricular activities. at _—_University/ Interuniversity/State level. d) Prolonged Iliness. Note: 1. A student can avail of this relaxation only on any one of the above grounds. Further, such relaxation can be granted only on submission of certificate/evidence from appropriate authority. 2. Students participating in RDC/ PRD may be exempted from the above provisions along with those covered under specific government orders. 6. Medium of Instruction and Examination: The medium of teaching and examination shall be English or as otherwise specified by the respective Board of Studies. 7. Maximum Period for Completion of the Course: 7.1 Maximum period allowed to a candidate for completion of UG Program/PG Program will n+2 where n would be the normal duration of an academic program. 8. Examination ; 8.1 There will be an examination in theory subjects, practical and project/ dissertation conducted by the University at the end of each semester. 8.2 To pass in a paper, the candidate should score minimum 36% marks in external and internal separately and also separately in practical/project/ dissertation/viva-vice etc. 8. do 30% of the maximum marks in each paper shall be assigned for intemal assessment and the remaining 70% marks for the annual/semester University Examination. In case of practical the distribution shall be 30% in internal and 70% external assessment. 8.4 In the case of semester back, the student should appear _as_ex-student_and would appear _in_all papers (external/internal/practical examinations) of respective semester. 8.5 Student with COP needs to _appear_in the _external/internal/practical examination which ever he/she fails. 0 rh Sag k 9. Promotion Rules : 9.1 Those students who satisfy the conditions of clause 8.2 above results will be declared as “Pass” in their mark sheet and shall be promoted to the next semester. 9.2 When number of papers (theory) in a semester is less than 4- A candidate can be allowed to appear in maximum 01 back paper at a time in a semester. When number of papers (theory) in a semester is equal to or more than 4— A candidate can be allowed to appear in maximum 02 back papers at a time in a semester. The result will be declared as “Carry Over Paper”. 9.3 Those candidates who do not satisfy clause 9.1 or 9.2 the result will be declared as “Fail” and students will have semester back. 9.4 Only one opportunity would be provided to clear the back papers. Failing to clear the back paper the student will be considered as semester back. 9.5 The even and odd semester back paper examination will be held in even and odd semester examination respectively. 10. Special Back Paper Examination : Sp ecial Back Paper Examination facility will be provided only for final/ last year papers (second-to-last semester and last semester). 11. Result & Award of Division: At the end of last Semester, successful candidates will be awarded division and degree on the basis of total marks obtained (combined result) of all the semesters put together as under: a) b) °) 4d) 2. Scrutiny: student may apply, within one week from the date of the declaration of the pe Nee the payment of prescribed fee. Scrutiny shall mean verifying whether all the questions and their parts have been duly marked as per the question paper, and the totaling of marks. In the event of a discrepancy being found, the same shall be rectified through appropriate changes in both the result as well as marks-sheet of the concemed semester end examination as per the norms of the university. 13. Course in Environmental Studies : 13.1 Undergraduate Programmes where Environmental Science is not a compulsory paper in any semester there the student would under take a university examination in Environmental Studies in the second semester which would be a qualifying examination. 13.2. Grades would be awarded for same as per the university norms. 13.3 The paper would be an objective type of maximum 50 marks to be conducted as per university norms. pos
