AMENDMENT TO PROMOTION POLICY FOR EXECUTIVES

The promotion for Executives consists of three parts: -


(a) PART – I PROMOTION UPTO GRADE- IV to V
(b) PART – II PROMOTION FROM GRADE-V to VI
(c) PART – III PROMOTION FROM GRADE VI to VII & ABOVE

PART – I: PROMOTION UPTO GRADE - IV to V


APPLICATION:
It shall apply to all permanent Officers of the Company in Grade I to IV.
METHOD OF SELECTION: -
For assessing the suitability for the promotion upto Grade IV to V, no interview will be
conducted. Instead, Departmental Promotion Committee (DPC) shall draw merit list for
promoting otherwise eligible officers to higher grade based upon weightage score provided for
Performance Appraisals, Seniority and Written Test subject to condition cited in the following:-

DETERMINATION OF MERIT: -
The merit list shall be drawn as per the weightage given for the following criteria distributing to
100 marks: -

PERFORMANCE APPRAISAL SCORE:

(a) Computation of Weightage: - Average of PAF score / rating for the preceding three
assessment years from the due date of promotion will be taken and converted into 60%
weightage. The computation will be done as indicated below: -
Total of PAF ratings for the preceding 3 assessment years

Highest possible PAF rating in a year (i.e., 100) x 3

(b) Eligibility in PAF score: - Average PAF rating for the preceding three years should be 71 &
above to become eligible for promotional consideration.

SENIORITY MARKS:
The weightage / marks on account of seniority criteria will be 4 (four) marks for each year
completed in the grade upto maximum of 20 marks for seniority of 5 years and above.

WRITTEN TEST: -
(a) Mode : - Executives eligible to be considered for promotion having completed minimum
time span in Grade I, II, III & IV and complying with requirements of PAF Score and other
general conditions to become eligible for provisional consideration shall be eligible for
completing on-line Written Test once every year.
(b) Weightage: Written Test will be conducted on-line once a year based on Multiple Choice
Question (MCQ) model and the results of the Test will be converted into 20% weightage.
(c) Validity: - The validity of Written Test shall be for one year, i.e., year of conducting Written
Test.
(d) Eligibility in Written Test: - 60% score is necessary in the written test to become eligible for
promotional consideration.
(e) System for conducting Written Test: - The system of conducting of written test for
consideration of promotions up to IV to V will be notified separately.

COMPOSITION OF DEPARTMENTAL PROMOTION COMMITTEE (DPC):

The Departmental Promotion Committee (DPC) for effecting promotions would be constituted
at the Divisional / Complex level as follows: -

For Marketing Division, Chief of Marketing Division not below the rank of

 Two / Three members at the rank not below the rank of DGM including
Divisional Heads wherever applicable.
 SC / ST member not below the rank of DGM
Convenor :
 The HR Head in the Complex / Division
 The HR Executives in Corporate Office not below the rank of AGM in
respect of DPC constituted for Officers working in Corporate Office.
NB :(i) The Division / Complex, with the approval of respective Functional Directors, may utilize the services of Executive of
other Division / Complex as Chairman / Member of DPC due to non-availability of Executive in the notified level.
(ii) CVO or his / her authorized representative at the rank not below the rank of AGM should be co-opted in
the DPC in case of any candidate is working in the Vigilance Department in the Division / Complex.

PART – II : PROMOTION FROM GRADE V to VI
APPLICATION :
It shall apply to all permanent Officers of the Company in Grade V to VI.
METHOD OF SELECTION: -
The promotion of Executives, in the level of Grade-V, who have completed minimum time span
stipulated as per their qualification category and fulfilling all other general conditions will
become eligible for promotional consideration including required marks in the Written Test. It
will also be based on the criteria such as Average of Performance Appraisal Score for the
preceding three assessment years, Seniority in the Grade and Interview.
DETERMINATION OF MERIT : -
The merit list shall be drawn as per the weightage given for the following criteria distributing to
100 marks: -

computation will be done as indicated below: -

(b) Eligibility in PAF score: - Average PAF rating for the preceding three years should be 71 &
above to become eligible for promotion as consideration.

marks for each year completed in the grade upto maximum of 15 marks for seniority of 5 years
and above.
WRITTEN TEST: -
(a) Mode: - Executives eligible to be considered for promotion having completed minimum span
in Grade V and complying with requirement of PAF Score and other general conditions.
(b) Weightage: Written Test will be conducted on-line once a year based on Multiple Choice
Question (MCQ) model and the results of the Test will be converted into 20%.
(c) Eligibility in written test: - 60% score is necessary in the written test to become eligible for
promotion.
(d) Validity: - The validity of Written Test shall be for one year, i.e., year of conducting Written
Test.
(e) System of conducting Written Test: - The system of administering the test for effecting
promotions to VI will be notified separately.

INTERVIEW: - The interview will be scheduled by Corporate HR Department in coordination
with the respective HR Department of Divisions / Complexes. The DPC will interview the
candidates, who are eligible to be considered for promotion fulfilling all the requirements.
COMPOSITION OF DEPARTMENTAL PROMOTION COMMITTEE (DPC):
Three seniority groups would be drawn, i.e., Technical, Finance (incl. Audit, IT & Company
Secretary) and HR functions (including Security, Vigilance, Medical etc.)
The constitution of the DPC will be as under: -

PART – III: PROMOTION FROM GRADE VI to VII & ABOVE
APPLICATION :

It shall apply to all permanent Officers of the Company in Grade VI to VII & above.
METHOD OF SELECTION: -
The promotion of Executives, in the level of Grade-VI to VII & above who have completed
minimum time span stipulated for their qualification and fulfilling all the requirements to become
eligible for promotional consideration, will be based on the criteria such as Average of
Performance Appraisal Score for the preceding three assessment years, Seniority in the Grade,
Assessment Development Centre (ADC) Score and Interview.

DETERMINATION OF MERIT : -

The merit list shall be drawn as per the weightage given for the following criteria distributing to
100 marks: -

PERFORMANCE APPRAISAL SCORE :

assessment years from the due date of promotion will be taken and converted into 40%. The
computation will be done as indicated below: -

(b) Eligibility in PAF score: - Average PAF rating for the preceding three years should be 71 &
above to become eligible for promotional consideration.

SENIORITY IN THE GRADE:


The weightage / marks on account of seniority criteria will be 3 (three) marks for each year
completed in the grade upto maximum of 15 marks for seniority of 5 years and above.

ASSESSMENT DEVELOPMENT CENTRE SCORE: -
(a) The system of Assessment Development Centre (ADC) is also one of the criteria for
considering those Executives due for promotion from Grade VI to VII and upto Grade IX to X,
which will be conducted by an external agency. ADC scores of those Executives who fulfills
PAF criteria and other general conditions and also have completed minimum time span in Grade
VI & above, will be taken as per the following details for reckoning the promotions.
(b) ADC Score: The weightage of ADC Score will be as under: -
ADC Score (Potential – Performance) Weightage
High – High 30
High – Medium (or vice-versa) 25
Medium – Medium 20
High / Medium - Low (or vice-versa) and
0
Low – Low

ADC score shall be valid for 3 years and Executives shall be allowed to appear for ADC to
improve their ADC score in the subsequent years, if so desired, subject to the decision of
management. In case of no ADC score available for an Executive for the said year, 30 marks
weightage will be added to PAF score at the discretion of DPC.
Details of the ADC schedule will be notified separately from time to time.

INTERVIEW: -
The interview will be scheduled by Corporate HR Department in coordination with the respective
HR Department of Divisions / Complexes. The DPC will interview the candidates, who are
otherwise eligible for promotional consideration.

COMPOSITION OF DEPARTMENTAL PROMOTION COMMITTEE (DPC):


The combined seniority of the eligible candidates will be drawn for the company and they will
be interviewed to assess the suitability for promotion to their immediate higher grade by the
DPC and constitution of which would be as under : -
Promotion to Grade Committee

 All Business Group / Functional Directors
Grade VII, VIII, IX & X  One External Member (such as Independent Directors,
Government Nominee Directors, Serving / Separated Senior
Executives of CPSUs / Private Sectors or Academicians, etc.)
 SC / ST member at an appropriate level
Convenor :
 Director (HR)
NB: CVO will be co-opted in the DPC in case of one of the candidate is working in the Vigilance Department in the
Division / Complex.

OTHER GENERAL CONDITIONS REQUIRED FOR PROMOTIONAL CONSIDERATION:

a) IMPACT OF PUNISHMENT: -
One year deferment of time span will be effected in case an eligible Executive has been
awarded with the punishment of ‘censure’ or any major punishment during eligibility time
span period.

b) IMPACT OF UNAUTHORISED ABSENCE (LWP) : -


One year deferment of time span will be effected in case an eligible Executive has more
than 12 days LWP in the preceding 3 (three) years, with an exception of absence due to
employment injury subject to recommendation by the Medical Committee.

c) REFUSAL TO UNDERGO PROMOTION PROCESS OR ACCEPT PROMOTION: -


Refusal to write Written Test or to undergo ADC process or interview or to accept
promotion will debar the Executive for promotion in subsequent one year, besides
disciplinary action by the Management, as deemed appropriate.

d) FAST TRACK PROMOTION:


As per existing policy, the Committee consisting of Functional Director to consider
candidates with Outstanding (OS) rating in the preceding three years period with
relaxation of one year in time span for promotion once in the career upto Grade IV to V
level.

(All other Terms and Conditions of Promotion Policy for the Executives shall continue
to remain in force)
