CITY ORDINANCE NO. 2013-005

AN ORDINANCE ESTABLISHING THE CABADBARAN CITY
LIBRARY BOARD, DEFINING ITS COMPOSITION, DUTIES AND
FUNCTIONS, APPROPRIATING FUNDS THEREOF, AND FOR
OTHER PURPOSES”

BE IT ORDAINED, by the 3rd Sangguniang Panlungsod of Cabadbaran City,

in its 9th Regular Session assembled, that:

SECTION 1. – TITLE. This Ordinance shall be known as “The Cabadbaran

City Library Board Ordinance of 2013.”

SECTION 2. – DECLARATION OF POLICIES. The City of Cabadbaran

promotes the rights and privileges of its constituents to a decent and quality education.
As such, it endeavors to enact policies, interventions and measures that will ensure
the provision of educational learning facilities towards the achievement of various
educational objectives.

SECTION 3. CREATION. There is hereby created the “Cabadbaran City

Library Board”.

SECTION 4. SECRETARIAT. The City Librarian shall serve as the Secretariat

of the Board. As such, the Secretariat shall prepare and keep all the necessary
documents needed by the Board.

SECTION 5. – POWERS AND FUNCTIONS. The Cabadbaran City Library

Board shall have the following powers and functions:

a.) To ensure, in accordance with the Criteria set by the National Library, that
the City Library is equipped with necessary reading materials, facilities and
amenities, by way of recommending these concerns to the City Mayor;

b.) To serve as an advisory body to the Sangguniang Panlungsod concerning

library matters.

SECTION 6. SEPARABILITY CLAUSE. Should any provision of this ordinance

be declared invalid or unconstitutional by the Sangguniang Panlalawigan or by any
court of competent jurisdiction, all other provisions which are not declared so shall
remain in full force and effect.

SECTION 7. APPLICABILITY CLAUSE. All other related matters not

specifically provided in this Code shall be governed by the pertinent provisions of
existing applicable laws or ordinances.

SECTION 8. REPEALING CLAUSE. All ordinances inconsistent with this

ordinance are hereby repealed or modified accordingly.

SECTION 9. EFFECTIVITY CLAUSE. This Ordinance shall take effect upon

approval.
