2010 3rd Intemational Conference on Information Management, Innovation Management and Industral Engineering Green Logistics Management of Logistics Enterprises Zhang Guirong, Mu Yuxin Shandong Fiaotong University Tinan, china e-mail: 2g76933@163.com Abstract—The modern logistics industry plays an important role in promoting economic development. However, it also has serious adverse effeets on the environment, Therefore itis necessary to Practice green logistics management, particularly in goods packaging, storage, loading and unloading. This Should be held by. the public, it proposes. that {government should strengthen is supervision and support for green logistics; enterprises should construct a self-lsciplined green logistics management system and ils corresponding processes, a reverse logsties management system and a moder green logistics information collection and management system. Keywords. logistics; green logistics: Management 1. Ivtropuerion At present, Chinese economy is in a period of rapid development, but the traditional model of economic grovt such as “mass production”, “high consumption of energy’ “alot of waste", has resulted in serious resource shortage and environmental degradation, which becomes obstacles to the sustainable development of Chinese economy. Thus, t0 protect the global environment and conserve natural resources, a “green revolution” in the production, circulation and consumption has started. Modem logistics operation as fan important part of trade, also needs sustainable development in terms of high efficiency, energy saving and environment protection, Therefore, itis essential to ereate a modem green logistics system in order to conform to Chinese market economy which is characterized by big, markets, mass production and high level of consumption. it GREEN LosisTics MANAGEMENT CONTENTS (J) Green transportation, To achieve this purpose, the following requirements need to be met, First, cargo transport outlets should be rationally distributed to shorten, routes and reduce unloaded rate. In doing so, less energy will be consumed and as a result, less waste will be produced, Second, the technology should be improved and clean fuel should be used in order to enhance energy efficiency. Leakage during. transport should be avoided to prevent environmental damage. 2) Green storage. Green Storage requires that warehouse layout should be reasonable order to save ‘wansportation costs. Dense layout will increase transport, internal "combustion engine 978-0-7695-4279.9(10 $26.00 © 2001 BOT 101 1o9/1CI 2010302 sor increasing the consumption of resources: loose layout will increase load rate, reducing transport efficiency. The environmental impact of warehouses should also be taken into consideration before they are actually built. (3) Green packaging and processing. Packaging should meet the 4R requirements, Namely, it should be reducing package material, reusable, reclaimable and recyclable. Logistics processing should cost less and be environment- friendly, in particular to prevent the processing of cargo damage and secondary pollution, (2) Green information collection and management. Logistics is not only the transfer of goods but also information collection, sort, storage and use. Green logisties require that logistics information should be effectively collected, processed, and promptly applied to. logistics management to boost the logistics to a higher level Moreover, the whole process above should also be green. Green logistics management should be carried out by means of advanced green technology. (5) Waste management, As a large production of ‘wastes constitute a threat to the environment, wastes must, be effectively recycled in logistics, making them re-enter the production and consumption eyele or be properly disposed. TIL, GREEN LOGIstics MANAGEMENT SYSTEM A. Transport management First, the layout of cargo transport outlets and distribution centers should be rationally done to avoid the circuitous goods transport, reducing fuel consumption, emission and noise pollution. Second, peak hours should be staggered in short-distance transport to ease urban traffic congestion. Third, different modes of transport should be taken for short-distance delivery and long-distance delivery For the latter, multimodal transport is preferred; for the former, immediate one-time distribution. In this way, transport efficieney will be raised; environmental pollution reduced. {As for the choive of means of transport, it is preferable to use ships of trains as much as possible for long distance transport; trucks for short-distance transport, Environment- friendly transport vehicles should be chosen in order to reduce emission pollution. Special transport vehicles ought Beommputer soelety to be used for transport of toxic and hazardous substances or dangerous. B. Packaging management Manufacturers should be encouraged to package their products as simple as possible with biodegradable packaging ‘materials. In commodity circulation, it is advisable for circulation departments to use reusable modular unit, packaging, and try to use as litle as possible. They should also be responsible for recycling of packaging materials and reuse them. Large packaging unils, such as containers, container bags and trays, are preferable so as to reduce unit, packaging and cost. Packaging materials need to be simplified and biodegradable; recycled and reused. C. Storage management The development of green storage is mainly to reduce environmental pollution caused by storage. This can be realized by upgrading existing storage facilities, optimizing storage conditions, making practical storage plans and procedures, reducing loss, preventing quality change of {goods and leakage of hazardous wastes, D. Material handling management Loading and unloading should be properly done to avoid damage to goods in order to avoid waste of resources and pollution to the environment caused by wastes. In addition, green management also calls for eliminating ineffective transport, enhancing transport flexibility, using modern machinery rationally, to maintain balance and smooth logistics IV. STRATEGIES FOR CONSTRUCTING GREEN LOGISTICS, MANAGEMENT SYSIEM A. Helping the public to form the concept of Green Logistics The public is both the ultimate victims of environmental pollution and indispensable actors, Their awareness of environmental protection can promote and supervise the implementation of green logistics strategies. Therefore, it is necessary to help the public to form the concept of green ogists; t let them take logistics as a reference standard to evaluate logistics services provided by a certain logistics company. Such concept will greatly push forward the process of green logistics. It is the public's concept of green consumption that urges enterprises to actively offer green products, packaging, and services. For logistics companies, the green logistics system will help them to win the good reputation for environmental protection, and in return get public recognition and attract more customers. B. Strengthening the government's support for logistics enterprises supervision and The government can make it institutionalized for logistics enterprises to save energy and conserve the environment through legislation and formulation of administrative regulations, To reach this aim, the 08 government, on the one hand, can use tax instruments and ‘market mechanisms; for instance, it can impose extra taxes fon the road resources, non-renewable energy, the use of non-renewable packaging materials; punish those companies that cause noise pollution and air pollution; place strict restrictions on the disposition of packaging waste, waste products strict by enacting waste recycling and reusing laws. (On the other hand, it should award the logistics companies, which try to conserve recourses and protect the environment, in the form of funds or subsidies. In addition, it should use the industrial policy to impose direct restrictions on the development of the enterprises which waste resources and cause environmental pollution. To sum up, constraints of policies and regulations serve as external driving forces for logisties enterprises to implement green strategies, The Government needs not only to formulate policies and regulations on the macro management and control of green logistics, but also to optimize and integrate logistics processes to facilitate the development of enterprises. In addition, it should encourage the development of companies specializing in logistics services for manufacturers and consumers so as to further rationalize logistics, Furthermore, distribution links should be simplified to rationalize logistic resource allocation, increase transport efficiency and finally reduce pollution. ©. Constructing a selfdisciplined green logisties ‘management system and its corresponding processes Enterprises as utmost core actors of sustainable development strategies are direct practitioners of green logistics business. Therefore, effective measures should be taken to ensure that the operations of all businesses, including logistics companies are green, and that, environmental protection should permeate company's overall functions, making it part of management duties, First, logistics enterprises should strengthen the coordination with relevant departments. At present, highway, railway, warehousing, trade and other departments all run in their own ways without integrated and comprehensive management, causing separation between transport sectors and logistics departments. Such a situation in turn increases transport cost, ineurs waste of resources and environmental problems. Therefore, in order to meet the needs of sustainable urban development, there should be a coordination, mutual promotion, joint planning and integrated development between logisties enterprises and relevant departments, Second, they need to optimize their logistic means and modes, For example, they reduce cargo vehicle operations. by adjusting transformation means to have less emission. In this way, the efficiency of delivery vehicles and cargo stowage rate will rise and environmental costs of transportation will fall. Alternatively, they can use clean fuel vehicles and rail transport and try to combine modes of transport together rationally for long-distance transportation, to reduce energy consumption and prevent pollution, Third, they should better the existing storage facilities, ‘optimize storage conditions, make practical storage plans and procedures reduce loss, preventing quality change of goods and leakage of hazardous wastes, Fourth, they are to use recyclable packaging materials and develop new ones, practice green distribution processing, turn distributed consumer goods processing into professional centralized processing, dispose serap materials, {generated in goods processing collectively in order to raise efficiency of resource use, reduce environmental pollution and logisties costs. D._ Establishing reverse logistics management system Reverse logistics is mainly to recycle the used products and wastes, Shortening of product life cycle results in more and more used products and wastes. The role of reverse logistics is to process, split, or mend used but still useable products and wastes, turning them into useful products or raw materials to be reused in the circulatory. system of production and life. Those which are untecyclable should be buried or buried in designated landiill sites Reverse logistics in the company operations was focused on the retrieval of products. As product retrieval is often related 10 after-sale service, many companies are rarely aware of the management of recycled products as part of logistics. At present, retrieval is done by after-sale service sector in most enterprises. It is responsible for transport, storage and disposal of recycled produets. As the function of the service department is separated from that of the logistics department, the former can not have the same logistics management as the latter. If the enterprise management recognizes the products retrieval as part of the logistics and handles it in the corresponding way. the business costs and hidden losses will be dropped and service levels enhanced, With the development of economy, shortage of resources is becoming more serious and the contradiction between demand and supply more prominent. As a result, reverse logistics will increasingly show its advantages. Through reverse logistics management, enterprises can reduce product cost, improve product competitiveness E. Establishing a modern green logistics information collection and management system Logistics is not only the transfer of goods but also information collection, sort, storage and use. Green logistics, 509 require that logistics information should be effectively collected, processed, and promptly applied to logistics ‘management to boost the logistics to a higher level. Moreover, the whole process above should also be green. In modem logistics, the connections between and ‘within enterprises and Tinks between enterprises and ‘consumers are established through exchange of information; the same is tue with basic dispatches of resources. ‘Therefore, green logistics is based on the establishment of electronic’ information system to ensure that logistic information can be transferred on time. China's enterprise information technology remains at a Tow level and it will take time to have supply chain ‘management or e-commerce in its real sense. However, logistics service companies can make use of information technology and the Internet to have the information ‘concerning transport capacity, storage and _logisties, integrated into the enterprise information system, including cargo transportation enterprises, processing trade ‘enterprises, and circulation enterprises, customs, animal and plant inspection and quarantine, taxation, environmental protection, border inspection and banks. The integrated logistics consulting system will bring @ huge economic ‘effect to every link on the whole logistics chain, raising management efficiency significantly V. CoNcLUSION To conclude, 2 modem green logistics management system can be established by helping the public to foster the concept of green logistics; strengthening government's supervision and support; ensuring that the operations of all businesses, including logistics companies are green, and that ‘environmental protection should permeate company’s overall functions and other functions; setting up moder electronic information systems.
