Overview

• Centre Accreditation & Affiliation is a quality assurance process, under which Training
Centres (TCs) are evaluated on defined quantitative and qualitative parameters to
ensure standardization of training aids, infrastructure availability, etc.
• Centre accreditation and Affiliation aims to evaluate the facilities available at the
Training Centres in an objective manner. The process involves a combined mechanism
of self-evaluation and an external evaluation by Inspection Agency to determine if the
prescribed standards are met by the TC.
• The Grading Metrics is related to the infrastructural norms and quality benchmarking
of Training Centres.. These metrics based on a set of practices and concepts as laid
down by the SSCs and NSDC are used to grade a TC.
• Centre Accreditation & Affiliation process through a third party physical inspection
ensures that the TC has met prescribed standards, as determined by the respective
Sector Skill Councils (SSCs).

Sector Skill Councils(SSC)

• Sector Skill Councils are set up as autonomous industry-led bodies by NSDC. They create
Occupational Standards and Qualification bodies, develop competency framework, conduct
Train the Trainer Programs, conduct skill gap studies and Assess and Certify trainees on the
curriculum aligned to National Occupational Standards.
• Sector Skill Councils (SSCs), play a vital role in bridging the gap between what the industry
demands and what the skilling requirements ought to be.
• The National Occupational Standard is one of the most significant contributions of NSDC to
India's skilling ecosystem - something that was made possible by the SSCs, which are national
partnership organizations that bring together all the stakeholders - industry, labour and the
academia.
• As on date 38 Sector Skill Councils are operational. There are over 600 Corporate
Representatives in the Governing Councils of these SSCs.

Affiliation of training centres through a Grading process
• Accreditation and Affiliation covers various Central and State Government Schemes, Private

Scheme Recommendation-Sample
The recommendation letter is an official document provided by the SSDM/state/central
government schemes to the TP/TC allowing the TC to work with the SSDM for PMKVY CSSM
component or any other state or central government scheme. The letter could be a work
order, target allocation letter or any other such document. The Format for the letter is at the
discretion of the Recommending authority.
TOT Certificate-Sample

Training of Trainer Certificate is provided by Sector Skill Councils for different Job roles. TOT is
one of the criteria for getting accreditation.
APPEAL

In case of grievances against the inspection report , the TC has the option to appeal
against the inspection report on Skill India Portal. The TC can appeal within 7 calendar
days of receiving the inspection report.

• State Appellate Committee would look into the


appeal of the TC and evaluate it as per the
Stage 1: State Level guidelines.
Appellate Committee • In cases of non accreditation by the SSC, cases
would be dealt by Accreditation Committee at
NSDC

• In cases of non accreditation by the SSC and if


TC is not satisfied with the decision of the
Stage 2: Accreditation State level Appellate Committee, TC can

• The TC can appeal within 7 calendar days of
receiving the decision of SSC/ State level

Continuous Monitoring
Continuous monitoring of TC would be conducted to get an accurate insight of the
infrastructure, and other details which were furnished at the time of inspection by Training
Centres and basis which the accreditation was accorded to Centre. This process also intends to
impact the grading of a Centre, therefore Training Centres are encouraged to maintain
consistency.
