ABSTRACT

The purpose of this study was to determine the perceptions of Senior High School about

effectiveness and value of ROTC. Academic and Psychosocial factors is to influence

Senior High in Cabantian intent to Persist on Army ROTC. The study Focused on the

INTRODUCTION

Throughout history of the ROTC it was a long-standing government program to

prepare youth for military service. ROTC is one of the choice courses in the National

Service Training (NSTP) program of the government, which aims to prepare youth for

service in the country. Aside from ROTC, other courses in the program are the Civil

Welfare Training Service (CWTS) and Literacy Training Service (LTS). NSTP is

mandatory for all college students, based on the NSTP Law of 2001. However, students

may choose which of the three NSTP courses they can take.

Perhaps ROTC or Reserve Officer Training Corps is not preeminent to everyone.

But it is prominent for students in senior and College. To attain the training of military

discipline and skills. It is mandatory to take the students but there are others who are

not allowed to undergo such training as physically handicapped students or it is not

recommended by a Doctor to participate.

Before the NSTP Law of 2001 was enacted, ROTC was taking over the

colleges and had no civilian welfare and literacy component. Such a program is a nest

of abuse and corruption. Hazing or the use of violence in ROTC has become a norm in

order to "test the courage, fortitude and integrity" of a cadet.

In fact, this hazing and corruption is the main reason why the NSTP Law of

2001 has been enacted and ROTC has chosen the schools. The 2001 hazing and killing
of University of Santo Tomas student Mark Welson Chua was the particular incident that

resulted in the enactment of the NSTP Law of 2001.

Jepoyo (2017) said in 1992 that ROTC was first implemented and subject

to the UP and the year 1935 made it mandatory for all colleges and universities. But in

2002 it was completely abolished because of the death of a cadet galling in the UST. it

was brutal that the cadets were killed because of its exposure to ROTC training

corruption in UST, but it was only the 17th of February in 2017 a law approved by

President Duterte was resurrecting the ROTC. The measure will grant Grade XI and

Grade XII students to ROTC. But the president says, ROTC's residence is unique to

former ROTC in the wake of corruption. He said the new ROTC is not worthy of

corruption. No hazing and sexual harassment. The Armed Forces of the Philippines

(AFP) also pledged to have restrictions in order to prevent ROTC's bad happenings.

President Rodrigo Duterte said the Mandatory ROTC program in grade XI and

grade XII could help develop and deepen national love and good citizenship for Filipino

youth.

According to the 1987 CONSTITUTION OF THE REPUBLIC OF

PHILIPPINES ARTICLE II SECTION XIII The State recognizes the important role of

youth in the development of the country and must promote and protect their physical,

moral, spiritual, intellectual, and social welfare. It will be established in the youth of

patriotism and nationalism, and will encourage their participation in public and civic

activities
Researchers found that this certain topic was an issue with SHS in the neck

of time, and also perceive that there are numerous students who don’t have knowledge

about ROTC, through this book the reader would able to gain some knowledge and

importance of Implementing ROTC.


Purpose of the Study

This Study is to change the insight of every senior highschool students in

cabantian towards the ROTC. This study prepares students for commissioning as

officers. This Study is designed to aid students in developing the abilities and attitudes

that will make them academically successful and to develop well educated junior

officers. It also prepares students to become effective leaders and managers in a

variety of responsible and challenging commissioned officers fields.

In response to the limited amount of research conducted on factors influencing

senior high students intent to persist in ROTC, the purpose of this study was to examine

the influence of the social and academic factors of intellectual academic development

towards the hardiness on senior high school students intent to persist in ROTC and

commission in the National Service Training (NSTP) program of the government.


Conceptual Framework

In connection with the above theoretical framework, a conceptual framework

formulated as the model of the study. The conceptual framework of the study used the I-

P-O model to determine the extent of implementation reserved officers training course

(ROTC) in Cabantian

The INPUT component pertains to the demographic profile of the respondents

which consists of age, sex, civil status, highest educational attainment, and the extent of

implementation of Reserved Officers Training Corps in Cabantian Senior High School

in terms of human resources, physical facilities, logistics, policy and objectives, budget

and finance and training which would measure to what extent the program was being

implemented.
Theoretical Framework

The theoretical framework used in this study is in accordance with the provisions

of RA 7077 or otherwise known as An Act providing for the development, administration,

organization, training, maintenance and utilization of the Citizen Armed Force of the

AFP and for other purposes since the focal point of the study dealt with the

implementation of ROTC. The Citizen Armed Force shall be provided maximum

opportunity to participate in safeguarding the security of the State and in assisting in

socio-economic development. The Citizen Armed Force shall be so organized, trained,

developed and maintained as to ensure their readiness to immediately respond to the

call of service. On public awareness, the State shall promote and develop public

support to and awareness of the important role of the Citizen Armed Force as protector

of the people and the State. As to the Manpower of the Citizen Armed Force, the

manpower objective of the Citizen Armed Force shall conform to projected and actual

needs. It is not envisioned by the State to have a nation under arms, unless extremely

necessary. To prepare ROTC cadets for possible service in the defense

establishment in the event of emergency. To train and develop the ROTC

cadets as future enlisted reservists for the reserve components of the AFP

To inculcate the minds of the youth the spirit of patriotism and nationalism. To

prepare the ROTC cadets for a very vital role in nation building; and. To train and

develop the youth as potential community leaders.


Research Objectives

The study assessed the implementation of ROTC in SHS in Cabantian to

discover the Impression Among SHS student specifically, this study is intended to attain
the following objectives?

3. To Determine the Significant Difference Problems Encountered on the


Implementation of ROTC

Hypothesis

The following null hypothesis were formulated and tested at o.oo5 level of
significance that there is no significant difference in the assessment of the level on
ROTC.

Significance of the Study

The present study was considered significant to the following groups of people:

To the ROTC SHS in Cabantian. The results of the study will directly benefit the SHS in
Cabantian through the outcome of the research work that is intended to enhance its

To the CHED. The findings of the study will serve as the basis of the Commission on

Higher Education (CHED) to come-up with a particular CHED Memorandum Order

which mandates the Higher Educational Institutions to meet the minimum requirements

in the operation of ROTC program under the component of National Service Training

Program.

To the Armed Forces of the Philippines. This will be the basis of all units of AFP who

cater the ROTC program to be strict on the compliance of at least minimum

requirements in the operation of Reserved Officers Training Corps through issuance of

memorandum to all higher

To the Future Researcher. This will serve as reference guide to all future researchers

who will conduct similar and in-depth study for its enhancement of operations.

Definition of Terms

The ROTC is a military organization that trains people to become officers in the armed

forces, so that they are ready to join a military operation if they are needed. ROTC is an

abbreviation for 'Reserve Officers Training Corps.

A Respondent is a person who replies to something such as a survey or set of

questions.

Cadets. A Student who is training to be a military or police officer

Delimitations and Limitations of the Study

The study was delimited to the live experiences of the Senior high school, Grade

11 and Grade 12 Cabantian National High School Davao city,. This study is conducted

at Cabantian National High School Cabantian, Davao City on school year 2019- 2020.

The participants of the study are the Grade 11 and Grade 12 students of the General

Academic Strand, who are studied on Academic and Psychosocial Factors Influencing

Gr. 11 & Gr. 12 to Aspire the Implementation on Army ROTC their Perspective and

Impression. Meanwhile, we admitted the fact that this study had some weaknesses.

Time limitations are one of the major weaknesses of the study. The researcher had

only limited time or knowledge about this topic to explore enough. This definition and

exploration lacks generality due to small samples in the study.
