Narrative Report on the Conduct of the


First District-wide Survival Camp 2019
As per Division Memorandum no. 495, s. 2019, dated September 3, 2019, referred

to the conduct of the 2019 District-Wide Camp on September 13-15, 2019, that is pursuant

to DepEd MisOr Division Memorandum No. 469, s. 2019, Talusan Elementary School had

responded the call and sent its brisk delegates and actively participated on the said

scouting activity.

The Boy Scouts and Girl Scouts of the Philippines, Misamis Oriental Council had

recently conducted the 2019 Joint BSP/ GSP District-wide Survival Encampment at Kinanao

Pamilihi Elementary School, located at Sitio Eva, Samay, Balingasag, MIsamis Oriental. The

theme of this year’s Scouting Month Celebration, “Scouts: Cultivating a Happy and Better

MisOr”, focused on the leadership development, character building and community

services among scouts and scouters. The scouting activity was participated by all the

delegates coming from the different schools in the district of Balingasag South.

On the first day of the event, an opening program was held. The first part started

at 7:00 o’clock in the morning with the so called “Pamuhat” (Hagaonon Ritual) of the IP

Tribe Community, followed by a Higaonon Prayer by the Tribal Leader of Barangay

Aposkahoy, Datu Libod-Libod Abelion Sagabal, a Christian Prayer given by the Eva Baptist

Church Pastor, Rev. Paterno B. Cobay and a Catholic Prayer rendered by Chairez L. Macas,

the ALS IM of Sitio Eva Learning Center. It was then followed by the singing of the

Philippine National Anthem and the Balingasag Hymn. The venue of the encampment was

populated by the Indigenous People, the only Higaonon Tribe in Balingasag. The populace

in the locality was referred to as the remaining IP’s of the town. Right after the opening

program, the ritual activity (Pamuhat) was done by Datu Libod-Libod Abelion Sagabal. In
respect for their customs and traditions, all the participants and delegates attended and

observed the solemnity of the said ritual. It was purposely done for it was one of their

traditions wherein the Datu pleaded safety for their visitors and keeping the scouts and

scouters free from any harm and danger while they were in their place for the entire

duration of the two-day scouting activity, especially that the scouts will perform some of

the their activities off-camp. It also served as the protection and guidance for all the scouts

and scouters as they go along their journey towards achieving their goals in fulfilling their

tasks in both off-site and on-site tracks and obstacles. Then, the hoisting of the District

Banner done by the Municipal Mayor Attorney Alexis Quina together with the Municipal

Vice-Mayor, Hon. Felix H. Borromeo and the Mrs. Beatriz E. Acdal, the Public Schools

District Supervisor at the same time the District Scouts Commissioner; the Pamalihi Cadet

Tribal Banner was hoisted by the Tribal Leader Datu Kailingan Cesar G. Asapon and Bae

Jackielyn M. Lagurin; the BSP District Banner was raised by WBH Raymond R. Paderog, the

BSP District Coordinator; and the GSP Banner by the District GSP Coordinator, Mrs. Sol S.

Valledor. It was then followed with the rededication of the Scout Oath and Law led by RS

Allen P. Aban; the BSP Vision and Mission by WBH Manuelito M. Rabongue; the GSP

Promise by Mrs. Jennifer O. Ongpoy; and the GSP Law by Mrs. Loythit T. Quipanes.

Afterwards, the presentation and recognition of participants was then held. IH Relson G.

Bana, the Cluster Head of Kinanao Pamilihi Elementary School had rendered his opening

remarks, followed by the welcome address of Datu Kailingan Cesar G. Asapon. The Hon.

Arnulfo E. Yamut, the Barangay Chairman and Hon. John M. Romulado, the SB Chairman

on Education had also delivered their camporal messages. In attendance, were the school

heads and administrators of the different schools in the District of Balingasag South. It was

then followed by numerous inspirational messages from highly designated officials,

spearheaded by the Public Schools District Supervisor Mrs. Beatriz Efondo Acdal. An

inspirational message was delivered by the Municipal Vice-mayor Hon. Felix H. Borromeo

and the meaningful and symbolic message was given by Attoreny Alexis S. Quina, the

Municipal Mayor at the same time Chairman of Municipal Scouting Committee and the

Honorary Camp Chief who had served as the keynote speaker of the said scouting activity.

He had inspired young scouts to become more responsible and better citizens not just in
their respective communities but in the entire nation as a whole and spoke with conviction

of what scouting really is and the essence of being a true scout by thoughts and deeds.

The on-site activities were Back to Basic (Module 1), Challenge Valley (Module 2)

and the Team Building (Module 3). Off-site activities were the Adventure Drill (Module 1),

River Crossing (Module 2) and Aquatics (Module 3). Scouts and scouters hiked for almost

three (3) hours uphill as part of the adventure. All were tired and exhausted after they

hiked, yet fulfilment were drawn all over their faces for they had surmounted all the

challenges along their way. In the evening, a camp fire was set with a mass singing

performed by the scouts. Different presentations like yelling, drama, and dance were

rendered by the girls and boy scouts as part of the program.

The second and last day of the scouting event finally came. The Grand Closing

Ceremonies started at around 1:30 in the afternoon with a roll call of all the contingents.

The words of gratitude was given by WBH Manuelito M. Rabongue, for the Boy Scouts and

Mrs. Sol S. Valledor for the Girl Scouts. The words to ponder was delivered by the Camp

Chief and Tribal Leader Datu Kailingan G. Asapon for the scouts to live by as they went

home, and it was then followed by Mrs. Beatriz E. Acdal for the words of challenge. Finally,

the distribution of certificates to all the participants and delegates was done by WBH

Louejay S. Domo for the success of the two-day scouting activity. Truly, the scouting made

the young scouts developed their survival skills, despite all the hardships they had

encountered, yet, they had expound their teamwork, and built strong bonds and

camaraderie with every other scouts.
