OFFLINE Multiplayer Setting Guidelines. Internet connection is not required on this procedure
First of all, Check this thread: Compatibility List, try to find out if your Game Title is currently supported. (note: most of them are tested on PC only so it might fail on Android)
Those Games in the Working List might work in Android Using Port-Shifting Setting, Read Extra Setting below.
This Video Tutorial Follows Option#2 and Displays a Few Multiplayer Gameplay of Monster Hunter Freedom Unite.
Just Change the Adhoc server to 192.168.43.1 if youre using Android's Portable Wifi Hotspot.
[Procedures]
1.Turn on your Android's Portable WifiHotspot, tell your friends to connect to you using their wifi. [Google it if you dont know how/ or read your Phone's user manual]
2. Go to PPSSPP's Settings->Networking
Enable Wlan - Check (same function as PSP's Wlan Switch)
Adhocserver - This is very important, wrong input will cause "freezing". Type 192.168.43.1 [both players should put the same]
Enable Built-in Adhoc Server - Check only if you're the host (the Android Phone that enabled Portable-Wifi-Hotspot)
MacAddress - Just Click the Mac Address Line to generate a random one, just make sure that it wasn't the same as the other's.
3. Start the Game (first the host then others to follow), make sure your game is at 100% speed or closer, use frameskip if necessary. Don't use Cheats, Save States, Pause
Menu, Speed Toggle or Timer Hack during gameplay

Option#2 Cross-Platform Multiplayer via Wireless Router -> Android Host (Local/Wireless Area Network) Obviously, Works Even without internet.
[Procedures]
1. Connect all Devices to your Router
2. Find your Host-Android Phone's IP Address (Settings->WiFi->Click your Network's Name)
(Mine is 192.168.0.17)
IP Address might be in the form of 192.168.0.X / 192.168.1.X / 172.168.0.X / 172.168.1.X / etc.
2. Input your IP Address as PPSSPP's Adhoc Server
(Take note: Don't Copy this image's IP 192.168.0.17,Please read carefully)
Enable Wlan - Check
Adhocserver - <The Android Host's IP address> [both players should put the same]
Enable Built-in Adhoc Server - Check only if you're hosting

3. Connect all Devices and PC to the Network (Computers works even without WiFi, just plug it Directly to the Router Via LAN Cable)
4. Start the Game Make Sure the Host had already Started PPSSPP before others try to connect to multiplayer mode.

Option#3 Cross-Platform Multiplayer via Wireless Router -> PC Host (Local/Wireless Area Network)
[Procedures]
Just Do Exactly The Same as the Previous Except: Use your PC (Host) IP Address as PPSSPP's Adhoc Server.
From Control Panel->Network and Sharing Center->Change Adapter Setting->RightClick on the Network's Name->Select Status->Click Details.
The IPv4 is your PC's IP Address
(Mine is 192.168.0.15)
So All Devices That will Connect in my game must Input 192.168.0.15 to their Ad hoc Server ("Change PRO ad hoc Server"
line in PPSSPP Network Setting)

For Online Multiplayers Use pro.coldbird.net as Adhoc Server and Set your Device's IP as DMZ in the Router. More info Here
Extra Setting Port-Shifting for Games that uses <1024 Ports that Android Devices can't access.
Basically, if you're having problem connecting with your buddy using android phone. You can try this setting.
Do exactly what the other procedure of your Choice told, then do this:
Set the Port-Offset to any Higher than 1024 on all of the Android or PC that will play together (All Must Put the Same Port!). (This will have
Issue Connecting with Real PSP)
Supposedly, those games that worked in PC should now work in android using this setting. (Example is Tekken6)

Hmm, I'm not sure if there's any other attempts with adhoc multiplayer on that Title... This Procedure is the initial set-up if you want to host, Game Compatibility, FPS and Per-
Game Settings are different factors.
If you find new games that are working with ad-hoc multiplayer, please add a reply with the Title and Settings/Success-Key. This would help others a lot.
UPDATE
After some tests and comments, Tekken6 isn't working even with Onelight's adhoc-test-ppsspp build as of Nov2014.
