(HEI) has prepared a Traffic Impact Statement for the above referenced projec. The Project, as proposed, will convert two (2) existing commercial Uses toa registered marjuzna dispensary (RMD) use. “Trip generation rates indicae a decrease of over 350 vehicle trip ends per day as compared to the previous land use(s) athe property. RMDs are not high impact trafic generators with anticipated vehicle trip ends of #36 per 1,000 square feet of gross floor area. (MPFI) project proposed for 33 Highland Avenue in Needham, MA follows the approach outlined by the Massachusetts Department of Transportation (MassDOT) Highway Dusion in Section 2. The Peak AM and Peak PM generators were presented with the folowing Trip Generation Rates AM Peak Hour = 8.10 vehicles per 1,000sf x 1,900sf = 15.39 Trips PM Peak Hour = 12.27 vehicles per 1,000sf x 1,900sf = 24.13 Trips CConcorvatively, the oum ofthe total Peak Hour Trips roprosents approximetely ten percant (10%) ofthe Average Vehice Trp Ends (AVTE) for the use. The most recent traffic count data indicates a fairy even spit of trafic heading into the ‘neighboring Ciy of Newton as compared to volumes heading toward I-95 in Needham. The ‘Applicant is projecting that he 128 estimated trip ends will be spit with 66 trip ends via Needham Street in Newton and 0 tip ends via Highland Ave in Needham Safety: Sight distances from the parking area on-site exceed 300eet in both crections and are suitable for design speeds of 40 mph. The site isnot located in @ Highway Safety Improvement Program (HSIP) eligible area; the ciesest eligible site is 4575 feet north ofthe site at te intersections of Cross, Oak and Neecham Streets in Newton. The proposed use, having significantly less expected vehicle trips, should not represent a decrease in trafic safety from existing conditions Parking: “The subject property provices surface parking for 24 vehicles, eight (8) lined spaces in the front ofthe bulding, 3 spaces alongside the building and 13 additional spaces atthe rear ofthe building.
