The Department of the Interior and Local
Government (DILG) is the executive
department responsible for promoting peace
and order, ensuring public safety, and
strengthening the capability of local
government units to effectively deliver basic
services to the citizenry.
The Department of the Interior and Local
Government (DILG) seal/logo shows a sun
draped by a dove-shaped flag, to symbolize
peace and security. It occupies a prominent
place in the center of the design to reflect
Government’s concern in bringing about a
peaceful and secure community through the
Department and its attached agencies. The
symbol manifests DILG’s commitment to
defend the Constitution of the Republic. The
shield (for protection) has three stars
representing Luzon, Visayas, Mindanao.
The figure of people in a circle, touching
hands, represents the regions of the country
and typifies the capacity-building and
institutional development role of the
Department, and the necessity for teamwork
and collaboration in the performance of its
functions.
- Acta de Tejeros (March 22, 1897) provided
the roots of the present DILG with the
establishment of the Department of Interior
during the Revolutionary Government of
1897.
- Presidential Decree No. 1 (September 24,
1972) created the Department of Local
Government and Community Development
(DLGCD)
- Executive Order No. 777 (February 28,
1982) reorganized and renamed the
DLGCD as Ministry of Local Government,
later Department of Local Government
(DLG) with the change to presidential form
of government.
- Executive Order No. 262 (July 25, 1987),
Reorganization Act of the Department of
Local Government, reorganized the DLG to
enhance its capability in assisting the
President in the exercise of general
supervision over local governments, in
promoting local autonomy, in encouraging
community empowerment, and in
maintaining public order and safety services
- Republic Act No. 6975 (December 13,
1990), Department of the Interior and Local
Government Act of 1990, reorganized the
DLG into the Department of the Interior and
Local Government.

The Department of Justice (DOJ) acts as
the principal law agency and legal counsel
of the government. It upholds the rule of law
and ensures the effective and efficient
administration of justice.
Executive Act of 1898 (September 26,
1898) established the Department of Justice
(DOJ) under the Philippine Revolutionary
Government of General Emilio Aguinaldo.
Civil Service Act of 1901 (September 1,
1901) created the Department of Justice
and Finance from the former Office of the
Attorney General established by the
Americans in lieu of the DOJ under the
Aguinaldo Government.
Reorganization Act No. 2666 (November
18, 1916) established the DOJ as a
separate entity from the Department of
Finance.
Philippine Constitution of 1987 (February 7,
1987) reestablished the DOJ (which was a
Commission under the Japanese
Government in 1942, a Ministry under
martial law from 1973 to 1980 until 1986
during the EDSA Revolution).
Executive Order No. 292 (July 25, 1987),
the Administrative Code of 1987, prescribed
the mandate, powers and functions, and
organizational structure of the DOJ,
including those of its constituent units.

The Department of National Defense
(DND) is tasked to guard the country
against external and internal threats to
national peace and security, and to provide
support for social and economic
development.
Commonwealth Act No. 1 (December 21,
1935), the National Defense Act, created
the Council of National Defense to advise
the President on all matters pertaining to
national defense policy.
Commonwealth Act No. 430 (May 31,
1939), as implemented by Executive Order
No. 230 (October 31, 1939), created the
Department of National Defense (DND).
Executive Order No. 94 (October 4, 1947),
charged the DND with the duty of
supervising the national defense program of
the country.
Executive Order No. 292 (July 25, 1987),
the Administrative Code of 1987, directed
the DND to exercise executive supervision
over the Armed Forces of the Philippines,
the Office of Civil Defense, the Philippine
Veterans Affairs Office, the National
Defense College of the Philippines, and the
Government Arsenal.
The Department of Transportation and
Communications (DOTC) develops,
promotes, implements and maintains
integrated and strategic transportation and
communications systems that will ensure
safe, reliable, responsive, and viable
services to accelerate economic
development and to better serve the
transport and communications needs of the
people.
Executive Order No. 546 (July 23, 1979)
converted the then Ministry of Public Works,
Transportation and Communications
(MPWTC) into two ministries, namely, the
Ministry of Transportation and
Communications (MOTC) and the Ministry
of Public Works and Highways (MPWH),
and redefined the roles and priorities of
each ministry.
Executive Order No. 125 (January 30, 1987)
converted the MOTC to the Department of
Transportation and Communications
(DOTC), structurally and functionally
reorganized the Department, and defined its
powers and functions.
Executive Order No. 125–A (April 13, 1987)
clarified and further modified the structural
and functional organization of the DOTC as
provided under EO No. 125 to ensure
fulfilment of its mandate and attainment of
its objectives.
The Department of Social Welfare and
Development (DSWD) is mandated by law
to develop, administer and implement
comprehensive social welfare programs
designed to uplift the living conditions and
empower the disadvantaged children, youth,
women, older persons, person with
disabilities, families in crisis or at-risk and
communities needing assistance. In 1968, total national effort in the field of foreign

With the passage of Local Government Technical Cooperation Council of the
Philippines
Code in 1991, the delivery of most basic UNESCO National Commission of the
services was devolved to the Local Philippines Secretariat
Government Units. On the other hand, the
department is mandated to do policy and
program development, standard setting,
technical assistance and monitoring
functions to Local Government Units (LGUs)
and Non-Government Organizations
(NGOs) to effectively implement Social
Welfare and Development (SWD) programs
in target areas as reflected at EO 15 s. 1998
“Redirecting the Functions and Operations
of the DSWD”. Through authorizing SWD
agencies to implement SWD program and
deliver service, DSWD extends its mandate
and share responsibility and potential
liability for all clients that these agencies
serve. Therefore, DSWD has the
responsibility to oversee the implementation
of SWD programs and services at all levels
being the primary agency on SWD. It is for
this purpose that these guidelines on
program supervision is issued so that SWD
agencies are guided by DSWD, including its
own facilities to efficiently and effectively
manage cases of disadvantaged individuals,
groups, families and communities and learn
from and develop skills in the process.
