messengers* There has been of late a succession of
Roman Catholic private secretaries* An increasing
proportionof officialsof senior rank are now of that
Church, and I have yet not heard of any diplomatist
becoming a Dissenter* Of appointmentsto diplomacy
since 1907, over ninety per cent* went to expensive
publicschools, and saxty-sevwi per cent* to Eton* While
from fear of being misunderstood I refrain from ducing

as soon might be, and the moving spirit,

were convinced of the necessityof reform and converted
to the proposals

moral assets^on the one in fifteenchance of ten thousand
a year^ and the one in five chance of three thousand*
From the
public^s pointof view, however, the con-N
siderable increases in pay of diplomatic offidab are not
so satisfactory* It has stillthe same men it had before
but ithas to pay them twice as much* The pay increases
do not only concern jimiorranks* For
example,the
total pay of our ambassador to Washington is now
"20,000,double what it used to be* Of this all but

this allowance is to be expended and accounted for
officiallyit is onlya device,for avoidingincome tax* In
that you get the sort that will be worth the money*
A third indispensable condition for gettinggood

me. Jack and I agreed over a bottle of P.J.at the Carlton last year
that we'd swop diaries at the end of a given time* When I wrote
reminding him of it,the beggarsent me the followingon a half^sheet
of paper:
Any old hour : Get up.
Three more hours : Pretend to be a typist.
One or more hours : Lunch.
Three more hours : Type again and pretend to be an expert paptc
file.
One more hour : Seal one bag.
One more hour : Unseal and disembowel one bag.
One minute : Realise that I'm engaged in the practiceof
diplomacy.
Next minute : Forget it and go out to dine.
Last hour : Go to bed.

former have to work with the qualities of mind that make

works with those that mostly make for association*.
Because obviouslythe man of privilege or of property
wants to keep it to himself ; equally obviouslythe man
of principles wants most to givethem to others* The
democratic diplomatist, working through principles has
consequently alwaysa foot in the other camp, and a
friend at court* He needs no coercive authority, not even
credentials ; his onlyrequisite is that he be recognised
by the mass-mind to which he is accredited as repre- sentative
of the element most sympatheticto it in the
mass-mind of which he is an ambassador*
Diplomacy is not bribery*Nor is it bullying*It is
not even bamboozling* It is simply business,and
democratic diplomacyis nothingmore than up-to-date
business methods appliedto politics*
It is partlygivingthe publicwhat they want, and
partlymaking them want what you givethem* And to
do this successfully
you must supplysotmd goodssuitable
to the publicneeds and make the publicsee theyare both
sotmd and suitable* The firstis a matter of insight
and honesty; the second of personality and publicity*
