1. References:
a. Memo from D, PNPTS dated February 28, 2018 with same subject as
above; and
b. PNP CMC No. 20-2017 Focused Reformation/Reorientation and Moral
Enhancement for Police Officers in Line with lnternal Cleansing Efforts
(FORM POLTCE).

2. This pertains to the submission of names of Competent lnstructor (SME)

for the formulation of the STP for FORM POLICE Training.

3. ln this regard, please be informed that this Directorate recommends the

following personnel to act as lnstructor and Alternate lnstructors on the lesson topic
"The PNP as an Epitome of Public Service":
a. PSUPT DOROTHY A DU - lnstruclor;
b. PCINSP LALAINE M BANARES - Alternate lnstructor;
c. PSINSP CHESTER NOEL R BORLONGAN - Altemate lnstructor; and
d. PSINSP LISTER A SAYGO - Altemate lnstructor.

4. Furthermore, aftached are copies of Lesson Plan (Tab A), Lesson

Manuscript (Tab B) and Power Point Presentation (Tab C).

SUBJECT Formulation of Standard Training Package (STP)

for FORM POLICE Training

1.
Reference: PNP CMC No. 20-2017 Focused Reformation/Reorientation
and Moral Enhancement for Police Officer in Line with lnternal Cleansing Efforts
(FORM POLTCE).

2. This above reference sets forth the guidelines, policies, duties,

responsibilities, and activities to be undertaken by the PNP in the conduct of FORM
POLICE Training for the transformation of erring police personnel, among others.

3.Moreover, the aforesaid Circular provides that the PNPTS is responsible in

the conduct of training while the offices / units are mandated to provide the following
task:
a. DPRM - competent instructor on lnternal, Discipline, Ethics and Values
with allotted eight (8) hours lecture and practical exercises..
b. DPCR competent instructor on Police Community Relations, and
-
Values for Work Effectiveness & Productivity with allotted eight (8)
hours and twenty-four (24) hours lecture and practical exercises,
respectively.
c. DPL provide competent instructor on The PNP as an Epitome of
-
Public Service (The Police Officer) with allotted eight (8) hours lecture
and practical exercises.
d. DO competent instructor on Principles of Command Responsibility
-
(EO 226) with allotted eight (8) hours lecture and practical exercises.
e. SIDO, DIDM provide competent instructor on Law Enforcement
-
Ethics with allotted eight (8) hours lecture and practical exercises.
f. -
CHS competent instructor on God-centered, Service oriented and
Family-based PNP personnel with allotted forty (40) hours lecture and
practical exercises.
SLS - competent instructor on Code of Professional Conduct and Ethical
Standards (RA 6713) and PNP Ethical Doctrine with allotted eight (8)
hours lecture and practical exercises.

 h. HRAO - competent instructor on Human Rights and Bill of Rights with
allotted sixteen (16) hours lecture and practical exercises.
i. -
IAS competent instructor on lnternal Discipline, Ethics and Values
with allotted eight (8) hours lecture and practical exercises.
j. HSS - competent instructor on Sport Development (Combative Sport -
Arnis and Karatedo) with allotted eight (8) hours lecture and practical
exercises.

4. With the foregoing, request provide this office the names of your
competent instructors (SME) for the formulation of the STP for FORM POLICE
Training including training materials such as lesson plan, lesson manuscript, power-
point presentation and examination materials for the trainees. Kindly submit the
requirements to this office (Attn: SVL) not later than March 1 , 2018 for the scheduled
course certification process on March 5,2018 as mandated by TDHRDD, Course
Project Director.
