PROJECT REPORT

OPERATIONS & MAINTENANCE

February 3, 2009

AIRSIDE PROJECTS

Future Runway 13R/31L Project

Status of acquiring the right of way property has not changed since last month. By the end of
January 2009, the Airport had acquired twenty two (22) of the required twenty-three (23)
residential properties. Additionally, there is one piece of unimproved property and an easement
left to acquire. All property acquisitions have been made through the Hardship and Voluntary
Land Acquisition Program.

Airfield Pavement Deicers

Cryotech Deicing Technology (CDT) is currently receiving raw materials to resume production
of their E36™ liquid runway deicing product. They plan to begin shipping E36™ to customers
in late February. The alternative liquid runway deicer, NX360™, will continue to be available
until E36™ deliveries begin.

The Airport Board approved an additional $250,000 in this fiscal year's revised budget at a
Special Board Meeting held January 21, 2009. The premature expenditure of monies for airfield
chemicals this season resulted from higher than normal winter precipitation in the form of both
snow and ice. The National Weather Service's 90-day climatological outlook for Des Moines
shows no significant trends for above or below normal temperatures or precipitation over the
next three months. This outlook suggests the most recent appropriation for deicing chemicals
should be sufficient to cover expenditures through the remainder of this winter season.

Taxiway P Reconstruction Project

This project is currently on hold due to weather and temperatures. Once the temperatures start to
climb in March and April, project will resume. Two items are left to complete: Enhanced hold
short and centerline markings at each intersection, and signage at each intersection.

1
Mesaba Maintenance Facility

The office area of the Mesaba facility is complete. Waxing of the floors, final cleaning and
punch list items have taken place.

The hangar is complete, with just the punch list left to be finished. On January 20th, the foam
deluge test occurred and was very successful. The test required 3’ of foam to cover the entire
65,000 sq ft of the hangar in 3 minutes. Approximately 4.5’ of foam was produced in roughly
3 ½ minutes.

Mesaba has been making headway on installing their equipment once areas have been completed
and turned over. The part shelving has been installed and is ready to accept parts the week of
February 2nd. Shelving is approximately 11-12 feet tall, which uses rolling ladders to make
easier access. Office equipment has been delivered and installed. The first planned overnight
maintenance is scheduled for the week of February 9th.

Removal of the temporary fencing is planned for February 3rd. This will set the date in which all
security systems will need to be fully functional. On February 4th, Mesaba will perform a dry
run on fitting a plane at all four locations within the hangar.

LANDSIDE PROJECTS

Concourse Remodel Project

At this February Board meeting, the Board will be asked for approval to receive bids on the
Concourse Remodel project during the month of February. Design of this project includes a
Master Plan of the Fire Protection System for the Airport, to include current and future
installations. With acceptable bids, construction is scheduled to start in March. Coordination of
this project and the Common Use project are intertwined, and management of both will be
critical. Completion of the Concourse Remodel is estimated to occur in April 2010.

2
Common Use Project

Negotiation of the final contract was accomplished the last 2-3 weeks in January. The Airport
Board will be asked to approve the contract at this February Board meeting. Delivery and
implementation of equipment for this project will coincide with the Concourse Remodel project,
in that the Common Use equipment will go live once each gate holding area is finished, allowing
for the gate to be operational as soon as possible. Phase I, which concerns the Concourse
Remodel, is estimated to be complete in August of 2009. Phase II, which coincides with the
Baggage Handling project is estimated to be complete at the beginning of 2010.

Rental Car Facility

This project is in the design phase, with the City working with Design Alliance and PGAL. Both
the City Engineering staff and project Architects attended a pre-application meeting in January to
help in determining code requirements. The first kick off meeting with all parties, including the
rental car companies, took place on January 29th. This project is scheduled to be put out to bid in
May 2009. Estimated completion is scheduled for December 2009.

Baggage Handling Project

Design of this project is approximately 70% complete. The 70% developmental design was
submitted to TSA on January 22nd. Meetings with the airline property representatives and local
airline managers took place in January. Airport staff is working out a phasing plan of
construction to minimize the disturbance to the airlines. The estimated timeline for the project is
for the Board to authorize bid documentation in April 2009, and approve the bid in June 2009.
Estimated completion of the project is February 2010.

Parking Revenue Control Equipment Replacement

On December 15th, the first phase rollout of the new Parking Revenue Control Equipment Project
was conducted. The entry plaza for Long Term and Short Term parking has all five (5) entry
lanes activated with new equipment and is accepting vehicles. At the exit plaza, three (3)
cashier-staffed lanes are activated with new equipment. The last (3) exit lanes have been
equipped with self service equipment that accepts credit cards.

Economy lot is currently left to be completed. Power to this location was completed on January
22nd. Power, programming and equipment for the revenue system to these (4) lanes started the
week of January 26th. Estimated completion is the week of February 2nd, with operational use
week of February 9th.

3
North Employee Lot

Progress on this project has been halted due to the winter weather. Approximately 95% of the
concrete slab is installed. Approximately 70% of the light bases and poles are installed.
Progress on the lot will resume in the spring. Following are the items left to be completed:

• North end concrete slab and drive way

• Striping of stalls
• Sealing of joints
• East side light poles and bases
• Backfilling of curbs and final grades
• Rain garden installation
• Detention Area

Parking Operator Mystery Parker Program

As part of their contract to provide parking management services, Republic Parking has initiated
a Mystery Parker Program. Designed to elicit the best in Customer Service from its employees,
the Mystery Parker Program utilizes trained shopping professionals who are adept at evaluating
and documenting customer service performance.
