This technical specification covers the Fire Protection, Detection and Alarm Systems
envisaged for Amrawati Thermal Power Project (5x270MW), Maharashtra.The design &
installation of Fire Protection, Detection & Alarm System complies with the latest applicable
Indian / British / American standards / codes suitable for the type of risk/fire for different
buildings, equipment, fuel oil tanks, transformers, etc, covering the entire power plant and
associated auxiliaries/facilities. The following standards / codes are followed in particular:-
All the systems are designed so as to make the system complete and acceptable to
TAC/nominated agency of insurance companies.

The Fire Water System includes all equipment, which supplies water to the following fire
protection systems:-
1. Hydrant system that consists of internal and external hydrant valves, water monitors
and common piping network for hydrant & spray system around and inside the plants.
2. High velocity water spray system for transformers, Boiler feed pumps/Lube oil
consoles, Boiler Burner fronts, Steam turbine oil tanks & Purifier units, Oil canals,
Clean & Dirty oil tank and Generator Seal oil units & pumps.
3. Medium velocity water spray system for cable galleries at various levels in TG & ESP
buildings, coal conveyors, crusher house, Junction towers, HFO/LDO tanks.
4. Fixed foam system for HFO/LDO Storage Tanks.
2.1.0 Common Underground Water Reservoir of total capacity 16000 cum is provided for CW,
SW & FW in two equal compartments of each capacity 8000 cum. Out of which (2460)
cum is Reserved for F W pumps.
2.1.1 A set of Booster Pumps is envisaged to supply adequate pressure to fire water for internal
hydrants above 40 M elevation in boiler floors and bunker junction transfer points in main
plant area.

3.1.0 The hydrant pumps are designed for continuous operation at its best efficiency up to
150% of rated flow to meet the specific requirements of the system.
3.2.0 The F.W head is so designed that when half the aggregate pumping capacity is being
discharged at the farthest, hydraulically remotest hydrant point and the other half in the
most vulnerable area, a minimum running pressure of 3.5 Kg/cm2 is available at the
farthest point. The velocity of flow of water is generally not exceeding 5 m/s anywhere in
the system (as per TAC rule 7.5.10 NB-2, 1998 edition).
3.3.0 Test lines for each pump with gate valves (normally closed) are provided. Test lines
discharge is routed to Firewater reservoir
3.4.0 Isolation valves used on discharge side of fire pumps are of sluice/gate valves.
3.5.0 Inbuilt strainer at the suction side of vertical turbine pumps shall be provided to prevent
the pump from any unwanted particles.
3.6.0 Ultrasonic Level transmitter is provided on Fire Water Sump, for low level signals.
3.7.0 The F. W. Pumps are interlocked with the jockey pump through PLC such that when F.W
Pump starts, jockey pump would stop automatically.
3.8.0 PLC System has provision for operating Fire pumps and booster pumps from the PC
based Operator Working Station (OWS) located in Fire Water pump house.
4.1.0 The complete piping network of hydrant and spray system is normally kept pressurized.
All the minor leakages will be taken care by the pressurization system automatically.
4.2.0 The pressurization system consists of Jockey Pumps motor driven – 02 Nos. (01 main &
01 standby).

4.3.0 In normal condition, ring mains / piping up to hydrant valves and deluge valves are
normally pressurized up to 10.5 Kg/cm2.
4.4.0 In case of water leakage anywhere in the system, Main Jockey pump (00SGA00AP005)
will come into operation automatically through pressure switch 00SGA00CP315 mounted
at the discharge line after NRV of jockey pump. When pressure develops in discharge
line, Pressure switch (00SGA00CP313) mounted at the discharge line before NRV of
jockey pump will operate, giving “Jockey Pump (00SGA00AP005) Running/Fail to Start”
annunciation in OWS. Further after achieving the predetermined pressure in the
discharge header pressure Switch (00SGA00CP314) will come into operation & send the
impulse to the PLC to stop the Jockey pump (00SGA00AP005) with “Jockey pump “Stop”
annunciation in OWS.
4.5.0 In case main Jockey pump (00SGA00AP005) “Fails to start” annunciation will appear in
OWS, at the same time, Standby Jockey pump (00SGA00AP006) will start automatically
using the ‘Fails to start” signal of main Jockey pump, if the pumps are selected in auto
mode.
4.6.0 When the main Jockey Pump (00SGA00AP005) is shut down for maintenance, standby
Jockey Pump (00SGA00AP006) will be kept in working mode through the OWS. In case
of drop in pressure, this pump will start automatically at a preset pressure through
pressure Switch (00SGA00CP318). The “Pump running / Fails to start” annunciations of
standby pump will appear in OWS through pressure switches (00SGA00CP316).
Further after achieving the predetermined pressure in the discharge header pressure
Switch (00SGA00CP317) will come into operation & send the impulse to the PLC to stop
the Jockey pump (00SGA00AP006) with “Jockey Pump (00SGA00AP006) Stop”
annunciation in OWS.
4.7.0 The detail of pressure setting of Pressure Switches for control & annunciation of Jockey
Pumps (Main & Standby) is as follows:-

4.8.0 Both the pumps can be started or stopped manually from the OWS when in manual
mode, irrespective of main/standby selection.
4.9.0 Each Electric Motor Driven F.W Pumps are provided with EPBS for emergency Stop of
pump.
5.1.0 Being the common system a single fire fighting main pipe shall be lay down for both
hydrant & spray system & the same will normally be pressurized to 10.5 Kg/cm2. This
pressure is maintained by the pressurization system.
5.1.1 The 3 Nos. main F.W pumps located in Common pump house shall be operated in a
semi-automatic mode i.e., starting of the pumps shall be automatic or manual and
stopping shall be manual only. All pumps are provided with dedicated pressure switches
for starting of the pump. These pressure switches are set at descending order of pressure
values such that the pumps are started sequentially. A pressure difference of 0.5 kg/cm2
between each pump is incorporated to avoid starting of all the pumps at once. The 3
Nos. F.W pumps (02 motor driven & 01 diesel engine driven) shall start one after the
other, and the standby diesel engine driven pump at the end depending on the firewater
requirement.
In the event of fire, hydrant/monitors and deluge valves around the affected
area/equipment will be operated due to which system pressure will drop down rapidly.
This drop in pressure is sensed by the pressure switch (00SGA00CP303) located after
NRV at the discharge line of Fire Water Pump (00SGA00AP001) and signals the pump to
start. If this pump is unable to maintain the pressure due to more water demand, system
pressure will further drop down and pressure switch (00SGA00CP306) located after NRV
at the discharge line of pump (00SGA00AP002), signals the pump to start. The F.W
pump (00SGA00AP002) can also be started in case when fail to start signal comes from
F.W pump (00SGA00AP001).
Similarly, the other pumps will also operate sequentially as per the system demand.
5.1.3 All F.W pumps are also provided with pressure switches for annunciation of pump status
such as “Pump running” and “Pump fails to start”.
5.1.4 The setting of pressure switches for control and annunciation of Fire Water Pumps is as
given in table hereunder:

5.1.5 In case, pressure in F.W header falls to 6.5 Kg/cm2 due to failure of the pumps, pressure
switch 00SGA01CP319 will operate giving “F.W. header Pressure Low” annunciation.
5.1.6 Each Electric Motor Driven Pump is provided with EPBS for emergency Stop.
6.1.0 The following Equipments are provided in Booster Pump shed for common System:-
6.2.1 Two numbers booster pumps (for common system i.e hydrant & spray having single F.W
pipe) located in Booster Pump shed shall be operated in a semi-automatic mode i.e.
starting of the pumps shall be automatic or manual and stopping shall be manual only.

Each booster pump is provided with pressure switches on discharge line. Additionally a
flow switch is provided on the common discharge header. The pump will operate
automatically using the signal, either from the pressure switch or from the flow switch
(01SGA00CF001) whichever is received first.
6.2.2 In the event of opening of internal hydrants in Boiler house and higher elevations of
bunker JNTs, a flow will be established in the discharge line of booster pumps. The flow
through the discharge line will vary from 27 m3/hr to 137 m3/hr. depending on the number
of hydrants operated (One hydrant will draw water at a rate of 38.2 m3/hr. at a pressure of
3.5kg/cm2).
When flow through discharge line of booster pump reaches 27m3/hr. or more, flow switch
FS-01(01SGA00CF001) provided on common discharge header will operate which will in
turn cut-off the jockey pump and start the Main Booster Pump (01SGA00AP001)
Alternatively, when pressure falls down during operation of hydrants, pressure switch
(01SGA00CP302) will operate at 12.0 kg/cm2 & give start signal to Main Booster Pump
(01SGA00AP001). As soon as the booster pump develops pressure, pressure switch
(01SGA00CP301) will operate at 11.5 kg/cm2 giving “PUMP RUNNING”/Fails to Start
annunciation.
The pressure in F.W network will fall down as a result of operation of booster pump.
When pressure falls down to 9.0 kg/cm2, F.W Pump (00SGA00AP001) will start
automatically maintaining the system pressure through the pressure switch
00SGA00CP303.

6.2.4 Both the pumps can be started or stopped manually from the OWS in F.W. pump house
when in manual mode, irrespective of main / standby selection.
6.2.5 All controls and interlocking for booster pumps are achieved through remote I/O panel in
booster pump shed which is linked with PLC-01.
6.2.6 Each Pump is provided with EPBS for emergency Stop of pump.

1.0 Equipment Sizing
The Pumping capacity for hydrant system shall be equivalent to the water
requirement calculated as per TAC rules no. 7.4.1.4.1 or 7.4.1.4.3 whichever is
higher.

From the above calculation, it is found that the water requirement as per rule
no.7.4.1.4.3 is higher. Therefore, pumping capacity required is = 1145 m3/hr.
Theoretical Discharge Head for Fire Water pumps is calculated on the following
basis:-
Basis-I Considering a minimum pressure of 3.5 kg/cm2 at the hydraulically remotest and
highest landing valve in boiler floor.
Basis-II Considering a minimum pressure of 7.0 kg/cm2 at remotest water monitor near
BCN 1A\B.
Basis-III Considering a minimum pressure of 1.4 kg/cm2 at remotest and highest MVW
spray nozzle at highest floor protected by MVW spray system in JNT-1.
Basis-IV Considering a minimum pressure of 3.5 kg/cm2 at remotest and highest HVW
spray nozzle at highest burner floor in boiler.

To ensure min 3.5 kg/cm2 at highest landing valve a booster pump is provided in
booster pump house near boiler building.
The capacity of booster pump provided is 137m3/hr as per rule no. 7.12.2. of TAC.
The TDH of Booster pump is calculated as follows:
The capacity of jockey pump is decided based on rule No. 7.4.1.11 of TAC.

The Fire Water Storage Capacity has been calculated as per TAC requirement as
indicated below:-
The Fixed Foam system proposed to be provided for protection of following HFO and LDO
Storage Tanks in the plant:
a) HFO STORAGE TANKS – 2 Nos, each of Dia.16m & Ht. 12.0m.
b) LDO STORAGE TANK – 1 No, Dia, 12m & Ht. 10.0m.
System Description
7.1.0 The foam system consists of foam storage tanks, foam compound, foam inline inductors,
foam makers with foam deflector, deluge valves, isolation valves, interconnection piping
and instrumentation.
7.2.0 A semi-fixed system consisting of separate foam solution piping around the protected
HFO & LDO storage tanks with suitable supports & fittings etc.
7.3.0 The operation of fixed foam system is made automatic with the aid of probe type heat
Detectors provided in the HFO and LDO tanks.
7.4.0 Water for the foam system is tapped from the common fire water ring mains. Automatic
deluge valves are provided to control flow of water to foam system.

7.5.0 The foam concentrate used is 100% AFFF type and is stored in 2x100% capacity foam
concentrate tanks. It is discharged to the foam inductors by means of 2x100% capacity.
7.6.0 Foam concentrate storage tanks are provided with discharge pipe manifolds, individual
isolation valves, tank inlet, drain, overflow connection, level indicator.
7.7.0 One number inline foam inductor of 100NB size is provided for each HFO tank and 80NB
size is provided for LDO tank. Two numbers foam makers with deflectors are provided for
each HFO and LDO tanks.
7.8.0 Automatic operated deluge valves are provided for each HFO and LDO tanks and tapped
from common fire water line. Inline foam inductor is used to induct the foam liquid
concentrate in water stream to supply proportioned solution of liquid foam and water, to
the foam producing equipments. The inductors are designed for use in the foam
installation to provide a reliable method of proportioning in constant flow applications.
7.9.0 In order to prevent entry of water in to foam supply lines, non-return valves are provide in
these lines. Strainers are provided in water inlet upstream of deluge valves.

b. The foam application rate considered is 5.0 lpm per square meter area of oil surface.
c. The minimum effective capacity of each foam concentrate tank and foam pump is
decided considering simultaneous operation of foam system for the largest fuel
storage tank and two numbers of foam hydrants for a period of 30 minutes.
d. Foam hydrants are provided at every 45 M around the HFO/LDO tank farm.
8.2.0 The sizing of various equipments of foam system is carried out as per following criteria:-
8.2.1 Capacity of Foam Makers and foam inline inductor for HFO tanks
Based on the required flow & K-factor, the foam maker (HD Fire make) is
selected. = 80NB
8.2.3 Capacity of Foam Makers and foam inline inductor for LDO tanks

Foam solution requirement for one number HFO tank = 1005.31 lpm
Total Foam concentrate requirement for 30 minutes for simultaneous operation for
02 nos. HFO and)1 no. LDO tank = 1990.52 + 559.84
= 2550.36 ltrs.

In the event of fire in any HFO/LDO tank, the Probe type Heat detectors in the tank will
detect the fire and will actuate the Deluge valve of respective tank along with the Deluge
valve of Semi fixed foam system, through the solenoid valve provided in the respective
DV trims. Simultaneously, Water from hydrant header starts flowing to the inline foam
inductor and foam concentrate from foam tank reaches the inlet of inline foam inductor.
As soon as pressure develops at inlet of inline foam inductor, Inline foam inductor is used
to induct the foam liquid concentrate in water stream to supply proportioned solution of
liquid foam and water, to the foam producing equipments. The inductors are designed for
use in the foam installation to provide a reliable method of proportioning in constant flow
applications.
The foam water mixture flows to the foam makers provided in the affected tank, where it
is converted into foam and discharged in to the tank. Once the foam is discharged in to
the tank, it spreads on the oil surface forming a blanket and extinguishes the fire.
Foam water mixture flows out of inline inductor, the pressure switch provided on
downstream side of inline inductor will operate giving annunciation “Foam system
Operating”.
The set pressure of various pressure operated instruments is as given in the table below:
