Under the Local Government Code of 1991, which took effect on 1 January 1992, an
elective local official, including a Punong Barangay, must not only be a "qualified
elector" or a "qualified voter," he must also be a "registered voter." It is thus clear
that the law as it now stands requires a candidate for Punong Barangay to be a
registered voter of the barangay where he intends to run for office. Bautista admitted
