12.01 Policy

12.01.01 Appointment to a permanent post in the service of the Authority

designation and appointment shall be on probation for a period of three Dated: 26-05-2010

Provided that in case of a person undergoing or required to undergo


training, cadetship or apprenticeship, the probationary
period shall be reckoned from the date he successfully completes
such training, cadetship or apprenticeship.

12.01.02 An employee on probation on completion of the period of


probation to the satisfaction of the competent Authority shall be
confirmed with effect from the date he was appointed on probation.

Provided that if such an employee fails to complete the


probationary period to the satisfaction of the competent
authority, his/ her probationary period shall be extended or his/her
services shall stand terminated, or he/she shall be reverted to
his/her substantive post, as the case may be, as specified in
succeeding paras.

12.01.03 There shall be no confirmation against any temporary /


contractual post.

12.01.04 An employee who, during the period of his service, was eligible
to be confirmed against any post retires from service before being
confirmed shall not, merely by reason of such retirement, be refused
confirmation in such service or post or any benefits accruing there
from.

12.02 Confirmation Procedure: Authority

12.02.01 At least 30 days before the expiry of probationary period,


Confirmation Report on the prescribed form as specified at
Appendix-A to this Chapter, shall be called for by the HR
Manager from the Reporting Officer, along with PAR for that period
on the prescribed form of the Department.

12.02.02 The Reporting Officer within 15 days from the date of receipt of the
Confirmation Report shall evaluate performance of the employee on
prescribed PAR form of concerned Department and endorsed his
recommendations for Confirmation / Non-Confirmation /
Extension in Probationary Period, duly approved by the
Competent Authority and returned back to HR Manager for further
necessary action.

12.02.03 In case the Reporting Officer is proceeding either on leave or OCS


and is not expected to return before the expiry of the probationary
period, he shall complete the Confirmation report before
commencement of leave/ OCS and return it to HR Manager.

12.02.04 In case Reporting Officer is not available in his office due to any
reason during the specified period as at (i) above, the HR Manager
shall send the Confirmation Report to the Next Superior
Reporting Officer for completion of the report.

12.02.05 It shall be the responsibility of the HR Manager to ensure that the


Confirmation report is obtained within the time limit as specified at
(ii) and (iii) above duly completed and approved by the Competent
Authority. He shall ensure that reminders are issued to the Reporting
Officer normally one week before the due date to ensure its
completion and receipt. In case on due date report is not sent by
the Reporting Officer, HR Manager shall immediately report
the matter to the Departmental Head and the Director HRA&C
giving the total background for necessary action against the
Reporting Officer.

12.02.06 After the approval of Confirmation by the Competent


Authority, the HR Manger concerned shall arrange issuance of
Confirmation Letter duly signed by the designated Authority as
follows:

Pay Group Signing Authority

PG-X, Equivalents & Above Director HRA&C

PG-VIII / IX & GM (HRM) / DGM HR


Equivalents (Services)

PG-I to VII & DGM HR / HR Manager

12.03 Non- confirmation or Extension of Probationary Period: Authority

12.03.01 In case where it is recommended by the Reporting Officer that the


probationary period be extended or confirmation is not
recommended, the Reporting Officer shall communicate to the
employee his deficiencies in writing and it should be recorded in
Confirmation Report.

12.03.02 In case probationary period is extended and approved by the


competent authority, the same shall be communicated by the HR
Manager to the employee concerned and before expiry of the
extended probationary period a fresh report should be initiated on

the same lines as specified in para (b) above.

12.03.03 In case non-confirmation is approved by the Competent


Authority, the same shall be communicated by the Designated
Authority of HRA&C Department to the employee concerned.

12.03.04 As a result of non- confirmation, the salary & allowances drawn


by the employee against the elevated position during the
probationary period shall not be recovered.

12.03.05 There shall be no extension in probationary period of Authority


employees falling in the category of Staff (PG-I to IV). A.0 03/2011
However, Female employees on the family way (pregnant) will be DT: 02-02-2011
allowed the facility of extension, in Probationary period, for
confirmation after promotion/ selection/ re-designation/
appointment.

This extension in probationary period shall not be punitive for the

extension, will be considered from the date of initial promotion/
selection/ re-designation/ appointment.

Maternity Leave without pay to the pregnant female


12.03.05(b) employees will also be allowed in such cases when a female
employee in any pay group is on probation after appointment.

The probationary period of 90 days and 180 days for female staff Authority
12.03.05(c) (PG-1 TO 1V) and female officers in PG-V and above respectively A.0 03/2011
shall be completed in conjunction with the period service before DT: 02-02-2011
proceeding on M/L and after completion of M/L.

12.03.06 Maximum extension in probationary period for officers shall be for


06 months, only for one time.

12.03.07 In case of extension, Confirmation shall be made from the date of


extension in probationary period for officers.

12.04 Confirmation of Pilots Authority:


Employment of Pilots in PIA against permanent positions shall be A.O.No.29/2011
made in regular cadre. Confirmation in service shall be made after Dt.05-10-2011
satisfactory performance during the probationary period of six
months, which will be counted from the date of first productive
flight.

12.05 Special Confirmation Report: Authority

12.05.01 In case the Reporting Officer has viable and cogent reasons, special Dated:26-05-2010
confirmation report can be initiated at any stage during the
probationary period. Such report shall be raised in
collaboration with HR Manager and decision obtained from the
Competent Authority. The decision of the Competent Authority
shall be communicated to the employee by the HR Manager/

designated Authority.

12.06 General Conditions: Authority

12.06.01 All cases of confirmation shall be dealt with by the HR Dated: 26-05-2010
Managers themselves. The file containing confirmation report should
be marked URGENT.

12.06.02 Normally employees shall not be posted out or transferred during


the probationary period from one Reporting Officer to another
Reporting Officer. In case an employee is posted out during
probationary period or the Reporting Officer is posted out during
probationary period or the Reporting Officer is posted out before
completion of a period of at least 90 days in case of officer and 45
days in case of staff during the probationary period, two reports
are to be raised as follows:

(a) One report is to be raised by the Reporting Officer under


whom the employee was serving for a period not less than 90 days
in case of officers and 45 days in case of staff.

(b) Second report is to be raised by the Reporting Officer under


whom the employee worked for the remaining portion of the
probationary period.

(c) However, in case an employee or the Reporting Officer is


posted out after a period exceeding 90 days in case of officers
and exceeding 45 days in case of staff in that case only one report
is to be raised by the Reporting Officer under whom the employee
was serving for a period of 90 days or more in case of officers and
45 days or above in case of staff during the probationary period.

12.06.03 The Channel of Reporting for the purpose of confirmation shall be


the same as contained in Chapter- 7 of PPM-I. The approving
authority for confirmation / extension of probationary period and non-
confirmation shall be as defined in Appendices-B1&B2 to this Chapter.

12.06.04 Confirmation on Selection in PG-VII and above shall be made from the
date of placement in PG-VII and above.

12.06.05 Employees whose PAR rating is “Below Average” shall not be


confirmed.

12.06.06 Notwithstanding the above, Trainee Engineers, Flight


Engineers / Aircraft Engineers and Local Employees at foreign
stations shall continue to be governed by their respective
Service Rules / Agreements / Terms & Conditions of Service.
