COMMUNITY RESOURCE PERSONS FOR COMMUNITY

MOBILIZATION [CRP-CM] GUIDELINE UNDER OLM.


1. INTRODUCTION

The approach of the programme is to plan as well as implement the activities through the
communities in a participatory mode, which activity gives the community a platform to take
decisions on their own development and also boost their confidence to take up larger
responsibilities. Under the Institution Building component, OLM (Odisha Livelihoods
Mission) plans to develop several community level institutions at different level. These
institutions shall be strengthened through regular capacity building and handholding
support for ensuring quality performance and sustainability in the long run. These
institutions may be in the form of SHGs, CLFs, GPLFs, activities groups & Producer
Organizations etc. For social mobilization and SHG formation, handholding support to the
institutions and execution of training programs to the members of community level
institutions, it will require a good number of well-trained resource persons. As a solution to
this problem the project shall develop well trained community level resource persons
coined as Community Resource Persons (CRP-CMs) at village/cluster level.

These CRP-CMs shall evolve from local community members like potential SHG members &
Shakti Sahayikas, etc. with a preference to SHG members that too from poor and EPVG
households where the participatory identification poor or well being group exercise has
been completed.

2. Community Resource Person for community mobilization - CRP -CM


The strategy proposes to develop a pool of community resource persons at the village or
cluster level forum. One CRP-CM will look after one CLF (preferably 5-15 SHG). Depending
upon the number of SHG, number of CRP-CM may defer as per the requirement of CLF.

3. Roles and responsibilities: The CRP-CM will have the following roles and responsibilities

 The CRP-CM will conduct Situational Analysis (SA) or validate SA data in her
respective village/CLF as per the requirement of project/institutions.
 She will facilitate in formation of new SHGs taking women members from left out
households with focus on vulnerable household/ tribal communities & EPVG, poor
household.

 She will facilitate opening of Savings Bank accounts of SHGs in nearby schedule bank.
 She will be responsible & provide hand holding support to the SHG (5 to 15 SHGs
both the newly formed and existing SHGs) of her assigned village/cluster.
 She will provide continuous handholding support to SHG to practice the
‘Panchasutras’
 She will put her efforts to facilitate regular meetings in the SHGs.
 She will attend each SHG meeting regularly and update their books of accounts and
other records.
 She will impart all training programs of SHGs related to SHG management, book
keeping, MIP and financial literacy etc.
 She will be responsible for preparation of household MIP of each member of the
SHG and also to consolidate it at SHG level
 She will facilitate the process of accessing loan from bank based on their MIPs.
 She will communicate the SHG members in a friendly manner.
 She should give respect to the decision taken by the group.
 In case of any conflict inside the group she will try to resolve it by encouraging the
participation of whole group.
However
She shall not interfere in the decision making process of the SHGs.
She shall not impose any pre-conceived notion or opinion on any SHG members.
She shall not have any financial transaction with any SHG other than ‘as a member’
in her own SHG.

4. Eligibility Criteria of CRP-CM


The CRP-CM should fulfil the following eligibility criteria:
 Must be a literate women, with minimum of seventh standard pass, from the
same GP
 Age must be 18 years above.
 She should have good written and oral communication skills with good
computing abilities.
 She should have sensitivity toward poor women.

 She should be acceptable to the SHGs in the village she is chosen to serve.

 She should not have any mobility constraints for discharging the role.
 She should not hold any political office or have been employed by GO/NGO
either on part-time or full time basis.
NOTE:
 In schedule area ST candidate will be selected, if ST candidate not available then
order of preference will be given to 1.SC 2. Minority 3.Other.
 During the selection, priority should be given to eligible PWDs.
 In response to the notice given by the CLF/GPLF, if applications are not received
from eligible women candidates or Shakti Sahayika, then CLF/GPLF will give
another notice where male members may also be encouraged to apply.
 In case a leader of SHG or an office bearer of a CLF/GPLF is selected, she must
withdraw from such position before taking up the role of CRP-CM.
 If a full time employee of any Govt. / Non-Govt. organization, has to give
resignation from either post.

5. Order of Preference for short listing CRP-CM

If adequate numbers of application (at least three) are not received from the SHG members
or Shakti Sahayika or concerned GPLF community women worker (women) then application
may be considered in the following order:
i. Person with disability (having no mobility constraint)
ii. women family member of an SHG member;
iii. any educated women in that GP;
When adequate numbers of applications (at least three) are received, from SHGs or Shakti
Sahayika or concerned GPLF community worker (women), then other categories of
applications will not be considered for the further selection process.

6. Selection Procedure

The selection of CRP-CM is the primary responsibility of the CLF/GPLF. All such interested
candidates will be assessed through aptitude and attitude tests. A merit list will be prepared
for those who have secured the minimum qualifying marks (more than or equal to 50%) in

written test (objective & subjective) considering total secured marks (written Test +
wellbeing grouping or ST /SC/minority as case may be + disability factor + Interview+
working experience with SHGs (Shakti Sahayika or concerned GPLF community women
worker). The person who has secured highest mark will be selected for the post of CRP-CM.
In case of equal mark the candidates are prioritized in the following order.
I) Person with Disability (PWD),
II) EPVG/PVTG/TRIBAL,
III) Schedule caste/ minority
IV) Daughter /Son of SHG member,
V) Age (whoever is older)
The selected candidate will be put through a four days residential basic orientation
programme at the GP/block/district level. In case of resignation or expelling of the person
continuing as CRP-CM, the next person in the merit list will be called for engagement by
CLF/GPLF or a fresh selection process has to be initiated as decided by the CLF/GPLF.

7. Aptitude test for screening CRP-CM:


The screening process will be led by a three member screening committee comprising of
iterate leaders from the CLF EC by CLF. The GPLF/CP/PRP/Block team will assist the
screening process at the CLF. The DMMU will prepare question paper and will provide it to
screening committee member through BMMU before commencement of examination.
(Sample question paper is annexed at B-D).

8. Capacity building of CRP-CMs:


All the selected CRP-CMs will be given four day training by CP/PRP/Block team/block level
trainer. This training will cover OLM objective, SHG management, SHG Book keeping in the
social mobilisation, MIP preparation & role of CRP-CM, including do’s and don’ts. Selected
CRP-CMs may be sent for exposure visit to best practices across the state.

9. Honorarium for CRP –CM


The honorarium of CRP-CM shall be based on their performance and the outputs. Monthly
remuneration: OLM will bear 100% of this amount in the first year. After a year the modality
will be revised if needed. OLM has to give direction for further continuation by reviewing
the performance of the CRP-CM or their requirement. The performance incentive of CRP

shall be based on their performance and the outputs. Once the selection of CRP-CM is
confirmed by the CLF/GPLF, the proposed performance incentive based on their output will
be given as follows
 Monthly remuneration: For facilitating group meetings and writing books of
accounts of SHG, she will get Rs. 20/- per meeting.
 Performance bonus: Based on the review of the CRP-CMs, performance bonus will
be paid on pro-rata basis at the end of each month/quarter:
a. Mobilization of left out poor and EPVG households and opening of a Savings
Bank Account - Rs. 500/- per group. The newly formed SHG should have majority
more than 70% of members from the identified target group i.e. Poor and EPVG
adhering to homogeneity condition. The CLF to ensure that these members do
not belong to an existing SHG; whether functional or defunct.
b. Completion of basic SHG training (all five modules in six days) - Rs. 50/- per
module per group
c. Facilitating MIP of SHGs consolidating the household level investment plans of
all members – Rs. 300 per approved MIP
d. TA/DA to be provided during any field visit outside their jurisdiction as per
project provision at par with CC/CP.

10. Payment Modalities

 Performance bonus: Based on the review of the CRP-CMs, performance bonus will
be paid on pro-rata basis at the end of each month/ quarter:
 CRP-CM will get the honorarium at the end of every month. She will put her claim in
the prescribed format. The CLF along with the CP/PRP/project staff will verify the
same and forward it to the GPLF/Block for payment.
 The Block Team will make payment either in the form of Account Payee cheque or
through account transfer or any other procedure prescribed by the State level till the
GPLF comes into function.

11. Performance appraisal and termination of CRP-CM


The CLF/GPLF will develop an action plan for each CRP-CM for a year. The performance of
the CRP-CMs will be reviewed every month and her assignment will be continued based on
satisfactory performance. Initially, the monitoring and supervision will be jointly conducted

by the CLF and the CP/PRP/project staff on the monthly basis and later, CLF/GPLF will be
appraising the CRP-CM performance. Those CRP-CMs whose performance is not found
satisfactory may be recommended for further training and capacity building. In case her
performance is not satisfactory for three consecutive months she may not be recommended
for further continuation.

 If any CRP-CM fails to participate in the minimum number of meetings of SHG,


respective CLF will give the suitable advice to that CRP-CM for improvement.
 If s/he fails to do so in three consecutive months, CLF/CP should recommend
substituting the non performing CRP-CM with another CRP-CM from the merit list.
 If any CRP-CM doesn’t want to continue as CRP-Community mobiliser then s/he
should submit a letter regarding discontinuation to the concerned CLF/GPLF.

12. Role of Professional Resource Person /Community Professional:

 S/he will ensure the completion of the CRP-CM identification process in a judicious
process. During this process the role of PRP/CP will be;
- Facilitate formation of screening committee
- Verify the list of candidates proposed by the CLF or invited application.
- Quality check during the entire selection process
 The PRP/CP along with CLF will monitor the performance of the CRP-CM on monthly
basis and provide details of the work of CRP-CM in the prescribed format(Annexure- E)

13. Role of Block Team


The roles and responsibilities of Block Team /staff will be basically to facilitate the following
activities;
 The Block Team will guide and provide necessary support to PRP/CP/CRP team for
carrying out the selection process of CRP-CM.

 The Block Team will verify the data provided by the PRP/CP/CRP Team /CLF after the
monthly & quarterly performance appraisal of the CRP-CM as per the format
attached in annexure E & F and recommend for disbursement of the
dues/honorarium of CRP-CM.

Annexure- C
Personal Interview (5 Marks)
The CRP selection/screening committee as mentioned above will conduct the interview of
the eligible candidates of CRP-CM of the community.
The interview will content 5 marks in total. The candidates have to appear before the
panel of members of the CRP selection committee.

The interview questions will be focused to measure the following skills and attitudes of
the candidate;
- Pro-poor attitude,
- Willingness to work for SHGs and devoting quality time for it
- Leadership quality
- Communication skills
- Community mobilization skills
