ORDER :

The Andhra Pradesh State Housing Corporation Limited has taken up a massive Housing Programme
for Weaker Section Housing to be completed within the Finance year. To ensure the completion of the Housing
Programme in time and to reduce the procedural delay for approval of layout / Housing Scheme it is proposed to
delegate the powers of Economically Weaker Section layout / Housing Scheme approval to the District level
officers. Since the Director of Town and Country Planning, Hyderabad do not have district level organisation it
is decided to delegate the power to Municipal Commissioners for approval of Economically Weaker Section
layout / Housing Scheme referred by the Collectors / District Manager, Housing.

2. Government after careful consideration hereby delegate the powers for approval of Economically
Weaker Section layout / Housing Scheme proposed by the Collectors concerned to the concerned Municipal
Commissioners without referring the same to the Director of Town and Country Planning, Hyderabad for the
time being with the technical advise of the Town Planning staff in the Municipality / Municipal Corporation
subject to the following stipulation.

1. The Municipal Commissioners shall strictly verify the proposal with reference to the land use,
Master Plan roads etc., as per Town Planning Scheme / I.C.R.
2. Minimum Plot area and size (as per G.O.Ms.No. 51 Housing, dt.15.7.98)

iv) Metropolitan cities 45 Sq.mts to 50 Sq.mts 6mx8m

3. In Row Housing the Minimum width of plot shall be 4.5 m and not exceeding 8 plots in a row and
the minimum front and rear setback in plots of 50 Sq.mts and below is 0.75 Mts.
4. The width of the internal roads shall be of minimum 6 Mts.
5. Open space should be left in one compact block and should not be less than 10% of the layout
area.
6. Andhra Pradesh State Housing Corporation is permitted to ear-mark and develop part of the land
of Economically Weaker Section layout / Housing Scheme at their discretion for commercial use to
recover a part of the infrastructure cost.

3. In respect of notified Gram Panchayats and Gram Panchayats falling in UDA areas for quicky disposal
the following committee will examine the Economically Weaker Section Layout / Housing Scheme proposals
which shall be approved by the Regional Deputy Director of Town Planning concerned for notified gram
panchayats and concerned UDA for Panchayats in UDA areas. The concerned District Manager, Housing shall
prepare the layout / project report and sent it to Regional Deputy Director concerned / Chief Planning Officer,
Urban Development Authority 10 days before such meetings.

4. The Committee mentioned at para 8 shall consists of the following Officers of concerned area (only for
Economically Weaker Section Layouts referred by Collector in notified Gram Panchayats and Gram Panchayats
falling in UDA area).
1. District Manager, Housing … Chairman

Officer in Urban Development
Authority areas. … Member
3. Concerned Mandal Revenue
Officer … Member
4. Concerned Executive Officer
of Gram Panchayat … Member

5. The check list showing the details to be furnished by the Requisition Authority for approval of
Economically Weaker Section layout is prescribed in the Annexure.

6. The Municipal Commissioners / Regional Deputy Directors, Town Planning shall forward the copy of
approved plan of economically weaker section layout / housing scheme to Director of Town and Country
Planning for information and records.

7. These orders shall come into force with immediate effect.

CHECK LIST TO BE FURNISHED BY THE REQUISITION AUTHORITY FOR APPROVAL OF
ECONOMICALLY WEAKER SECTION LAYOUT:

1. Name of the Municipality.

2. Total extent of the layout site in acres and sq.mts.

3. The details of Survey No.s / T.S.No.s / R.S.No Door No. etc. covered by the site under reference.

4. Ownership of the land whether government land or private land acquired for economically weaker section,
housing

5. Land use as per notified plans i.e MP/ZDP/ICRA

i) Detailed proposed layout as per rules (original + 5 copies ) drawn to a scale of 1:500 duly showing
all dimensions of plots, roads, open spaces etc., the layout shall show any drain / channel / water
course and telephone / electrical lines passing through site.

ii) If the layout site is not plain and undulating a contur plan to be furnished.

iii) Layout should indicate whether the site is accessible from an established existing road and whether it
is National Highway / State Highway / Municipal / Private street.

iv) The Layout shall also indicate the affected portion of the layout site under road widening if any.

v) If the layout site is abutting already approved layout on development plan, the same has to be
indicated along with access roads.
