Indonesia Foreign Policy in SBY Era


What is foreign policy? Before we continue to discuss about Indonesia's foreign
policy in SBY era, we need to understand the definition of the foreign policy itself. So,
according to our opinion, foreign policy is kind of strategy that made by the state to have
a relation with another state so that it can fulfill it's self-interest and also foreign policy is
used to protect the state from the internal and external threat.
To have some foreign policy there is must be something that can influence a state to
make a foreign policy which is the internal determinant and the external determinant.
What are the internal determinant that can influence to make a foreign policy and what
are the external determinant that can influence a state to make foreign policy. In internal
determinant there are some historical influences, size and geography, natural resources,
economic development, population, good governance and leadership, quality of
diplomacy, role of media and think tank. While in the external side there are power
structure, international organization, world public opinion, and alliances. Using this two
determinant, we will analyze about Indonesia's foreign policy in President Susilo
Bambang Yudhoyono Era, in what values that SBY influenced to make the foreign policy.
Internal Determinant
Indonesia Abstain at the UN Security Council on Iran Resolution
Based on our research, on what case that have relation with one of the value in the
internal determinant, we took the case when Indonesia abstained from the vote on a U.S.
sponsored resolution on Iran at the UN Security Council. Indonesia was the only one state
that choose abstain in the vote, when all state gave their support to have a sanction on
Iran. But The council approved the resolution by a vote of 14-0 with Indonesia alone
abstaining.
From the Antara news agency they quoted the Iran's UN Ambassador Mohammad
Khazee as saying he "gives appreciation to Indonesia who did not support the resolution".
According to an international relations analyst at the University of Indonesia, Makmur
Keliat, said abstaining was the safest option for Indonesia.
"We don't have any clear-cut ideas either how to resolve the issue. Besides, this isn't
one of those issues where we need to specifically support or oppose because it doesn't
directly affect our interests," he said. This case shows that to raise the name of Indonesia
and to increase the quality of the diplomacy, Indonesia's UN Ambassador take an abstain
in a vote at UN Security Council.
External Determinant
President Susilo Bambang Yudhoyono visit Fiji
In the scope of external determinant we took the case when President Susilo
Bambang Yudhoyono visiting Republic of Fiji on June 17 to 19, 2014. SBY’s visit is to
fulfill the invitation from the Fiji Government to increase the bilateral cooperation
between the two countries.
During in Fiji, SBY will be meeting with the President of Fiji, Queen Epeli
Nailatikau and will be attending a bilateral meeting with Fiji’s Prime Minister, Voreqe
Josaia Bainimarama. In the meeting, a discussion of mutual effort to strengthen bilateral
relations of the two countries will be made. Especially in the field of maritime, cultural,
also sports and youth. This event shows us that by the invitation by the republic of Fiji
Indonesia's President Susilo Bambang Yudhoyono influenced to have a bilateral relations
with Fiji which are this cooperation is kind of Indonesia's foreign policy. This event is
shows that to make alliances is influencing state to have a foreign policy.
All of both cases that we shows above wether in the internal determinant or external
determinant are the example of President's Motto to have million friends and zero
enemies.
