SMALL BUSINESS DEVELOPMENT SPECIALIST II

NATURE OF WORK

An employee in this position is responsible for performing


specialized duties in the promotion and implementation of S/W/MBE
programs. Assignments are of more than average difficulty and include
performing research and analysis of data and maintaining records.
Tasks are performed under general supervision and include collecting,
analyzing and documenting data. Employee will exercise reasonable
initiative and independent judgment in ensuring the analysis is
accomplished in a thorough and accurate manner. Work is reviewed
through conferences, reports submitted and results obtained.
The incumbent serves as a leader for OSBA activities which serve
to expand and broaden the audience base of the Palm Beach County SBE
program. The work involves coordinating programs and executing
extensive outreach to diverse communities locally.
Work is performed under the general supervision of the Small
Business Development Manager and reviewed through conferences, reports
submitted and results obtained.

EXAMPLES OF WORK

Provides leadership in the performance of SBE and M/WBE outreach


activities for the County and OSBA vendors as follows:
Plans, organizes, schedules and participates in OSBA initiated
outreach activities as well as outreach functions initiated by other
organizations. Schedules, organizes and maintains Outreach calendar.
Assists with program monitoring for outreach purposes.
Conducts program promotional activities.
Participates in developing long term objectives, strategies and
approaches to assist small SBE’s.
Provides assistance to SBE’s seeking ways to expedite their
access to and participation in County contracting opportunities.
Facilitates and participates in SBE training workshops for County
employees and County vendors.
Edits and publishes quarterly OSBA newsletter.
Monitors OSBA contracts.
Provides referrals of new and existing businesses.
Prepares BCC agenda items and monitors BCC agenda for SBE
opportunities.
Collects and prepares reports of S/W/MBE activities for all
departments/divisions.
Performs investigations for Contractor certification and
compliance
Holds seat on selection committees.
Keeps informed on developments in local and federal laws and
regulations concerning compliance.
Performs related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

Ability to compile/analyze statistical data and prepare reports.


Ability to meet and work effectively with the general public,
subordinates, supervisors, officials, departmental personnel and
members of the S/W/MBE business community.
Ability to assist in compliance investigations.
Ability to communicate effectively both orally and in writing.

MINIMUM ENTRANCE REQUIREMENTS

Graduation from an accredited college or university with a


bachelor’s degree in business or public administration, or a related
field and some experience in working with S/W/MBE’s; or and equivalent
combination of training and experience. Small Business Development
Specialist certification required within six (6) months of hire.

SMALL BUSINESS DEVELOPMENT SPECIALIST II – COMPLIANCE

NATURE OF WORK

This is professional work in the Office of Small Business


Assistance for Palm Beach County.
Employees in this class are responsible for performing a variety
of duties to increase small business enterprise participation in Palm
Beach County’s procurement of goods and services. Responsibilities
include ensuring that potential contractors and County employees are
in compliance with Ordinance measures prior to and after contract
award.
Work is performed under supervision of a manager who reviews work
through personal conferences and written reports for satisfactory
performance of business development activities.
Employee exercises independent judgment in providing effective
assistance to SBE’s and M/WBE’s in meeting requirements to do business
with Palm Beach County.

EXAMPLES OF WORK

Works with other departments/divisions to identify potential SBE


opportunities for bids.
Responds to telephone and drop-in inquiries regarding
certification status and conducts telephone interviews with vendors
and applicants.
Participates in pre-bid meetings to discuss SBE requirements.

Reviews bid documents to ensure that documents do not include


exclusionary language.
Monitors and approves payment applications.
Approves SBE substitution requests for County contractors.
Attends pre-work meetings to ensure that contractor has
maintained original list of SBE subcontractors.
Assists in conducting investigatory meetings to determine if
bidders are in compliance with program requirements.
Conducts field audits to ensure that SBE contractors are
performing work with their own workers.
Collects, analyzes and prepares reports of S/WMBE activities for
all departments/divisions.
Investigates and resolves disputes between contractors and
subcontractors regarding pay.
Serves as backup for ISS computer administrator.
Assists firms in preparing responses to bids; not including price
bids.
Monitors M/WBE participation to address disparity if any.
Maintains compliance files for record purposes.
Attends outreach functions as needed.
Prepares and performs SBE compliance training for County
employees.
Provides assistance in the performance of certification and
compliance as follows:
Reviews and interprets business documents, tax forms, contracts.
Conducts on-site compliance review.
Monitors procurement and contracting activities.
Keeps informed on developments in local and federal laws and
regulations concerning compliance.
Performs related duties as required.

Thorough knowledge of County regulations, policies and procedures


pertaining to S/W/MBE programs.
Thorough knowledge of compliance procedures required for vendors
and contractors in conducting business with Palm Beach County.
Knowledge of modern office equipment, practices and procedures.
Knowledge of current developments in the areas of SBE
contracting.
Ability to provide effective assistance to SBE’s and Minority and
Women business enterprises in obtaining business with Palm Beach
County.

MINIMUM ENTRANCE REQUIREMENTS

Graduation from an accredited college or university with a


bachelor’s degree in business finance, accounting or public
administration, or a related filed and three (3) years experience
working with S/W/MBE’s; or an equivalent combination of training and
experience and eight (8) years experience working with S/W/MBE’s and
compliance.

NATURE OF WORK

This is professional work in the Office of Small Business


Assistance for Palm Beach County.
Employees in this class are responsible for performing a variety
of duties to assist small business enterprises in obtaining
certification to do business with Palm Beach County. Responsibilities
include assisting in SBE and M/WBE monitoring, training, reporting and
analysis to insure compliance with Palm Beach County Ordinance and
other federal, state and local related regulations throughout the
County organizations.
Work is performed under the general direction of the Small
Business Development Manager who reviews work through personal
conferences and written reports for satisfactory performance of
business development activities.
This position evaluates SBE applications for certification and
assists the Manager in implementing and monitoring internal reporting
systems to measure effectiveness and efficiency of the SBE program.

Assists in the preparation of all required reports regarding SBE


and M/WBE activity in County Government.
Responds to telephone and drop-in inquiries regarding

Develops, coordinates and assists in conducting SBE certification
workshops for the public, vendors and other agencies.
Evaluates vendor applications for certification and re-
certification to determine eligibility for SBE to participate in
program.
Meets with clients to discuss application and documents for
certification/re-certification and in-take registration.
Conducts site visits and prepares reports of findings.
Prepares Certification Appeals Summary.
Provides assistance to SBE’s and M/WBE’s in conducting business
with the County, including complaint resolution, small business start
up and referral assistance.
Performs related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of federal, State and County regulations,


policies and procedures pertaining to S/W/MBE programs.
Knowledge of current developments in the areas of SBE
contracting.
Knowledge of goals and objectives of the County’s SBE program.
Thorough knowledge of certification processes required for
vendors and contractors in conducting business with Palm Beach County.
Ability to provide effective assistance to SBE’s and Minority and
Women business enterprises in obtaining certification to do business
with Palm Beach County.
Ability to establish and maintain effective working relationships
with employees at all levels within County Government and the public
in general.
Considerable knowledge of developing and conducting seminars and
workshops dealing with large groups of people.
Knowledge of statistics and methods of statistical analysis.
Knowledge of finance and methods of financial analysis.
Ability to gather, analyze and present statistical data clearly
and logically, both orally and in writing.
Ability to verify documents and conduct in-depth investigations
as needed.

course work in Social Sciences, Business or Public Administration or

related training and experience.
