FEASIBILITY STUDY ON APPLICATION PROCEDURE OF

GOVERNMENT HOUSING SCHEME W.R.T PMAY


INTRODUCTION:
Pradhan Mantri Awas Yojna is a programmed by Government of India to ensure
“Housing for all by 2022”. Under this, there is a Credit Linked Subsidy Scheme on
home loans for properties in urban market belonging to Economically Weaker Section
(EWS), Low Income Group (LIG) and Middle Income Group 1 & 2 (MIG). It can be
availed for new or resale purchase of home, construction, or for extension or
improvement of rooms, kitchen, toilet etc.
Policy Envisioned by Hon.PM of India to give basic facilities by Diamond jubilee
year of independence.
1st priority in the policy is given to Women ,a stern step towards Women
empowerment The policy is designed get assistance from center to the urban local
bodies building onsite Rehabilitation of the existing slum inhabitants by commencing
private participation for using poor land area as a resource.

Pradhan Mantri Awas Yojana- Housing for All (Urban):

Pradhan Mantri Awas Yojana (Urban) for ensuring housing for all in urban areas
was launched on 25th June 2015 for implementation during 2015-2022. The Mission
provides central assistance to implementing agencies through States/Union
Territories (UTs) and Central Nodal Agencies (CNAs) for providing houses under
following verticals of the Scheme:

1. “In-situ” Slum Redevelopment (ISSR)


2. Credit Linked Subsidy Scheme (CLSS)
3. Affordable Housing in Partnership (AHP)
4. Beneficiary-led individual house construction/enhancements (BLC)
Objectives of PMAY :
● To ensure that the poorer sections of urban India can live under a roof of their
own.
● To provide financial support to people who can’t bear the entire cost of
building a residential property.
● To offer houses to the Economically Weaker Sections (EWS) of the society.
● To bring both public and private sector together in a bid to improve the fate of
the nation’s urban poor populace.

Eligibility for PMAY:


In order to avail a house or financial reinforcements from the government, every
applicant needs to meet the eligibility criteria set by the PMAY committee.
Prospective applicants have been branched into six distinct groups

Section Eligibility Details

Economi People who earn an annual household income less than Rs.3
cally lakh come under the EWS category. However, an applicant
Weaker claiming to be from EWS needs to provide relevant proof to the

Light People that fall under LIG category usually have an annual
Income household income ranging between Rs.3 lakh to 6 lakh. Again,
Group to be eligible for consideration, they need to provide sufficient
(LIG) proof of their economic standing.
Medium Those who earn an annual household income below Rs.12 lakh
Income fall under the MIG1 category. These people can avail loans of
Group up to Rs.9 lakh for the construction of a residence.

Medium Individuals earning an annual household income between Rs.12


Income to Rs.18 lakh will fall under MIG2 of the PMAY scheme. These
Group people can avail loans of up to Rs.12 lakh.

Minoriti People hailing from minority groups like SC/ST/OBC will fall
es under minorities. To be considered under the PMAY scheme,
these people need to meet to provide relevant caste and income
certificates.

Women Women belonging to EWS/LIG categories will be considered if


they apply under the PMAY scheme.

Besides this, there is a basic requirement an applicant has to meet. For instance, if the
beneficiary is a family, it must comprise of a husband, wife, and unmarried children.
Also, no person from the family should own a house in their name.

Research Objective:
The purpose of the study is to analyze the reach & Awareness of the policy .

Research method:
Primary data was collected by designing a questionnaire
Sample size of the questionnaire was 100
Targeted area was slum prone areas of mumbai
Secondary data was taken from PMAY sites ,portals and other government housing
websites

10: Give Suggestion for improving the policy

Findings :
Mostly the houses are in the name of the male of the houses ,very few are the female
owner .
There fair bit of awareness about the PMAY policy but very low awareness about the
procedure of the application for the policy.

Main source of awareness is television advertisements by Govt.of India and


Propaganda created in election Rally of Hon.PM for PMAY.

Recommendation:
1. Banks should have separate counter of explaining benefits and procedure of
PMAY

2. Liberal documentation should be allowed for weaker section to avail benefits of


PMAY
3. Training programs should be organized by PMAY Council in public places for
educating the weaker section about various areas of PMAY as the weaker
section may not have access to PMAY website and Mobile APP therefore
updates to them shall be given live in open grounds and public places.

Conclusion:
The Research concludes that steps must be taken to spread the awareness of PMAY,
so every eligible person gets the benefit of the policy and the dream of “housing for
all” could be achieved by 2022.
